Rom übergibt mehr Kontrolle an die libysche Küstenwache

Ostersamstag, der dritte Einsatztag in Folge. Bereits 253 Geflüchtete befinden sich an Bord der »Aquarius«, dem Rettungsschiff der Organisation »SOS Mediterranee«. Erneut meldet sich die italienische Seenotleitstelle und informiert die Crew, dass ein weiteres Schlauchboot zu kentern droht. Auch die libysche Küstenwache sei auf dem Weg, sie koordiniere die »Rettung«. Als die »Aquarius« eintrifft, ist von den Libyern nichts zu sehen, dafür zählt man in dem Schlauchboot 129 Geflüchtete, darunter Schwangere, Kinder und ein Baby. Die Crew verteilt Rettungswesten, nimmt Kontakt mit der Küstenwache auf. Diese erklärt: 39 schutzbedürftige Menschen dürfen von der »Aquarius« gerettet werden – der Rest müsse zurück nach Libyen, so »SOS Mediterranee«.

Algerien: Nachfrage nach Schengen-Visa stark angestiegen

Entre 2012 et 2017, les demandes de visas Schengen traitées par la France ont augmenté de 140%, dans la région de l’ouest du pays, selon le consul général de France à Oran, M. Christophe Jean.

Alger est à la première place en termes de demandes de visas dans le classement mondial de TLS Contact, tandis qu’Oran occupe la 6e place et le centre de Annaba la 7e. Pour améliorer les conditions d’accueil des demandeurs de visa en continuelle augmentation, le centre VFS Global d’Alger, le centre TLS Contact d’Oran et le centre de Annaba ont déménagé dans de nouveaux locaux plus spacieux avec un accès et un stationnement facile.

We’re familiar with grim stories about black-shirted federal agents barging into apartment complexes, convenience stores and school pickup sites to round up and deport immigrants. We’ve heard far less about the forced labor — some call it slavery — inside detention facilities. But new legal challenges to these practices are succeeding and may stymie the government’s deportation agenda by taking profits out of the detention business.

Yes, detention is a business. In 2010, private prisons and their lenders and investors lobbied Congress to pass a law ordering Immigration and Customs Enforcement to maintain contracts for no fewer than 34,000 beds per night. This means that when detention counts are low, people who would otherwise be released because they pose no danger or flight risk and are likely to win their cases in immigration court remain locked up, at a cost to the government of about $125 a day.

Crimes of solidarity: such an expression appears as a contradiction in terms, a real oxymoron. Nevertheless, it conveys very well the meaning at the heart of a two-fold conflict, which sees, on the one hand, the criminalisation of European citizens who are mobilising in support of migrants in transit and, on the other, the strengthening of solidarity practices and networks in border areas and in many urban centres.

While we are witnessing asylum seekers being preventatively illegalised in Europe and containment policies multiplying on the Southern and Eastern shores of the Mediterranean, the autonomous infrastructures created to support migrants in transit are not only capable of giving rise to a logistics of resistance against the security policies of border controls, but are also able to produce more or less temporary or permanent fractures in the militarised space of “Fortress Europe”.
