Der libysche Ministerpräsident Fajis al-Sarradsch bittet die NATO um Hilfe beim Aufbau von Sicherheitsstrukturen. Im Prinzip ist das Bündnis bereit. Ein Problem sind aber die Machtverhältnisse in dem Bürgerkriegsland.

Die NATO will so schnell wie möglich diskutieren, wie sie der Bitte nachkommen kann. Wie Generalsekretär Jens Stoltenberg am Rande eines Treffens der Verteidigungsminister in Brüssel mitteilte, geht es zunächst einmal um Beratung und Expertise.

Die grundsätzliche Bereitschaft zur Hilfe, wurde bereits beim NATO-Gipfel im vergangenen Sommer entschieden. Denn mehr Stabilität und Ordnung in Libyen sind im Interesse Europas: Sie gelten als Grundvoraussetzung für ein erfolgreiches Vorgehen gegen die unerwünschte Migration aus Afrika.

Video shows Libyan coastguard whipping rescued migrants

Libyan coastguard officers have been accused of regularly whipping and beating the migrants they rescue, and threatening even to kill them — and the claims are backed up by video footage shown to The Times.

It shows heavily armed men in military fatigues repeatedly assaulting the migrants they have fished out of the Mediterranean near Sabratha, west Libya. Dozens of sub-Saharan Africans, including women and children, can be seen cowering in the flimsy boats they set sail in as they are lashed with plastic pipes, kicked in the face and screamed at.

Responsabile media: ci sono 4.000-6.000 migranti oggi nei centri di detenzione

Roma, 13 feb. (askanews) – Occorre „collaborare e sostenere le autorità libiche“ per migliorare le condizioni dei migranti presenti nel Paese del Nord Africa, garantendo al contempo anche maggiori opportunità sia di migrazione legale che di rimpatrio umanitario, per ridurre così il ricorso ai trafficanti e il rischio di perdite di vite umane durante la traversata del Mediterraneo. E‘ quanto ha detto ad askanews la responsabile media dell’ufficio in Libia dell’Organizzazione internazionale per le migrazioni (Oim), Christine Petre, precisando che si stima siano 4.000-6.000 i migranti presenti attualmente nei centri di detenzione libici.

Dall’inizio dell’anno fino all’8 febbraio scorso 9.355 migranti sono giunti dalla Libia sulle coste italiane e 228 persone morte durante la traversata, contro i 6.030 arrivi e i 90 decessi registrati nello stesso periodo del 2016. Per fronteggiare tale situazione e contrastare il traffico di esseri umani, il 2 febbraio scorso il governo italiano ha firmato un accordo con l’esecutivo di unità nazionale libico guidato da Fayez al Sarraj, che ha ottenuto il pieno sostegno dell’Unione europea.

Intanto il Comitato di pacificazione sta progettando una riorganizzazione dell’architettura istituzionale: il capo supremo della difesa non sarà più il presidente del consiglio presidenziale

Il ricorso si discuterà mercoledì, davanti ai giudici del Tar libico, a Tripoli. All’inizio dell’altra settimana sarà poi reso noto il giudizio, la decisione. Tutti danno per scontato che i “ricorrenti” – ex ministri, principi del foro, personalità libiche – saranno premiati. Insomma che sarà clamorosamente bocciato il protocollo d’intesa siglato a Palazzo Chigi il 2 febbraio scorso tra il Presidente del Consiglio italiano, Paolo Gentiloni, e il premier libico, Fayez El Sarraj. Il protocollo che sanciva l’inizio della controffensiva italiana contro i trafficanti di migranti potrebbe diventare così carta straccia.

Das Auffanglager liegt in einem weißen Gebäudekomplex nahe dem Zentrum von Tripolis. Zwei Kontrollpunkte der libyschen Polizei sind zu passieren. Der Gefängnisdirektor Ramadán Rais ist ein Mann mittleren Alters, unter Präsident Muammar al-Gaddafi war er Drogenfahnder. Heute bekämpft er Migranten.“Was wollen die hier?,“ fragt Rais. „Wir haben doch schon selbst nichts zu essen.“

Seit dem Sturz des Machthabers Muammar al-Gaddafi 2011 herrschen in Libyen Zustände wie im Bürgerkrieg. Das Land hat zwei Regierungen und drei verschiedene Machtzentren, die sich bekämpfen. Die rund 700.000 Flüchtlinge aus Nigeria, Niger, Somalia, Sudan, Äthiopien und Eritrea sind in dem Chaos alles andere als willkommen und werden in gefängnisähnlichen Zentren eingesperrt.

On the February 1, Dutch think tank Clingendael released a report on the relationship between irregular migration and conflict and stability in Mali, Niger and Libya. The report’s main finding is that current EU policies are misaligned with the reality of trans-Saharan migration.

The report argues that European external migration policies fail to take into account the diverse socio-political dynamics of intra-African migration. EU policies focus on stemming migration flows through securitised measures as a means to stop human smuggling. However, it disregards local actors such as transportation companies facilitating irregular movements, local security forces gaining income by bribery and road taxes, political elites facilitating irregular migration in exchange for money and local population offering to sell food and lodging to earn a living. Ignoring such essential local dynamics prevents the establishment of effective migration management policies. A worrying mistake given the EU’s increased focus on the external dimension of migration in the context of the Partnership Framework.

The report encourages the EU to focus on peace building processes and invest in both conflict- and politically sensitive state building as well as regional cooperation.

A number of Libyan citizens lodged an appeal at the Judiciary Division of the Tripoli Appeals Court against the signing of a Memorandum of Understanding (MoU) between the UN-proposed government’s Presidential Council’s Head Fayez Al-Sirraj and the Italian Prime Minister, Paolo Gentiloni.

Six Libyans lodged the appeal, including the lawyer, Azza Al-Maqhor, the former Justice Minister, Salah Al-Marghani, against Al-Sirraj as he is the Head of the PC that was formed by the Libyan Political Agreement, which the citizens said is not constitutional.

Local authorities in Libya’s capital city Tripoli and elsewhere are mounting resistance to EU plans to stem migration flows towards Italy.

The move is likely to further complicate efforts after the EU’s foreign policy chief Federica Mogherini announced a €200 million plan to finance migration projects geared towards Libya throughout much of north Africa.

A large bulk of the money is likely to be shuffled into border control and surveillance in the hope of containing people likely to attempt the perilous Mediterranean Sea crossing in the upcoming months.

Twelve Libyan non-governmental organisations (NGOs) have issued a joint statement criticising the EU’s latest migrant policy as set out at the Malta summit a week ago as well as the Italy-Libya deal signed earlier which agreed that migrants should be sent back to Libya and repartiated voluntarily from there. Both represented a fundamental “immoral and inhumane attitude” towards migrants, they said. International human rights and calls had to be respected.

The NGOs include the Libyan Organisation for Development in Benghazi, the Independent Organization for Human Rights in Misrata and the Human Rights Solidarity Organisation in Tripoli,
