„Libya’s security risks, that we highlighted could threaten the oil and gas industry’s recovery in 2012, have played out. Production has fallen rapidly in Q313 on the back of resurgence in domestic tensions, which could be exacerbated by growing unrest in the wider North African region. Oil and gas production forecasts have been downwardly revised as a result of these developments, particularly for the short term. The deficit of greenfield investment, owing to political unrest, will spill over into the long term in the form of slower production growth, as Libya underperforms its raw hydrocarbon potential.

Foreign ministers from countries across the Sahel and Maghreb gathered in Rabat on Thursday to look for ways to boost border security and confront Islamist linked-violence plaguing the vast desert region.
Senior officials from the United States, Britain and France are also due to attend the conference, which Morocco’s Communication Minister Mustafa Khalfi said aimed to „reinvigorate“ regional cooperation, giving special attention to developments in Mali and Libya.

Overcrowded centers with no sanitation, scabies in Al-Hambra
(ANSAmed) – Libya is holding thousands of migrants in deplorable conditions without adequate sanitation, the International Committee of the Red Cross (ICRC) reported Tuesday. The temporary closure of many holding centers in the southern part of the country have led to severe overcrowding in western Libya’s Al-Hamra detention center, which has become a hub for migrants arriving from Mali, Niger, Eritrea and Somalia.
Scabies have broken out there due to poor hygienic conditions and overcrowding, the ICRC reported.
Libya’s Berbers protests cut oil output
Protests are already having an impact on an energy sector attempting to rebuild after the uprising.

Libya’s Berber minority will boycott a committee to draft a new national constitution, the election commission said, in a move that complicate attempts to end oil and gas protests which have dented output.
Members of the Berber, or Amazigh, minority have halted gas exports to Italy and also stopped part of Libyan oil exports by occupying the Mellitah port in western Libya to demand more rights for their long-oppressed people.

Marruecos detiene a 80 inmigrantes en redadas realizadas en Tánger y Castillejos en los dos últimos días
La policía marroquí ha detenido a ochenta inmigrantes, supuestamente de origen subsahariano en el norte de Marruecos durante los dos últimos días, cuando trataban de embarcar en dos pateras hacia España. Los inmigrantes fueron detenidos en varios puntos del litoral entre Tánger y Castillejos en posesión de dos lanchas neumáticas y medios de navegación, informó ayer la Wilaya (gobierno civil de Tánger). La misma fuente añadió que 22 de estos inmigrantes se entregaron voluntariamente a los servicios de seguridad.

Mit der Ausweisung der Ausländer will die Regierung die Arbeitslosigkeit unter den eigenen Bürgern bekämpfen, die heute bei 13 Prozent liegt, und die «Saudisierung» der Wirtschaft vorantreiben. Rund eine Million Ausländer sollen das Land bereits verlassen haben.

Libya Protesters Shut Down Another Oil Refinery

Scores of Libyan protesters on Wednesday shut down an oil refinery in the country’s east to demand jobs they claim were promised for 1,000 people, a state-owned oil company official said.
The closure is the latest disruption to hit the country’s troubled economy in recent months, after militias seized a series of oil and gas terminals, severely cutting production and sapping much-needed state revenue. The protesters blocked entrances to the offices of The Arabian Gulf Oil company, a branch of the state-owned National Oil Corporation, in the eastern port city of Tobruk, the official said. They also blocked a road intersection leading to the refinery and forced the administration to halt production of fuel and natural gas destined for local consumption, he added.
