Griechische, US-amerikanische und wohl auch italienische Kriegsschiffe beobachten aus der Nähe ein Boot mit 408 syrischen Flüchtlingen vor Kreta. Unter ihnen sind 100 Frauen und Kinder. – Wie die spanische Nachrichtenagentur EFE berichtet (s.u.), haben italienische Behörden die griechische Küstenwache in den heutigen frühen Morgenstunden davon unterrichtet, dass 400 Bootsflüchtlinge vor der griechischen Insel Citera bei Kreta in Seenot geraten sind und SOS-Rufe ausgelöst haben. Inzwischen heisst es, dass Rettungsoperationen anlaufen. Das Flüchtlingsboot droht zu sinken.

A database on migrants who died on their way to Europe since 2000
The Migrants‘ Files project was launched in August 2013 by a group of European journalists who joined forces to accurately calculate and report the deaths of emigrants seeking refuge in Europe. This pan-European consortium of journalists is partially funded by the European non-profit organization Journalismfund.eu.
„[…] Spanish authorities have long denied that its border forces are carrying out summary returns, but recent statements from Madrid suggest it now wants to legalize this practice through an explicit agreement with Morocco within the framework of its bilateral readmission agreement. The agreement, signed in 1992 but operational only since 2012, provides for minimal formalities to facilitate the return of third-country nationals. Undermining the already weak human rights safeguards in the agreement would be a step in the wrong direction, Human Rights Watch said.

Analysis by European Parliament DG for External Policies
The EP’s Directorate-General for External Policies just released an Analysis, “Mediterranean flows into Europe: Migration and the EU’s foreign policy,” in which it reviews the EU’s external policies and instruments relating to migration in the Mediterranean, including the Mediterranean Task Force established after 3 October 2013 tragedy at Lampedusa in which over 350 people died.The Analysis describes the serious shortcomings of the security-driven approach that has been taken by the EU.

4.2. Joint return operations coordinated by FRONTEX
As part of operational cooperation measures between Member States, States increasingly used joint flights for removal. In this context, the FRONTEX agency played an important role as a vehicle for promoting joint return operations. Between 2006 and December 2013, FRONTEX coordinated 209 Joint Return Operations (JROs) returning 10 855 people. 11 Since 2007, FRONTEX has provided standardised training for return officers focusing on safeguarding returnees’ fundamental rights and dignity during forced return operations.12 Since Article 8(6) of the Return Directive on forced return monitoring became binding in 2010, half of all JROs have been the subject of monitoring by independent monitors who were physically present from the start of the operation until arrival at the airport of destination. To date, these monitors have not reported any violation of returnees’ fundamental rights.
