Die algerische Tageszeitung Le Quotidien d’Oran analysiert die Entscheidung des UN-Sicherheitsrats zur Militärintervention in Mali. Zwar habe die „Verweigerungsfront“ Algerien, Niger und Mauretanien in der UNO eine Niederlage erlitten, aber zugleich habe der Sicherheitsrat das Fehlen eines militärischen „Schlachtplans“ moniert und eine eineinhalbmonatige Frist zum Nachreichen gesetzt. In der Zeitungsanalyse wird als wahres Ziel einer Militärintervention nicht nur das Ausschalten der Islamisten, sondern die Bekämpfung der „legitimen Unabhängigkeitsinteressen der Touareg“ angegeben. Die algerische Regierung fürchtet, dass ein internationalisierter Krieg in der Sahara auf Algerien übergreifen könnte.

A Tribute to Europe’s African Retainers and Their Fate in the Twentieth-Century Rhineland
During the first half of the twentieth century the fate of Africa and Europe became intricately connected through the two bloody conflicts of 1914-18 and 1939-45. However, as one African adage goes, “until the lions have their own historians, tales of the hunt shall always glorify the hunter,” and most histories of the two world wars focus on the European rank-and-file. The narratives of African retainers of Europe as victors and victims is overshadowed by the story of their European comrades, not because black soldiers’ stories were inconsequential, not because their numbers and actions were insignificant compared to those of their fellow white comrades, but because history is by nature selective and subjective. Moreover, archival sources containing such narratives are only now becoming publicly available.
Wie die algerischen Tageszeitungen Le Quotidien d’Oran am 25.09.2012 schreibt, soll die internationale Militärintervention in Mali begonnen haben. Französische Spezialeinheiten seien in Bamako eingetroffen, um die Führung in dem Feldzug nach Norden zu übernehmen. Die Westafrikanischen Wirtschafts- und Währungsunion Ecowas und Frankreich haben die Militärintervention offensichtlich am Rande der laufenden UN-Vollversammlung diplomatisch abgestimt. Die Vorbehalte waren in den letzten Monaten vor allem daraus entstanden, dass es in Südmali keine gefestigte Regierung gibt. Da die Bevölkerung Südmalis gegen die Stationierung bewaffneter ECOWAS-Kräfte eingestellt ist, sollen in Südmali nur „Weisshelme“ der ECOWAS zum Einsatz kommen.

Die NZZ schreibt am 24.09.2012 (dapd): „Systematische Folter in Marokko – Die Uno prangert systematische Folter an Regierungskritikern und Terrorverdächtigen in Marokko an. Der Uno-Sonderberichterstatter für Folter, Juan Mendez, sagte am Samstag nach einer einwöchigen Reise ins nordafrikanische Königreich, dass ein Anstieg von übermässiger Gewaltanwendung seitens der Polizei zu beobachten sei. Mendez besuchte in Marokko Gefängnisse und Polizeistationen und traf sich mit Aktivisten und Vertretern der Bürgergesellschaft. Diese Treffen fanden laut Mendez jedoch oftmals unter Aufsicht statt.“

Armed Forces of Malta and Libyan Navy Engage in Joint Training Operation – Migrant Patrols a Focus of Training
Niels Frenzen, 30.08.2012: An Armed Forces of Malta (AFM) maritime squadron conducted its first joint training exercise this week with the Libyan Navy since the overthrow of the previous Libyan government. An AFM offshore patrol vessel and 46 AFM personnel engaged in training exercises in the Tripoli Harbour and off the Libyan coast. Among the exercises practiced were “pre-boarding interrogation techniques via radio, approach to a suspected vessel and the conduct of the subsequent boarding and verification operations.” Maltese officials said they hope “such training exchanges become a regular feature of the bilateral relationship.” Media reports quoted an anonymous military source as saying that “[t]he training exercise will focus on patrolling the Libyan border because this is where most of the illegal migration problems begin, resulting in an influx of migrants into Malta and Lampedusa.”
Thursday, July 5, 2012, 13:23: Libyan Under-Secretary visits Malta, discusses immigration Border control and immigration were discussed by government and AFM officials with the Libyan Under-Secretary for Defence for Borders, Oilfields and Critical Infrastructure Al Siddiq A. Al Obaidi, who visited Malta earlier this week.
He arrived late on Monday and left on Tuesday. His visit was only disclosed by the government today. The DOI said talks were held with, among others, Foreign Affairs Minister Tonio Borg and AFM commander Brigadier Martin Xuereb. They centred on the importance of closer ties between Malta and Libya on border control and illegal immigration and assistance which the AFM can give the Libyan authorities.

Klage gegen das Innenministerium
Mit einer Klage gegen das Innenministerium versucht eine Gruppe tunesischer Cyber-AktivistInnen herauszufinden, wer die Internetzensur unter Ben Ali geleitet hat:
A group of Tunisian cyber-activists and netizens decided to lodge a complaint against the Interior Ministry to reveal the identity of web censor “Ammar404”.
“Ammar404” is the nickname netizens gave to Internet surveillance and censorship during the regime of former President Zeine el-Abidin Ben Ali.
On January 13th 2011, Ben Ali fired announced the end of censorship practices, in a desperate attempt to silence a connected youth eager for freedom. Ever since, netizens in Tunisia have been enjoying a free and uncensored web access, despite filtering attempts targeting X-rated content, and criticism of the army. Though it is not new that the Tunisian Internet Agency hosted filtering and surveillance equipment, only very little is known about those who had been involved in giving filtering instructions.
Moez Chakchouk, the CEO of the Tunisian Internet Agency told Index on Censorship last February that the former ruling party, the Constitutional Democratic Party, (now dissolved), the presidential palace and the security apparatus “might have been involved” in giving censorship orders.
“This complaint aims at revealing the [identities of] the individuals or the parties used to issue [filtering] instructions and practice censorship, which deprived millions of Tunisians from their right to access information about their own country, and dissidents or activists from freely expressing themselves”, said Sofiane Chourabi a journalist and the initiator of the idea.
The group is now collecting signatures for a petition to be addressed to the State Prosecutor, and preparing the complaint’s necessary legal documents.
“It is the duty of a government that supposedly seeks to achieve the revolution’s goals to investigate into all oppression and corruption cases, including that of Internet censorship. Yet, it seems that this government is working on wiping out and marginalizing this issue, so that those who committed violations would not be held accountable” said Chourabi.
