Situation of human rights in Libya continues to deteriorate: UN Libya Experts Panel report

In the section on violations of human rights and international humanitarian law, the UN Libya Experts Forum report said that ‘‘The situation of human rights in Libya continues to deteriorate, highlighted by the UN High Commissioner for Human Rights at the end of his visit to Libya on 12 October 2017.

In the absence of a functioning security and justice sector, policing and detention tasks are delegated to state-affiliated armed groups. An increasing number of armed groups subscribing to the Salafi-Madkhali ideology are in charge of the security sector in Libya. They are also taking control of social and religious institutions.

Diversion of state funds and financing of armed groups: UN Libya Experts Panel report

On the topic of the diversion of state funds and financing of armed groups, the 157-page UN Libya Experts Panel report said that ‘‘The launching of operations Dignity and Dawn, respectively in May and July 2014, not only constituted a significant deterioration in the political and security situation in Libya, but also dramatically accelerated the depletion of Libya’s wealth.

The absence of effective control mechanisms, complicity of members of the political establishment and empowerment of armed groups have led to unprecedented levels of diversion. While at first motivated by a will to finance political and military operations, members of those networks have since developed networks of private interests across the board. For instance, letters of credit, debit cards, fuel smuggling, trafficking of subsidized products and extra-budgetary expenses have all been channels of diversion used by armed groups (and their sponsors) to finance themselves through one source: diversion of Libya state funds.

Most Libyan militias involved in illegal migration activities are nominally affiliated to official state security institutions, the UN Libya Experts Panel report states in its section on human trafficking and financing of armed groups.

‘‘Armed groups, which were party to larger political-military coalitions, have specialized in illegal smuggling activities, notably human smuggling and trafficking. The drastic rise in the numbers of migrants starting in 2014 indicates that illegal migration in Libya is not the preserve of isolated armed groups but of much larger coalitions. Most armed groups involved in these illegal activities were nominally affiliated to official security institutions. In 2014, the number of migrants that took the central Mediterranean route (great majority through Libya) was 170,664, compared to 45,298 and 15,151, respectively in 2013 and 2012.

Etwas mehr als 4.100 Asylsuchende sind im vergangenen Jahr aus den Maghreb-Staaten nach Deutschland gekommen. Ihr Anteil an allen Schutzsuchenden liegt damit bei 2,2 Prozent.

Asylbewerber aus den Maghreb-Staaten machen nur einen Bruchteil der in Deutschland ankommenden Schutzsuchenden aus. Nur 2,2 Prozent der 2017 registrierten 186.600 Asylsuchenden kamen aus Tunesien, Marokko und Algerien, wie aus einer Antwort des Bundesinnenministeriums auf eine Anfrage der Linken-Abgeordneten Ulla Jelpke hervorgeht, die dem MiGAZIN vorliegt. Union und SPD haben vereinbart, diese Länder als sichere Herkunftsstaaten einzustufen.

(afp) Die libysche Marine hat vor der Küste des nordafrikanischen Landes mehr als 250 Flüchtlinge gerettet. Wie ein Sprecher am Samstag mitteilte, wurden westlich der Hauptstadt Tripolis 140 Menschen an Bord genommen. Bei einer zweiten Aktion östlich von Tripolis seien 112 Menschen aus einem Schlauchboot gerettet worden, sagte ein weiterer Marine-Sprecher.

Libyen ist das Hauptdurchgangsland für Flüchtlinge aus afrikanischen Ländern, die über das Mittelmeer in die Europäische Union gelangen wollen. Vom Westen Libyens aus ist Italien nur etwa 300 Kilometer entfernt. Bei der gefährlichen Überfahrt in oftmals überfüllten und nicht seetauglichen Booten kommen jedes Jahr hunderte Flüchtlinge ums Leben. In diesem Jahr starben nach Angaben der Internationalen Organisation für Migration (IOM) bereits mindestens 337 Menschen.

Last month (12th-14th February 2018) members of the Committee on Civil Liberties, Justice and Home Affairs in the European Parliament were present in Bulgaria to collect objective first-hand information on the Bulgarian-Turkish land border. After the visit Marie-Christine Vergiat, the leader of the commmission mentioned the technique of the Bulgarian border guards who are calling the Turkish collegues to avoid an ‚official push-back‘, which would mean a violation against the Non-refoulement principle:

Moreover, last week the European Parliament adopted a report on human rights in Turkey, and this police cooperation was puzzling us, especially since both sides were telling us that when they saw large groups of people on the Turkish side of the border, that the Bulgarian border guards called on the Turkish border guards. So this avoids the push-back. I keep asking myself, maybe among them there are also Turkish citizens. And they are sent back to the Turkish authorities.

Negli anni trenta mio padre ha perso due zii in una battaglia contro i fascisti ad Al Jawsh, un paesino nella Libia occidentale a ventisette chilometri circa da Shakshuk, la città d’origine di mio padre e della nostra tribù. Quel giorno per i tre fratelli era cominciato proprio come nella canzone Bella ciao: “Una mattina mi son svegliato e ho trovato l’invasor”. Mio nonno è stato l’unico a sopravvivere. Si chiamava Khalifa.

Non ho conosciuto mio nonno, tutto quello che so di lui viene dai racconti che me ne faceva mio padre quand’ero bambino. Quelle storie sono una delle poche cose che condividevamo. Io preferivo i racconti di mia madre, non solo perché mi è più vicina ma anche perché mi descriveva le persone e il loro modo di vestire, di camminare e di parlare, e poi i luoghi e gli odori, i colori e le sensazioni che lei provava.

Im griechisch-türkischen Grenzgebiet sind zwei deutsche Journalisten festgenommen worden. Die beiden Reporter waren laut Polizei in einem Sperrgebiet unterwegs.

Zwei deutsche Journalisten sind im Nordosten Griechenlands nahe der türkischen Grenze festgenommen worden. Es handle sich um einen 31-Jährigen und seine 33 Jahre alte Kollegin, bestätigte die deutsche Botschaft in Athen. Demnach kümmert sich ein Anwalt um die beiden Festgenommenen. Für heute ist in Griechenland ein Verfahren angesetzt, mit dem überprüft werden soll, ob die beiden deutschen Journalisten wieder freigelassen werden können. Die Wahrscheinlichkeit, dass sie wieder freikommen, gilt als relativ hoch.

Die Polizei teilte mit, die beiden Reporter seien wegen Betretens einer Sperrzone in Gewahrsam. Sie sollen heute von der Staatsanwaltschaft vernommen werden. Demnach haben die beiden Journalisten angegeben, im Auftrag der ARD eine Geschichte über aus Deutschland heimkehrende Flüchtlinge drehen zu wollen. Sie seien ohne Drehgenehmigung unterwegs gewesen.

Depuis 2014, l’armée française utilise des drones Reaper pour assurer des missions de renseignement et de surveillance. Sur la base aérienne de Niamey, au Niger, ces appareils ont «révolutionné les opérations» contre les jihadistes.

Sous la bâche rouge du hangar, ils occupent toute la place, avec leur envergure de 20 mètres. Plutôt près du sol – même si la pointe arrière atteint la barre des 4 mètres de haut – et très allongés, les drones Reaper de l’armée de l’air française ressemblent presque à des planeurs, si ce n’est l’hélice arrière qui les propulse. Deux ici, et trois autres un peu plus loin, sous de drôles de constructions fongiformes : ils sont là, sur la base de Niamey au Niger, au centre de ce que l’armée appelle «la bande sahélo-saharienne». Soit le théâtre de l’opération «Barkhane», le plus important déploiement actuel de l’armée française, avec près de 4 000 militaires pour un territoire grand comme cinq fois la France, afin de lutter contre les groupes jihadistes.
