Morocco relocates sub-Saharan migrants

Relocation of some 300 illegal immigrants from border crossing with Spain’s Melilla to Rabat stirs humanitarian ‚crisis‘ warning.

Under pressure from Spain

Rabat’s policy of relocating sub-Saharan migrants, apparently under pressure from Spain to stem a surge in illegal border crossings, is creating a potential humanitarian crisis, according to NGOs.

Within 48 hours of two massive attempts to storm the border fence into Spain’s North African enclave of Melilla, six buses arrived early Saturday at the main coach station in Rabat, carrying about 300 illegal immigrants.

Immer wieder überwinden Flüchtlinge den Grenzzaun in Melilla. Häufig werden sie sofort abgeschoben, inzwischen sogar von marokkanischen Paramilitärs.

MADRID taz | „Es ist das erste Mal seit 550 Jahren, dass marokkanische, bewaffnete Soldaten auf dem Gebiet von Melilla agieren. Ein Dank an die Regierung“, lautete eine Twitter-Botschaft der Flüchtlings- und Kinderhilfsorganisation Prodein aus Melilla, die allgemeine Verwunderung auslöste.

Fotos und Video unbedingt sehenswert! – Zum ersten Mal in der Geschichte Melillas ist marokkanisches Militär nach Mellilla eingedrungen, hat 50 Flüchtlinge auf spanischer Seite festgenommen, auf die marokkanische Seite abgeführt, dort zusammengeschlagen und abtransportiert. Spanische Guardia Civil war anwesend und hat die Flüchtlinge, die oben auf dem EU-Zaun saßen mit Tränengas angegriffen. Manche Flüchtlinge haben Stunden auf meterhohen Masten und Laternen des EU-Zauns verbracht. Spanische Flüchtlingsaktivisten charakterisieren das bilaterale Vorgehen als Nazimethode des spanischen Staats.

„[…] Spanish authorities have long denied that its border forces are carrying out summary returns, but recent statements from Madrid suggest it now wants to legalize this practice through an explicit agreement with Morocco within the framework of its bilateral readmission agreement. The agreement, signed in 1992 but operational only since 2012, provides for minimal formalities to facilitate the return of third-country nationals. Undermining the already weak human rights safeguards in the agreement would be a step in the wrong direction, Human Rights Watch said.

The EP’s Directorate-General for External Policies just released an Analysis, “Mediterranean flows into Europe: Migration and the EU’s foreign policy,” in which it reviews the EU’s external policies and instruments relating to migration in the Mediterranean, including the Mediterranean Task Force established after 3 October 2013 tragedy at Lampedusa in which over 350 people died.The Analysis describes the serious shortcomings of the security-driven approach that has been taken by the EU.
