In Italien leben in nur einem Drittel aller Gemeinden Flüchtlinge, in zum Teil prekärer Lage. Zwei Todesfälle schockieren die Öffentlichkeit, doch die Politik hat schon die nächste Wahl im Blick.

Die Haltung des Präsidenten der Region Ligurien ist unmissverständlich. Die Kommunen in seinem Regierungsbezirk, sagte Giovanni Toti, nähmen künftig keine Flüchtlinge mehr auf. Und damit steht der Politiker von Berlusconis Forza Italia nicht allein. In Italien wehren sich Kommunal- und Regionalpolitiker gegen die Absicht von Innenminister Marco Minniti, Flüchtlinge ab Frühjahr nach einem mathematischen Schlüssel über das ganze Land zu verteilen. Auf je 1000 Einwohner sollen 2,5 Migranten kommen.

Oltre 1600 persone soccorse nelle stesse ore in cui Europa e Libia firmano l’accordo per non far partire i barconi. Molti sono minori non accompagnati. Forti critiche dalle organizzazioni umanitarie.

Nelle ore in cui i vertici dei paesi europei siglano a Malta l’accordo con la Libia per fermare le partenze dei barconi dalle coste libiche, in Sicilia approdano più di 1600 migranti, cifre che di solito non si registrano nei mesi invernali. Anche se proprio la guardia costiera libica ha fatto sapere di aver intercettato 431 migranti africani che stavano tentando di raggiungere l’Europa. Lo ha comunicato un portavoce, generale Ayoub Qassem, spiegando chi i migranti, provenienti da diversi Paesi africani e tra cui c’erano molti bambini e donne, sono stati bloccati al largo di Sabrata, 70 chilometri a ovest di Tripoli.

Rashida Beji, una mujer de unos azulísimos ojos tristes y ataviada con un hiyab granate, cuenta una historia parecida: “No tengo noticias de mi hijo desde que se marchó a Italia, en 2011″. Estas mujeres, angustiadas pero aún esperanzadas, representan el rostro humano que eclipsan las estadísticas de la tragedia del Mediterráneo.

Die EU-Staatsschefs haben sich auf eine Strategie im Umgang mit der Flüchtlingskrise im Mittelmeer verständigt.

Die 28 EU-Staaten vereinbarten ein Zehn-Punkte-Programm zur Unterstützung des nordafrikanischen Transitlandes Libyens.

Kurzfristig aufgenommen wurde ein Verweis auf ein geschlossenes Flüchtlingsabkommen zwischen Libyen und Italien.

Die EU will alles dafür tun, dass in diesem Jahr nicht noch einmal Zehntausende Migranten über das Mittelmeer nach Europa kommen. Die Staats- und Regierungschefs einigten sich am Freitag auf Malta auf einen Zehn-Punkte-Plan, der ein Schließen der sogenannten zentralen Mittelmeerroute zum Ziel hat.

After meeting with NATO and EU officials in Brussels, Libyan Prime Minister Seraj flew to Rome on Thursday where he and his Italian counterpart Paolo Gentiloni signed a memorandum of understanding aimed at furthering cooperation between the two Mediterranean nations to try and halt the influx of migrants into Europe.

Malta’s human rights NGOs have called on the European Commission to refrain from taking action on the Maltese presidency’s plans for a €200 million migration plan that has proposed the suspension of the key humanitarian principle of non-refoulement. “Anything short of an absolute and clear non-engagement will inevitably result in complicity in flouting the Union’s values and making these Europe’s darkest day,” the NGOs said in a stark warning over the Maltese plan. Es war eine ungewöhnlich deutliche Warnung. Vor einer Woche sprach der maltesische Ministerpräsident Joseph Muscat vor Abgeordneten des EU-Parlaments in Straßburg. Der Sozialdemokrat aus Malta ist in diesen Tagen nicht irgendein Politiker. Sein Land hat derzeit den Vorsitz über die 28 EU-Staaten. Im Frühjahr, so erläuterte Muscat, werde die Zahl der Flüchtlinge nach Europa stark ansteigen. „Es muss schnell gehandelt werden“, drängte er. Die EU dürfte nicht wieder unvorbereitet sein. Sonst könnten die „Kernprinzipien“ der Union „ernsthaft auf die Probe gestellt werden“. Es ist Eile geboten.

Libya needs more EU money to stem migrant flow says Serraj

The EU needs to give Libya more money if it wants to stop the flow of migrants trying to reach Europe by crossing the Mediterranean, Presidency Council head Faiez Serraj said today. Serraj, on the second day of his visit to Brussels insisted EU needed to be more practical in the assistance it gives. But he said  Libya was fully behind efforts to prevent illegal migration and terrorist movements.

“We are not going to mention the amount of money that is dedicated to Libya for this help because they are very humble, very small amounts,” he added.

I won’t compare the outcry to that of the Panama Papers revelations. For Chris Cardona’s alleged visit to a brothel in Germany has conveniently shifted attention from Malta’s shocking proposals to stretch the EU’s borders down south, all the way to the Libyan shore.

La Commissione europea presenta l’ennesimo piano per arginare i flussi migratori diretti dalla Libia in Italia. Il documento s’intitola Migrazione nella rotta del Mediterraneo centrale, farà il suo esordio al summit di La Valletta previsto per il 3 febbraio e prevede la possibilità di costruire un “blocco navale” (“line of protection”) insieme alla Guardia costiera libica, addestrata dalle marine militari europee (Italia e Olanda in prima fila) per fermare i barconi già in acque libiche. “Improbabile che sia la strategia vincente in un contesto come quello libico”, spiega il ricercatore di ISPI Arturo Varvelli, esperto di Libia.
