I giovani scafisti costretti dalle organizzazioni criminali a fare da ‚driver‘ a natanti carichi di migranti agiscono sotto stato di necessità, per questo non è configurabile per loro il reato di favoreggiamento dell’immigrazione clandestina. E‘ la linea della Procura di Catania, contenuta in una circolare del procuratore Carmelo Zuccaro, illustrata dal magistrato durante la sua audizione a Palazzo San Macuto davanti la commissione Schengen. La decisione fa seguito anche a pronunce del Tribunale del riesame.

Le Ong mettono in „scacco“ le inchieste sul traffico – „Dobbiamo registrare una sorta di scacco che la presenza di Ong provoca all’attività di contrasto degli organizzatori del traffico di migranti“, ha aggiunto Zuccaro, sottolineando come „l’intervento immediato delle navi delle Ong rende inutile le indagini anche sui ‚facilitatori‘ delle organizzazioni criminali, rendendo più difficili le indagini“.

Ammiraglio Credendino, i migranti dalla Libia sono aumentati del 36 per cento nei primi due mesi e mezzo del 2017. Ma non dovevate fermarli tutti con l’Operazione Sophia?

«Gli scafisti stanno spingendo al massimo. Finché possono. Certo, l’incremento degli sbarchi è dovuto al fatto che molti erano pronti da un pezzo a partire. Ma il punto è che gli scafisti s’aspettano tempi duri: sanno che stiamo addestrando la Guardia costiera libica. E che a breve il governo di Tripoli avrà dieci motovedette, con le quali sarà in grado di contrastare in modo molto più efficace all’interno delle acque libiche. Per questo, stanno cercando di mandare in Italia il maggior numero possibile di migranti: quando cominceranno i controlli dei libici, sarà probabilmente più complicato».

Politiker beraten, wie der Zustrom von Migranten nach Europa gestoppt werden kann. Davon weit entfernt, kämpfen Seenotretter gegen den Tod auf dem Meer. Aus der Mitte der Gesellschaft schlägt ihnen Hass entgegen.

Valetta/Rom „Seid und bleibt stark. Wir Gutmenschen lieben euch“. Auf so viel Zuspruch stößt der Verein Iuventa Jugend rettet nicht alle Tage. Seit kurzem ist die private Hilfsorganisation aus Berlin wieder auf dem Mittelmeer im Einsatz, um Flüchtlinge und andere Migranten aus Seenot zu retten. Jan, Florian oder auch Nadja haben eigentlich anderes zu tun. Doch sie konnten die täglichen Meldungen über neue Unglücke und Tote nicht mehr ertragen. Für ihr Engagement sehen sie sich nun zusehends Anfeindungen ausgesetzt. Im Internet werden als „Menschenschleuser“ oder „Volksschädlinge“ beschimpft. „Ich hoffe, ihr findet den Tod im Meer“, lautete ein Hasskommentar.

Introduction

One year ago, the ‘Balkan route’ – by which refugees, asylum seekers and migrants travelled from Greece to northern Europe – was closed. This route had constituted the only hope for thousands of people seeking protection in Europe. In the wake of this, on 18 March 2016 the European Union (EU) and Turkey issued the EU-Turkey statement, commonly referred to as the EU-Turkey deal. This deal aimed at stemming arrivals of asylum seekers and migrants from Turkey to Europe, and allegedly offered “migrants an alternative to putting their lives at risk”. Nine months later, the deal was reinforced with a joint action plan,2 a two-page document setting out further action to be taken.

These two interlinked events – the closure of the Balkan route and the EU-Turkey deal – represented a new paradigm in the EU’s approach to mixed migration flows. In reaction to the implementation of the EU-Turkey deal, MSF decided to no longer accept funds from the EU and its member states, in opposition to their damaging deterrence policies and their continued attempts to push people and their suffering away from European shores.

One year into the deal’s implementation, European leaders have been heralding its “positive results”, its “continued trend of progress” and its “steady delivery of results”, whilst acknowledging some “challenges” along the way. Most recently, EU member states such as Germany and Malta have called for the EU-Turkey deal to be replicated elsewhere.

Eritreans in search of safety

“On 3 October 2016, a joint team from Médecins Sans Frontières (MSF) and SOS Méditerranée rescued 721 people from an overcrowded wooden boat drifting off the coast of Libya. Of these people, 685 (95%) were from Eritrea, and 197 (25%) of the Eritreans were unaccompanied children. Of the women on board, several were pregnant and others were severely sick. Many of those we rescued demonstrated physical and psychological trauma from beatings, rapes, threats and deprived living conditions throughout their journey – from Eritrea, through Ethiopia, Sudan and the Sahara desert to Libya. They showed us their scars and told us their terrible stories. We identified their ailments and treated them as best we could. The majority said they were aware of the dangers of crossing the Mediterranean Sea, but considered it their only option to seek safety and protection.”

Hacker vom Chaos Computer Club bauen für Sea-Watch eine Drohne. Sie soll Flüchtlingsboote sichten, aber auch Verstöße von Küstenwachen dokumentieren.

Erst geht es raus aus Berlin über die Autobahn, bald nach der Abfahrt wird es holprig, der Weg zur Werkstatt wird matschig, führt an frisch gestrichenen Datschen und einem See vorbei durch den Wald. Zuletzt geht es durch ein Tor in einem Zaun. Dahinter stehen Mercedes-Busse und Bauwagen. Aus den Ofenrohren steigt Rauch.

Benthor und Steini heißen die zwei, die den Weg zu einer Hütte weisen. Drin brennt ein schwarzer Ofen und wärmt den voll gestellten Raum. Auf dem Tisch ein Teller mit Schmalzstullen neben Kabeln, Akkus, Schraubenziehern, Think Pad, Gafferband. Was wird hier gebaut?

In der Mitte des Tischs liegt ein Flugzeugmodell aus Styropor. Flügelspannweite ein Meter. Benthor, Steini und noch ein paar andere basteln seit Monaten an einem autonomen Flugobjekt, einer Drohne. Und die soll mehr können als jene Drohnen, die man im Geschäft kaufen kann. Sie soll Leben retten. Leben von Menschen, die sich in nicht meerestauglichen Schlauchbooten dicht gedrängt über das Mittelmeer in eine bessere Welt retten wollen.

Budapest (dpa) – Ungarische Grenzbehörden gehen nach Angaben der Hilfsorganisation Ärzte ohne Grenzen immer gewalttätiger gegen Asylsuchende vor. Zu den Misshandlungen komme es regelmäßig, wenn die Ungarn Flüchtlinge im Grenzgebiet zu Serbien aufgriffen und ins südliche Nachbarland zurück schöben, hieß es in einer Stellungnahme von MSF-Deutschland, die veröffentlicht wurde. Die medizinischen Teams von MSF in Serbien behandeln eigenen Angaben zufolge immer mehr Menschen mit Gewaltverletzungen. Ungarn bestreitet, Gewalt gegen Flüchtlinge anzuwenden.

Stiamo lavoriamo insieme alla Comunità di Sant’Egidio per cominciare a prescrutinare delle persone, dall’altra parte del Canale di Sicilia, per aiutarle ad arrivare in Europa senza mettersi nelle mani dei trafficanti. I corridoi umanitari sono l’unica strada per non far perdere le speranze a queste persone che muoiono in mare o subiscono violenze di ogni genere nei centri di detenzione in Libia. Noi speriamo che tanti come noi siano disposti a metterci la faccia e i capitali ma anche il cuore e il coraggio, due parole che oggi sono troppo spesso dimenticate“.

Head of Frontex calls for rescue operations in Med to be re-evaluated and says NGOs work ineffectively with security agencies

NGOs who rescue people in the sea off Libya are encouraging traffickers who profit from dangerous Mediterranean crossings, the head of the EU border agency Frontex has said.

Speaking to Germany’s Die Welt newspaper, Fabrice Leggeri called for rescue operations to be re-evaluated and accused NGOs of ineffectively cooperating with security agencies against human traffickers.

The comments provoked a bitter row with charities and leftwing groups, who said there was no evidence of a lack of cooperation and that the alternative to rescue operations was to leave people to their deaths.
