Poverty and deadly wars are the major drivers of displacement

The UN Refugee Agency has announced the new figures for the world’s displaced: 65.9 million. That means that 65.9 million human beings live as refugees, asylum seekers or as internally displaced people. If the refugees formed a country, it would be the 21st largest state in the world, just after Thailand (68.2 million) and just ahead of the United Kingdom (65.5 million). But unlike these other states, refugees have few political rights and no real representation in the institutions of the world.

The head of the UN Refugee Agency, Filippo Grandi, recently said that most of the displacement comes as a result of war. „The world seems to have become unable to make peace,“ Grandi said. „So you see old conflicts that continue to linger, and new conflicts erupting, and both produce displacement. Forced displacement is a symbol of wars that never end.“

Seven children are among at least 35 people feared dead after their rubber boat sank in the sea.

At least 35 refugees, including seven children, were feared drowned after their inflatable boat sank on Saturday off the Libyan coast.

Eighty-five refugees, including 18 women, were rescued after clinging to the boat with the help of fishermen who alerted the Libyan coastguard, said Issa al-Zarrouk, a coastguard official in Garabulli, 60 kilometres east of Tripoli.

Navy spokesman Ayoub Kacem said the boat sank six nautical miles northwest of Garabulli, and 10 fishing boats took part in the rescue.

The continent’s ‘out of sight, out of mind’ attitude represents not only a failure of humanity, but of policy

One in 40. This is the dreadful death rate facing refugees attempting the perilous crossing from Libya to Italy in overloaded rubber dinghies. It has trebled since late 2015, when European search and rescue efforts in the central Mediterranean were much more concerted and coordinated. It’s the shameful product of Europe’s pitiful response to the growing refugee crisis.

Angela Merkel declared: “Wir schaffen das” – “we can do this” – when she flung open Germany’s doors to refugees from Syria, Afghanistan and Iraq for six months in 2015. But she failed to take German public opinion with her and her words quickly turned hollow. Other European nations, including Britain, chose to free-ride on Germany’s generosity rather than follow its example. Led by Germany, Europe’s approach to refugees in the last two years has evolved from Merkel’s misplaced optimism in “we can do this” to a shameful “out of sight, out of mind”.

En avril dernier, 53 harraga algériens, dont une vingtaine de Kabylie, ont tenté de rejoindre les côtes italiennes à partir de la Libye. Ces derniers ont été emprisonnés, ont évité de justesse la mort à plusieurs reprises et ont même été vendus aux marchands d’organes. Un rescapé originaire de Tizi Ouzou a accepté de nous livrer son témoignage. Récit d’un voyage vers la mort.

«J’ai vécu un cauchemar en Libye. Avec d’autres harraga algériens, nous avons été emprisonnés dans des conditions inhumaines par les garde-côtes libyens et on a failli être tués à plusieurs reprises par leurs balles. Franchement, je ne souhaite à personne de vivre ce que j’ai vécu. C’était l’enfer», témoigne Mokhtar, un trentenaire, originaire de Tizi Ouzou, qui a tenté de rejoindre en mai dernier les côtes italiennes à partir de la Libye. Pour ce jeune que nous avons rencontré à la ville de Tizi Ouzou, «s’exiler était une évidence». Il nous raconte qu’il ne voyait pas d’autres solutions devant lui hormis celle de quitter l’Algérie. «J’ai choisi l’exil non pour l’argent mais pour mieux vivre. Ceux qui veulent s’enrichir n’ont qu’à rester en Algérie.

Moi, j’aspire à vivre en démocratie, dans un pays où on me respecte et où je peux respirer l’air libre. J’ai l’impression de vivre en prison ici», argumente-t-il. En avril dernier, une vingtaine de jeunes originaires de Tizi Ouzou ont décidé d’atteindre les côtes italiennes en passant par la Libye. Ces derniers ont peut-être choisi l’un des chemins les plus dangereux. La Libye est non seulement un pays en guerre mais vit encore sous la menace permanente du terrorisme.
