A sharp increase in migrant arrivals on the shores of the Aegean islands is being read as a reaction by Turkish President Recep Tayyip Erdogan to reports of certain European Union member-states refusing to foot the bill of an EU-Turkey migration deal, Kathimerini understands.

After several days of no arrivals on the eastern Aegean island of Chios, 177 migrants reached its shores on Wednesday.

An official at the Citizens’ Protection Ministry said the sudden influx appeared to be politically motivated. “What happened yesterday… clearly proves that the Turkish president controls the flows toward Greece and, by extension, to the European Union,” the official said.

Tensions have peaked in the Aegean in recent weeks with a spike in Turkish violations of Greek air space – there were 31 on Wednesday – and disputes at sea.

UN human rights experts* are urging the Government of France to do more to provide safe drinking water, sanitation services and emergency shelter for migrants and asylum-seekers in Calais, Grande-Synthe, Tatinghem, Dieppe and other areas along the northern French coast.

It is estimated that up to 900 migrants and asylum-seekers in Calais, 350 in Grande-Synthe, and an unidentified number at other sites elsewhere along the northern French coast are living without adequate emergency shelter and proper access to drinking water, toilets or washing facilities.

“Migrants and asylum-seekers along the northern French coast, including those not admitted to the sports centre in Grande-Synthe, are facing an inhumane situation, with some living in tents without toilets and washing themselves in polluted rivers or lakes,” said Léo Heller, the Special Rapporteur on the human rights to water and sanitation.

BARDONECCHIA, ITALY – The strengthening of migration controls at the internal frontiers of Europe is not a smooth affair. Far from only trying to gain control over migrant crossings, EU member states are reshaping border policies to project sovereign power and support state prerogatives, such as anti-terrorism. This work has included the implementation of bilateral agreements between national police forces, as well as measures aimed at intimidating solidarity networks that support migrants. The forced entry into a room of the Bardonecchia railway station, located a few kilometres inside Italy, and the diplomatic row that followed glaringly shows the political stakes that are behind inter-state border cooperation.

Un pêcheur marocain a découvert hier soir le cadavre d’un migrant, visiblement originaire d’Afrique subsaharienne, sur les côtes d’Al Hoceima, ont indiqué aujourd’hui à l’agence Efe des sources de sécurité.

L’homme était en train de pêcher près des côtes de la ville lorsqu’il a découvert dans ses filets de pêche le cadavre d’un individu.

Ce dernier a été transféré au port d’Al Hoceima, ont expliqué ces mêmes sources, ajoutant que des effectifs de la Gendarmerie royale, de la Marine royale et des autorités locales se sont rendues sur les lieux pour mener une enquête.

La Francia non cambia atteggiamento sulla vicenda di Bardonecchia: „Non c’è stata nessuna violazione della sovranità italiana, solo un stretta applicazione dell’accordo del 1990 che consente di effettuare da una parte e dell’altra delle frontiera dei controlli“: lo ha ribadito  il gabinetto del ministro dell’Azione e dei Conti pubblici, Gerald Darmanin. Un parere che era già stato espresso sabato ma che non aveva soddisfatto la Farnesina che ha deciso di sospendere la possibilità per gli agenti francesi di intervenire sul suolo italiano. In settimana, si è appreso, il direttore generale delle Dogane francesi, Rodolphe Gintz, sarà in Italia per incontrare il suo omologo italiano e „ripristinare l’accordo, ora sospeso“.

Secondo il gabinetto del ministro Darmanin, anche lui atteso a Roma (la data non è stata ancora stabilita), gli „sconfinamenti per controlli“, previsti dall’accordo del 1990 sia da parte francese sia da parte italiana, sono „frequenti“. Ne avvengono „in media uno o due al mese, compresi quelli nei locali in questione“, cioè la stazione di Bardonecchia. Inoltre, precisano le fonti, „in questo caso non si trattava di un controllo migratorio ma di una ricerca di stupefacenti“.

Nach der Beschlagnahmung des spanischen NGO-Schiffs von Pro Activa Open Arms durch italienische Behörden letzte Woche war die von SOS MEDITERRANEE und Ärzte ohne Grenzen betriebene Aquarius zwischenzeitlich das einzige zivile Rettungsschiff im Mittelmeer. Die Bedingungen, unter denen die Rettungseinsätze im Mittelmeer derzeit stattfinden, werden jedoch immer komplizierter. Rettungsorganisationen sind zunehmend gezwungen, über die Evakuierung von Menschen in Seenot in einer angespannten Sicherheitslage und von Fall zu Fall zu verhandeln. Immer weniger Rettungsschiffe sind im Einsatz und gleichzeitig verzögern sich die Rettungen, wodurch Menschenleben in Gefahr gebracht werden.

90 Flüchtende von libyscher Küstenwache abgefangen

Nachdem die Aquarius am Gründonnerstag und Karfreitag in zwei Einsätzen bereits 253 Flüchtende aus Seenot gerettet und an Bord genommen hatte, durften am Ostersamstag in einem dritten Einsatz von insgesamt 129 Menschen nur 39 Personen – darunter schwangere Frauen, Kinder und Verletzte – auf die Aquarius gebracht werden. Die Rettung der restlichen 90 Menschen von dem heillos überbesetzten Schlauchboot beanspruchte die libysche Küstenwache für sich. Die Menschen wurden nach Libyen zurückgebracht, wo internationale Menschenrechtsstandards nachweislich nicht eingehalten werden.

Das deutsche „Auslandsarbeitsamt“ in Tunesien soll die Auswanderung nach Europa reduzieren. Dabei ist die Migration von dort eher gering.

TUNIS taz | Aymen Sassi ärgert sich. „Ich war dumm“, sagt der 28-Jährige. Den Sprung nach Deutschland hat er vergeigt. Doch Scheitern und Erfolg liegen nah beieinander. Einen Augenblick später ist er schon wieder froh: „Gott sei Dank habe ich eine neue Arbeit – alles gut.“ Sassi lernt Deutsch. Er hat das Niveau A2 erreicht – Grundkenntnisse. Mit New-York-City-Basecap, schwarzer Jacke, roten Socken und grünen Sportschuhen sitzt er im Deutsch-Tunesischen Zentrum in Tunis, einer Art deutschem Auslandsarbeitsamt in Nordafrika.

Eine ruhige Nebenstraße im Zen­trum der Hauptstadt. Am gegenüber liegenden Bordstein ist ein Auto vor einer Werkstatt aufgebockt, die Beine des Mechanikers schauen unter dem Motor hervor. Das Ladenlokal im Erdgeschoss hat Fliesenboden, drei helle Schreibtische stehen dort. Die Mitarbeiterinnen links und rechts finanziert die Gesellschaft für Internationale Zusammenarbeit (GIZ) der Bundesregierung. In der Mitte arbeitet eine vom tunesischen Staat bezahlte Kollegin.

Bei der Überfahrt von Marokko nach Spanien sind mehrere Flüchtlinge ertrunken.

Wie die spanischen Rettungskräfte mitteilten, wurden vier Leichen aus dem Meer vor Gibraltar geborgen. Ein Flüchtling konnte gerettet werden. Nach seinen Angaben befanden sich insgesamt zwölf Menschen auf dem Boot, mit dem sie über die Meer-Enge die spanische Küste erreichen wollten.

Nach Angaben der Internationalen Organisation für Migration sind in diesem Jahr bereits 120 Menschen bei dem Versuch ums Leben gekommen, über das Meer nach Spanien zu gelangen.

A Statement of Solidarity with the Survivors of the Agathonisi Shipwreck and their Relatives

On the 16th of March, two families tried to reach Europe through the Aegean Sea, one from Afghanistan, one from Iraq. They left Turkey and swiftly moved toward the Greek island of Agathonisi. But shortly before reaching it, they capsized. A relative of the Afghan family on Samos Island notified the authorities repeatedly, via phone and in person. At that point, many of the shipwrecked could have still been rescued. According to the survivors, they stayed afloat for several hours, waiting for help. But a Search and Rescue operation was launched only a day later, after local resident had discovered the first bodies, and they could recover merely more dead bodies. Three survivors, a woman from Afghanistan, and a man and a woman from Iraq, had been able to swim ashore and together with Afghan relative they denounced not only the delayed actions of Greek authorities, but also the inaction of an unidentified boat that was in sight of the shipwrecked people but did not come to their rescue.

Yesterday 31-03-2018 the SaR Aquarius of the NGO SOS Mediterranee was called by the MRCC Rome, for an urgent SaR activity in the central mediterranean. Later MRCC called again, and withdrawed the order, giving the SaR order to the so-called Libyan Coastguard. Arriving at the refugees in sea, Aquarius could save only 39 people. The Libyans took back 90 boat-people to Libya.

It seems that the Italian Navy intervened in the coordination of this SaR activity, with military orders to the MRCC in Rome. For the SaR activists, a clear message to the MRCC should be done: a SaR order to NGO ships cannot be withdrawned, promoting illegal Italo-Libyan push-back-actions.
