Die informellen Gremien und Institutionen, die die Festung Europa konzipierten, entstanden als Organe der Repression gegen die Aufstände in Italien um 1977. Die Bundesrepublik Deutschland übernahm in der europäischen Neuformierung eine Vorreiterrolle. Dabei dürfte selbst das heutige Verhältnis zwischen italienischer Marine (Operation „Mare Nostrum“), Frontex und deutschen Vorgaben historisch belastet sein: Die Wehrmacht versenkte im September 1943 Schiffe, auf denen sich italienische Soldaten vom Krieg absetzen wollten – 20.000 italienische Soldaten ertranken auf der Flucht.

„[…] Interessant bleibt auf jeden Fall der Hinweis auf die Europäisierung der Repression durch EG-Gremien und die intergouvernamentale Zusammenarbeit. Im Hintergund der blutigen Niederschlagung der revoltierenden Bewegungen in Italien in den späten 1970er Jahren formierte sich eine Politik der Europäischen Gemeinschaft, die später – auch in personeller Kontinuität – für den zehntausendfachen Tod an der EU-Außengrenze verantwortlich wurde.
In 2012, EU Member States ordered more than 484 000 non-EU nationals to leave their territory, with around 178 000 actually leaving. Between 2006 and 2013, 209 such operations took place, returning 10 855 persons in total. Half of the JROs were independently monitored. Frontex co-ordinates joint return operations, in which several EU Member States co-operate.
