UNITED NATIONS (Reuters) – Most armed groups involved in human smuggling and trafficking in Libya have links to the country’s official security institutions, sanctions experts said in a confidential report to a U.N. Security Council committee seen by Reuters on Wednesday.

People smugglers operating with impunity in Libya have sent hundreds of thousands of migrants to Europe, mainly Italy, by sea since 2014. Thousands have died during the voyages.

“Armed groups, which were party to larger political-military coalitions, have specialized in illegal smuggling activities, notably human smuggling and trafficking,” experts reported to the 15-member Security Council committee. They said most of these armed groups “were nominally affiliated to official security institutions.”

Bloccati alle frontiere, negli spazi aperti e negli edifici occupati delle città, nei ghetti delle aree rurali, senza accesso ai beni essenziali e alle cure mediche di base, spesso costretti a condizioni di vita durissime. Vivono così migliaia di richiedenti asilo e rifugiati, che pur essendo regolarmente presenti sul territorio italiano, si trovano al di fuori di un sistema di accoglienza ancora ampiamente inadeguato.

Lo denuncia la seconda edizione del nostro rapporto “Fuori campo”, frutto di un lavoro di monitoraggio compiuto nel 2016-2017 in circa 50 insediamenti informali, per un totale di 10.000 persone, in prevalenza richiedenti asilo o titolari di protezione internazionale o umanitaria.

Nach den Schüssen auf Afrikaner in Macerata wird die Zuwanderung zu einem heissen Wahlkampfthema. Die Wortführer der Rechten überbieten sich gegenseitig mit radikalen Rezepten.

Die Immigration war im italienischen Wahlkampf bisher eher ein Randthema. Nachdem die Regierung in Rom einen Pakt mit Tripolis geschlossen hatte und nur noch wenige Bootsflüchtlinge auf dem Mittelmeer gerettet und nach Italien gebracht worden waren, verlor das Problem vorübergehend an Dringlichkeit. Der Angriff eines Rechtsextremen auf afrikanische Migranten am Wochenende in den Marken hat nun aber doch noch eine Polemik über die Zuwanderung ausgelöst.

Als Erster meldete sich Matteo Salvini zu Wort, der Chef der rechtspopulistischen Lega. Die Invasion, welche die linken Regierungen in den letzten Jahren organisiert und finanziert hätten, habe zu sozialen Zusammenstössen führen müssen, stellte er fest. Wenn seine Partei an die Macht komme, werde er wieder Sicherheit nach Italien bringen.

The camp is run by bad people. They work with the police and the mafia,” says Adedayo. Adedayo, a 29-year-old Nigerian man, has been living in the Cara di Mineo camp in Sicily for more than a year.

The notorious camp, which houses 4,000 asylum seekers, has become a lawless place, which is believed to have been infiltrated by Italy’s various mafia organisations. Conditions are tough inside and, as a result, some people have run away. But Adedayo says he would never do that: he believes in following procedures and does not want to fall out of the system.

This paper argues for an improved humanitarian response to urban displacement crises by working directly with municipal authorities and through a resilience lens. It draws on the International Rescue Committee (IRC)’s collaboration with 100 Resilient Cities – Pioneered by The Rockefeller Foundation (100RC) and engagement with two municipal authorities, the Greater Amman Municipality (GAM) and the Kampala Capital City Authority (KCCA). The IRC first worked with Amman, a member of the 100RC network, to support their city resilience planning. While Kampala is not in the 100RC network, the IRC replicated its approach in Amman with KCCA to support their own plans and strategies and bring an urban resilience lens to displacement within Kampala. By discussing these relationships and the process behind them, this paper highlights how humanitarian-municipal partnerships can achieve the following benefits:

The number of refugees and asylum seekers living in food poverty has soared by 20 per cent in a year, as thousands are left destitute even after being granted protection in the UK, The Independent can reveal.

The Red Cross warns that a lack of government aid for asylum seekers and a sudden cut-off in support once they are granted refugee status is pushing a growing number of vulnerable people into destitution.
