Son mécanisme : l’échange de données – images satellites, fichiers, etc. – entre Etats membres. Sa cible : la Méditerranée, et plus particulièrement les embarcations de fortune chargées de migrants qui tentent régulièrement la traversée. Un système qu’une plate-forme Internet pilotée par des défenseurs des droits des étrangers aimerait aujourd’hui pouvoir contrecarrer.

The EU was ineffective in encouraging political reform in Algeria and Morocco this year and failed to use opportunities such as the Election Observation Mission in Algeria.
The challenge for the EU in Algeria and Morocco is to pool influence in national capitals to drive much-needed political reform. While technical cooperation driven by the European Commission and the EEAS continued in 2012, and in the case of Algeria expanded, there was little evidence of real reform in either case. After years of procrastination, Algeria agreed in early 2012 to come to the negotiating table regarding an ENP Action Plan; and in May it invited an EU observation mission (EOM) to its legislative elections for the first time (though there were concerns about malpractice by the ruling party and allegations of voter fraud in municipal elections in December). But in the second half of the year, as France and the US focused on efforts to win Algerian support for an ECOWAS-led mission in Mali, the centre of gravity in the EU–Algerian relationship shifted back to member-state capitals with a focus on energy ties – particularly Italy, Portugal, Spain, and the UK. In November the Netherlands joined this group as it signed a deal for shale-gas exploration in Algeria. By the end of the year, there were few signs that the EU–Algerian partnership had deepened or that meaningful reform had taken place.

Offiziell hilft die EU bei der Ausbildung der zivilen libyschen Sicherheitskräfte. Tatsächlich baut sie in Libyen mit europäischen Steuergeldern eine Armee auf. Das Land muss unter Kontrolle gehalten werden, damit das libysche Öl fließen kann. Mit den Öl-Einnahmen werden internationale Konzerne bezahlt.
Die Staaten der EU geben Milliarden in Libyen aus, um das Land nach dem Bürgerkrieg von 2010 stabil zu halten. Davon profitieren die Rüstungskonzerne. Die Sicherheitslage bleibt angespannt.
In Tripolis sind am Montag Panzer ausgerückt. Das Land ist immer noch im Bürgerkrieg.

Le Commandement des États-Unis pour l’Afrique (Africom) tient à renforcer sa présence dans le Maghreb. Et c’est à Remada, dans le sud de la Tunisie, qu’il a choisi pour implanter sa base militaire. Le général David M. Rodriguez, patron de l’Africom s’est rendu, le 20 novembre, à Tunis où il a rencontré le Premier ministre tunisien, Ali Larayedh, pour discuter de l’évolution du projet, entamé depuis … décembre 2011.

Assassinat de Kerroumi : Amnesty appelle les autorités algériennes à respecter les droits de l’accusé
Amnesty et la CIJ estiment que le procès de l’accusé dans l’assassinat de Ahmed Kerroumi, est entaché d’irrégularités.
Amnesty international et la Commission internationale des juristes (CIJ) s’inquiètent au sujet des conditions de déroulement du procès du jeune Mohamed Belbouri, l’unique accusé dans l’assassinat de l’activiste politique, Ahmed Kerroumi, en 2011à Oran. Dans une déclaration commune rendue publique, hier vendredi, les deux organisations ont appelé les autorités algériennes, à « garantir à la famille de Kerroumi le droit de connaître la vérité et de juger l’auteur de l’assassinat conformément au normes internationale d’équité des procès ».

No Maltese boats in Libya incident
No Malta-registered boats or Maltese citizens were involved in transporting 300 migrants stopped by the Libyan coastguard late last month, contrary to earlier media reports, the government said yesterday.
Libyan news agency Lana reported the migrants were on board three ‘Maltese-registered boats’ when they were apprehended on November 29.
The report was picked up by international news agency Reuters and widely reported in the local press.

UNHCR has said it has seen no improvement in conditions for refugees who have fled to Libya. It described them as still living in overcrowded camps with inadequate food and medical assistance, sometimes enduring physical abuse from guards.
The UN refugee agency visited three detention centres at Garabulli, Khoms and Sabratha during November, inspecting them and distributing aid.
In Khoms detainees complained of physical abuse.
Speaking to the Libya Herald, Emmanuel Gignac, chief of the UNHCR mission to Libya, said he felt the problems arose: “because there is no proper system in place. There need to be proper centres, resources and infrastructure, and the last has not been maintained”.
He explained: “The individuals working in the detention centres need to be exposed to international norms of behaviour towards detainees, but this will take time. I don’t think it is intentional. They just don’t know. This is part of state-building and this is the real issue.”
The UN report focused specifically on refugees who had been displaced from the conflict in Syria. There are currently 15,898 of them in Libya and when this month, the UNHCR officials visited Sebha for the first time, to their surprise they discovered and registered 250 more Syrians. Apparently drawn to the south by lower living costs, said Gignac, Syrians refugees arrive at the Salloum border crossing with Egypt, making their way to Sebha through Benghazi.
