6.700 Migrant*innen sind in den letzten sechs Monaten in Bosnien angekommen. Für sie ist es eine Zwischenetappe auf dem Weg nach Nordeuropa. Die weitaus meisten bleiben aber in Sarajewo hängen.

Negli ultimi anni il numero dei migranti che entrano in Grecia, passando attraverso la Turchia, si è drasticamente ridotto. L’accordo fra Ue e Turchia – marzo 2016 – ha sicuramente portato i suoi frutti: i confini esterni dell’Unione europea sono stati consolidati. Tuttavia, il flusso non si è completamente interrotto e stando alle cifre dell’Unhcr fino ad oggi più di 13.120 migranti sono entrati nello stato ellenico.

Migliaia di migranti provano a percorrere la cosiddetta «rotta balcanica» per raggiungere familiari o amici in Italia, Germania, Inghilterra e da lì richiedere asilo politico. Le vie legali per arrivare in Europa occidentale stanno diventando sempre più tortuose; l’illegalità, e tutto ciò che ne consegue, diviene così una necessità.

Frankreich hat die Grenze nach Italien 2015 für Geflüchtete geschlossen. Im Küstenort Ventimiglia warten seither die Ausgesperrten.

Gewiss, am Straßenrand stehen zwei Beamte der französischen Bereitschaftspolizei CRS, sie winken ausnahmslos jeden aus dem italienischen Ventimiglia kommenden Wagen rechts ran. Der eine, mit Rayban-Sonnenbrille und Schnellfeuergewehr ausstaffiert, gibt das Handzeichen zum Halt, der andere, ein Hüne mit Glatzkopf und Vollbart, verlangt mürrisch, den Kofferraum zu öffnen.

Doch niemand hier will Ausweise sehen, niemand nimmt Computerabgleiche der Personen­daten vor, mit einem Blick auf die im Kofferraum verstauten Einkaufstüten, Koffer oder Badesachen ist es getan. Nach 30 Sekunden ist die oberflächliche Prüfung erledigt, kann die Fahrt ins Städtchen Menton auf der französischen Seite der Grenze weitergehen. Im eigentlich grenzenlosen Schengenraum ist zwar selbst ein solcher Kurz-Check nicht vorgesehen, doch für die Pendler, Ausflügler, Feriengäste ist die Grenze völlig durchlässig.

The policies, the profiteers and the people shaped by EU’s border externalisation programme

The EU has made migration control a central goal of its foreign relations, rapidly expanding border externalisation measures that require neighbouring countries to act as Europe’s border guards. This report examines 35 countries, prioritised by the EU, and finds authoritarian regimes emboldened to repress civil society, vulnerable refugees forced to turn to more dangerous and deadly routes, and European arms and security firms booming off the surge in funding for border security systems and technologies.

Executive Summary

The plight of the world’s 66 million forcibly displaced persons seems to only trouble the European Union’s conscience when the media spotlight turns on a tragedy at Europe’s borders. Only one European nation – Germany – is even in the top ten countries worldwide that receive refugees leaving the vast majority of forcibly displaced persons hosted by some of the world’s poorest nations. The invisibility therefore is only broken when border communities such as Calais, Lampedusa, Lesvos become featured in the news as desperate people fleeing violence end up dead, detained or trapped.

These tragedies aren’t just unfortunate results of war or conflict elsewhere, they are also the direct result of Europe’s policies on migration since the Schengen agreement in 1985. This approach has focused on fortifying borders, developing ever more sophisticated surveillance and tracking of people, and increasing deportations while providing ever fewer legal options for residency despite ever greater need. This has led many forcibly displaced persons unable to enter Europe legally and forced into ever more dangerous routes to escape violence and conflict. Weiterlesen »

March 2017 was coming to a close when Italian Interior Minister Marco Minniti gathered a number of local leaders from Fezzan, in the southwestern region of Libya, to negotiate a peace agreement in Rome. His goal was to end hostilities between the Toubou, Tuareg, and Awlad Suleiman tribes, and to regain control over the border with Niger, the main entry point for migrants. One year later the invisible line dividing the two countries is still the focus of European attention, but the agreement seems bound to fail and Niger has stopped evacuating migrants from Libya. Zusammenstöße zwischen Demonstrant*innen (No Tav, Soziale zentren und Migrant*innen) und Polizei im französisch-italienischen Grenzgebiet, nachdem Angehörige der identitären Bewegung dort gestern versucht haben, den Übergang für Migrant*innen symbolisch zu blockieren. „Unsere Täler gehören uns und wir können nicht zulassen, dass sich Faschisten hier wenige Tage vor dem 25. April frei bewegen“, heißt es in einer Stellungsnahme der Demonstrant*innen.

Un gruppo di No Tav, centri sociali e migranti hanno superato la frontiera, sfondando più volte i cordoni della Gendarmerie e bloccato la statale alle porte di Monginevro, mentre gli estremisti di destra, che ieri con un blitz hanno messo reti anti-profughi, hanno lasciato Nevache. Gli agenti in difficoltà hanno provato a fermare alcuni antagonisti che sono stati «liberati» dagli altri manifestanti, almeno 120 persone partite da Claviere.

Charities accuse border officials of trying to pass minors off as adults to return them to Italy

Seven Italian charities have accused French border police of falsifying the birth dates of migrant children travelling alone in an attempt to pass them off as adults and send them back to Italy.

In an appeal to the European commission and Italy’s interior ministry, the charities highlighted evidence of two cases in which birth dates appeared to have been modified on “refusal of entry” documents.

One of the alleged incidents happened in March when charity staff were monitoring the situation around the Italian border town of Ventimiglia.

Bei einem Protestmarsch an der israelischen Grenze, zu dem die Hamas und andere Gruppen aufgerufen haben, sind am vergangenen Freitag von der israelischen Armee 15 Menschen erschossen und mehr als tausend verletzt worden. Nach Darstellung der israelischen Regierung wollte die Hamas eine gewalttätige Auseinandersetzung provozieren, getötet worden seien mindestens 10 „Terroristen“, die den Grenzzaun durchbrechen wollten. Von anderer Seite wird von einem weitgehend friedlichen Protest gesprochen, die israelische Armee habe auf Unbewaffnete geschossen. Die Vereinten Nationen verlangen eine unabhängige Untersuchung, die aber Israels Regierung ablehnt.

La Francia non cambia atteggiamento sulla vicenda di Bardonecchia: „Non c’è stata nessuna violazione della sovranità italiana, solo un stretta applicazione dell’accordo del 1990 che consente di effettuare da una parte e dell’altra delle frontiera dei controlli“: lo ha ribadito  il gabinetto del ministro dell’Azione e dei Conti pubblici, Gerald Darmanin. Un parere che era già stato espresso sabato ma che non aveva soddisfatto la Farnesina che ha deciso di sospendere la possibilità per gli agenti francesi di intervenire sul suolo italiano. In settimana, si è appreso, il direttore generale delle Dogane francesi, Rodolphe Gintz, sarà in Italia per incontrare il suo omologo italiano e „ripristinare l’accordo, ora sospeso“.

Secondo il gabinetto del ministro Darmanin, anche lui atteso a Roma (la data non è stata ancora stabilita), gli „sconfinamenti per controlli“, previsti dall’accordo del 1990 sia da parte francese sia da parte italiana, sono „frequenti“. Ne avvengono „in media uno o due al mese, compresi quelli nei locali in questione“, cioè la stazione di Bardonecchia. Inoltre, precisano le fonti, „in questo caso non si trattava di un controllo migratorio ma di una ricerca di stupefacenti“.

Zwei französische Polizisten haben die italienische Grenze übertreten und einen Mann auf Drogen testen lassen. Der Zwischenfall löste eine Diskussion um Territorialfragen aus.

Ein Zwischenfall an der italienisch-französischen Grenze sorgt für diplomatische Verstimmungen zwischen den beiden EU-Ländern. Frankreichs Botschafter sei einbestellt worden, um zu erklären, warum französische Grenzpolizisten in eine Ambulanz für Migranten auf italienischem Gebiet eingedrungen seien, hieß es am Samstag aus dem Außenministerium in Rom.

Die Einrichtung im Grenzbahnhof Bardonecchia wird von der Hilfsorganisation „Rainbow for Africa“ betrieben. Sie unterstützt damit Migranten, die sich über die Alpen auf den Weg nach Frankreich machen.
