Der Präsident der von der UN eingesetzten Regierung in Libyen dementiert, dass er die Entsendung italienischer Kriegsschiffe in libysche Gewässer angefordert habe. Vielmehr sei die Souveränität Libyens zu achten. Mehr Kriegsgerät sei willkommen, aber ein Eindringen in libysche Gewässer werde nicht geduldet.

Die europäischen Mächte verkündeten in den letzten Tagen Wunschpläne der Abschottung im Mittelmeer als kurzfristig realisierbar und nahmen offensichtlich Zuflucht zu Falschmeldungen. Die französische Regierung will vom Start ihrer Austeritätspolitik ablenken und wäre gern bei einer Eroberung Westlibyens dabei. Die italienische Regierung ist getroffen vom Rauswurf ihrer Rüstungskonzernanteile aus den französischen Waffenschmieden und fürchtet um ihre Vormachtstellung in ihrer ehemaligen Kolonie Libyen. Politiker der EU-Kommission fürchten dagegen um den Zugang der EU zu libyschem Öl und Gas und lassen verlauten, dass man das Mittelmeer nicht schliessen kann. Gut für die Boat-people.

Libia, già scritto il decreto per la missione navale. Ma Sarraj: mai chiesta

Il leader di Tripoli nega di aver dato l’ok all’invio di navi Fissato per martedì l’esame in Aula: sì di FI, dubbi di Mdp

ROMA La doccia fredda per l’Italia arriva in serata attraverso l’agenzia Nova, a poche ore dalla riunione del consiglio dei ministri a palazzo Chigi per il via libera al decreto per la missione militare fissata per oggi alle 12. Il dispaccio non sembra lasciare alcun margine: «Il premier del governo di accordo nazionale libico, Fayez al Sarraj, ha smentito di aver permesso l’ingresso di unità navali militari italiane “con soldati e aerei da combattimento” nelle acque territoriali libiche.

Al Sarraj ha diramato oggi una nota nella quale precisa che l’accordo con il governo italiano è di completamento al programma di sostegno alla Guardia costiera, tramite la fornitura di armi e l’addestramento per contrastare le reti criminali responsabili delle partenze illegali dei migranti dalle coste libiche». Poi la stoccata finale: il resto «sono illazioni che servono per mettere in cattiva luce gli accordi raggiunti dal governo libico, in quanto Sarraj non consentirà la violazione della sovranità nazionale libica». Due giorni dopo l’incontro a Roma e l’annuncio del premier Paolo Gentiloni, si apre dunque un vero e proprio giallo sulla possibilità di pattugliare le acque libiche vista la clamorosa retromarcia. Perché era stato proprio Serraj, il 23 luglio scorso, a inviare una lettera a palazzo Chigi in cui chiedeva un intervento militare e ieri lo stesso Gentiloni ha sottolineato la necessità di sfruttare l’occasione che «può essere un punto di svolta nella gestione della situazione».

Tanto che, mentre la Difesa preparava il decreto per la missione d’accordo con Viminale e Farnesina per approvarlo questa mattina, si era deciso di depositare la missiva in Parlamento consentendo la fissazione del dibattito per martedì prossimo. Appare evidente che il premier libico abbia subito “pressioni” interne, anche tenendo conto che la stessa agenzia di stampa evidenzia come Serraj «non si rivolge al governo italiano ma alle parti libiche, sue alleate, che lo hanno accusato di aver svenduto la sovranità del Paese». A questo punto palazzo Chigi dovrà decidere che cosa fare, visto che per martedì era già stata fissato il dibattito in Parlamento. Un sí convinto era arrivato da Forza Italia con una nota di Silvio Berlusconi nella quale l’ex Cavaliere ha dichiarato: «L’accordo con le autorità libiche era e resta quindi l’unica soluzione per fermare, almeno nell’immediato, le partenze, disponendo lungo le coste un numero adeguato di mezzi e uomini per contrastare all’origine l’attività criminale dei trafficanti di esseri umani. Se dopo sei anni i governi della sinistra hanno finalmente capito che questa è la strada giusta da seguire, siamo i primi a compiacercene.

Quando il presidente Gentiloni andrà alle Camere per riferire i dettagli della collaborazione con la Libia verificheremo senza pregiudizi se sarà concreto, fattibile e in linea con la politica rigorosa seguita da sempre dai governi di centrodestra. Forza Italia è sempre dalla parte degli italiani, a prescindere da quale partito sia pro-tempore al governo». Una posizione non condivisa dai parlamentari fuoriusciti dal Pd che hanno creato il nuovo gruppo Mdp con Arturo Scotto che avverte: «Se l’Italia decidesse di procedere a una sorta di blocco navale senza chiarire le regole di ingaggio e i tempi di questa missione, il voto di Mdp non sarebbe scontato. Ascolteremo Gentiloni con attenzione ed esprimeremo le nostre preoccupazioni su uno scenario ancora molto incerto e articolato».

Serraj denies inviting Italian warships into Libyan waters

Presidency Council (PC) head Faiez Serraj has denied that he has invited Italian warships to enter Libyan territorial waters in pursuit of people-traffickers.

Serraj saw Italian premier Paolo Gentiloni on his way back from his Paris talks with armed forces commander-in-chef Khalifa Hafter hosted by French president Emmanuel Macron. After their meeting Gentiloni was reported as saying that Serraj had authorised Italian naval vessels to sail into Libyan waters.

Today Serraj put out a statement saying he had done no such thing. What had been agreed in Rome was for the Italians to continue with their training and equipping of the Libyan Coastguard so that this force could save the lives of migrants and confront the criminal organisations behind illegal immigration and smuggling. They had also agreed to help Libya secure its land borders.

Criticising the published reports, Serraj said that Libyan sovereignty was a red line that could not be crossed. He said that Libyan territory would be defended. He had not invited Libyan naval forces to enter Libyan territory, he said, nor had he invited the presence of fighter planes and other Italian aircraft.

Crise libyenne : Fayez al-Sarraj samedi à Alger

Le président du Conseil présidentielle libyen, Fayez al-Sarraj, est attendu samedi à Alger pour une visite d’une journée.

Durant son séjour dans la capitale algérienne, M. al-Sarraj s’entretiendra avec le Premier ministre Abdelmadjid Tebboune et le ministre des Affaires étrangères Abdelkader Messahel.

Des sources proches du dossier ont confié ce matin à El Watan que le chef du Conseil présidentiel libyen fera le point avec les deux responsables algériens sur les derniers développements politiques et sécuritaires survenus en Libye et ainsi que sur sa rencontre, mardi à Paris, avec le maréchal Khalifa Haftar. Fayez al-Sarraj ralliera Alger à partir de Rome qui reste également très impliquée dans le règlement de la crise libyenne.

Fayaz Sirraj denies; Italians confirm: Italy to intervene in Libyan waters

Head of UN-installed Presidential Council Fayaz Sirraj has denied media reports of his request to the Italian government to send navy vessels to the Libyan waters to combat illegal immigration.

In a statement on Thursday, Sirraj said the reports are baseless and aimed at undermining the outcome of Paris meeting.

“We agreed with the Italian government to continue its support to the Libyan Navy through training and supply of military equipment that enable us to conduct rescue operation of migrants and combat human traffickers, in addition to supplying us with electronic monitoring equipment to our southern borders”, he explained, adding that “the sovereignty of Libya is a redline”.

According to Italian media outlets, Sirraj told the Italian Prime Minister, Paolo Gentiloni, during their talks in Rome on Wednesday that Libya wants Italian ships to operate in the Libyan waters to help combat human traffickers.

Meanwhile, the chairman of the Italian Parliament’s Foreign Relations Committee, Fabrizio Chiquito, confirmed on Thursday that Fayaz Sirraj had requested an Italian intervention in the Libyan waters. According to the Italian news agency AKI, Chiquito said Sirraj’s request will be accepted by the Italian Parliament as soon as it is referred by the government.

Italian Prime Minister Paolo Gentiloni said his government will forward the Libyan request of naval mission to the Italian Parliament next Tuesday.

Italy’s Corriere della Sera reported on Thursday that Italy is considering deploying a large vessel and at least five smaller ships to patrol Libyan waters. It said Aeroplanes, helicopters and drones would also be used in the operation which could be staffed by between 500 and 1,000 military personnel.
