No fewer than 60,000 migrants have perished in desperate attempts to escape from the difficulties in their countries and have better lives in other countries, mostly in Europe and America.

UN Secretary-General, Antonio Guterres, said during a press briefing at the UN headquarters as the General Assembly set to agree on a new global compact on migration that migration is a positive global phenomenon.

Guterres highlighted the “immense potential” of harnessing the benefits of orderly migration and lower the risks facing millions on the move without documentation.

Die westlibysche sogenannte Küstenwache, seit Jahren von Italien und der EU finanziell, materiell und mit Ausbildung unterstützt, unterstand seit mindestens 2015 westlibyschen Warlords, die ein Doppelspiel trieben: Einerseits bewachten sie die italienischen ENI-Petroanlagen, und italienisches Geld floss in ihre Taschen; sie griffen Seenot-Rettungsschiffe an, ließen sogar auf sie schießen und sind für den Tod zahlreicher Boat-people auf See direkt verantwortlich; abgefangene Boat-people brachten sie zurück in ihre KZs. Andererseits organisierten sie einen Teil der Abfahrten der Boat-people und verdienten damit zusätzlich. Als der ehemalige italienische Innenminister Minniti ab Mitte 2017 ihren italienischen Sold drastisch erhöhen ließ, verwandelten sie sich faktisch in eine Miliz der Festung Europa: Sie ließen die Boat-people nach Möglichkeit nicht mehr abfahren und fingen aufs Meer Richtung Europa Geflohene systematisch ab. Nun setzte die UNO diese Warlords auf die schwarze Liste und belegte sie mit Sanktionen: Der Rat der EU musste sich diesen Sanktionen jetzt anschließen.

RFS condemns Serraj PC for institutionalising Rada militia with increased powers

The Faiez Serraj-led Presidency Council has dissolved the Special Deterrence Force ”Rada” and rebranded it with increased powers (Logo: SDF).

London, 16 May 2018:

Reporters Without Borders (RSF) has called for the immediate withdrawal of a decree by the Faiez Serraj-led and internationally recognized Presidency Council / Government of National Accord (PC/GNA) in Tripoli that would turn a militia, guilty of abuses against journalists, into an anti-crime unit with very broad surveillance powers.

In a statement released yesterday, RSF said that decree gives a blank cheque to the militia that prosecutes journalists. It added that Article 13 of Decree No. 555, issued on 7 May, dissolves “Al Radaa” (The Special Deterrence Force led by Salafist Abdelrauf Kara) – a militia responsible for kidnapping, detaining and torturing many journalists and ransacking Annabaa TV’s headquarters twice. UN human rights experts* are urging the Government of France to do more to provide safe drinking water, sanitation services and emergency shelter for migrants and asylum-seekers in Calais, Grande-Synthe, Tatinghem, Dieppe and other areas along the northern French coast.

It is estimated that up to 900 migrants and asylum-seekers in Calais, 350 in Grande-Synthe, and an unidentified number at other sites elsewhere along the northern French coast are living without adequate emergency shelter and proper access to drinking water, toilets or washing facilities.

“Migrants and asylum-seekers along the northern French coast, including those not admitted to the sports centre in Grande-Synthe, are facing an inhumane situation, with some living in tents without toilets and washing themselves in polluted rivers or lakes,” said Léo Heller, the Special Rapporteur on the human rights to water and sanitation.

Von der hiesigen Öffentlichkeit und den Medien eher wenig beachtet, bereiten die Vereinten Nationen (UN), unterstützt von zahlreichen Organisationen, derzeit zwei weltweite Verträge zum Umgang mit Flüchtlingen und Migranten vor. Sie sollen noch in diesem Jahr beschlossen werden.

Es wird sich nicht um im völkerrechtlichen Sinne verbindliche Abkommen handeln, sondern um sogenannte soft laws, also Absichtserklärungen, Leitlinien. Die UN-Gesandte der USA, Nikki Haley, machte allerdings bereits Ende 2017 deutlich, dass ihr Land sich an dem weiteren Prozess zum Global Compact nicht beteiligen werde:

Der globale Ansatz in der New York Erklärung ist nicht mit der Souveränität der USA zu vereinbaren.

The division between refugee and migrant remains a powerful legal tool. But in today’s world of hypermobility, compartmentalization of international aid along the same lines is illogical and wasteful. Worse, it threatens to exclude many people from much-needed aid because their experiences don’t match strict criteria.

That is not to dispense with the term “refugee.” In this era of record levels of displacement and shrinking protection space, refugee status is crucial for maintaining focus on a specific legal category of people: those who can demonstrate credible fear of persecution. Yet realities on the ground have shown that refugees have multiple identities, deploy various coping strategies and often defy tidy categories.

Die Hiebe der Peitsche sind deutlich zu hören. Immer wieder schlägt sie auf den Gefolterten ein. Sein Rücken ist von offenen Wunden übersät. Er fleht: „Bitte, bitte schickt das Geld!“ Es sind schockierende Videos, die vor einigen Wochen im Netz auftauchten. Darin zu sehen sind sudanesische Flüchtlinge, die in Libyen blutig geschlagen und mit brennender Flüssigkeit übergossen werden. Die Videos wurden an Angehörige geschickt, um von ihnen Lösegeld zu erpressen.

Rund 2500 Kilometer entfernt, in Frankreich, sitzt Abu B. und weint. In den Videos sehe man, wie zwei seiner Brüder schwer misshandelt würden, erzählt er Reportern des belgischen Fernsehens. „Sie wollen 10.000 Euro, damit sie freikommen“, sagt er und verstummt. Und Abu B. ist kein Einzelfall.
