US puts pressure on Ankara to green-light Aegean patrols

The United States is trying to overcome Turkey’s objections to NATO patrols in the southern Aegean, sources have told Kathimerini, adding that Washington would like to contribute air and sea forces to the ongoing mission.

Ankara is concerned that the operation plan of a NATO mission near the Dodecanese islands off Turkey’s southeastern coast, would implicitly recognize the existing border status and undermine its territorial claims in the area.

Libysche und ägyptische Küstenwache gegen Boat-people

In den letzten Wochen häufen sich die Einsätze der libyschen Küstenwache vor Tripolis und der libyschen Westküste. Am letzten Dienstag, 12.04.2016, hat sie 649 Boat-people auf 6 Booten aufgebracht und nach Libyen zurücktransportiert.

Die libysche Küstenwache ist Teil der libyschen Kriegsmarine. Auf ihrem Stützpunkt vor Tripolis residiert Faiez Sarraj, der Chef der „dritten libyschen Regierung“ (neben der Regierung in Tripolis und der in Tobruk). Bislang ist es der „dritten Regierung“, die die westlichen Großmächte als Regierung der „nationalen Einheit“ installiert hat, nicht gelungen, an Land ein eigenes Herrschaftsgebiet aufzubauen. (Daher schrecken USA und EU vor einer erneuten Militärintervention zurück). Stattdessen hat sie sich als neue Seemacht vor Westlibyen installiert, im Einvernehmen mit der Regierung von Tripolis, um die Flüchtlinge und MigrantInnen auf dem Weg nach Europa abzufangen.

Vor der libyschen Ostküste hat dagegen Ägypten die Patrouillenüberwachung übernommen. Präsident Hollande und Vizekanzler Gabriel besuchen in den kommenden Tagen Es-Sissi in Kairo, um auch die vorverlagerte Flüchtlingsabschottung im Meer vor Ägypen und Ostlibyen zu stärken.

Wirtschaftsminister Sigmar Gabriel reist erneut nach Ägypten. Er hofft auf neue Rüstungsaufträge. Der Zeitpunkt der Reise könnte kaum unpassender sein.

Schon zum dritten Mal innerhalb eines Jahres wird Bundeswirtschaftsminister Sigmar Gabriel (SPD) am Wochenende in Ägypten vorbeischauen. Denn dort es gibt einiges zu holen. Die ägyptische Regierung setzt auf Großprojekte; Siemens hat vergangenes Jahr mit Kairo den höchsten Deal seiner Geschichte unterzeichnet. Und auch Ägyptens Militär rüstet auf. Außer Gabriel will am Wochenende auch Frankreichs Staatschef François Hollande erstmals den ägyptischen Präsidenten Abdel Fattah el-Sisi besuchen.

Der Zeitpunkt dieser Reisen ist fragwürdig. Ägyptens Regierung wird international heftig kritisiert, weil die Menschenrechtslage in dem Land sich immer weiter verschlechtert. Andere EU-Mitgliedstaaten machen Druck auf Ex-General Sisi, der die Macht 2013 übernahm, und drohen sogar mit Sanktionen.

Human rights abuses in Egypt under President Abdel Fattah el-Sisi have reached new highs, yet the Western governments that trade with and arm Egypt have continued to pursue business as usual with the argument that regional security and economic interests trump all. Now, a stalled investigation into the abduction and murder of an Italian student has forced at least one of these countries, Italy, to reconsider its relationship. It is time for other Western democracies to reconsider theirs.

The brunt of Mr. Sisi’s crackdown has, of course, fallen on Egyptians, thousands of whom have been arrested, and many tortured and killed. Among the victims was Giulio Regeni, an Italian doctoral student at Cambridge University, whose badly battered body bearing all the hallmarks of the methods used by Egypt’s security forces was found on a roadside on Feb. 3, nine days after he mysteriously disappeared off a Cairo street.

Leaked: „non-papers“ on migration, mobility and readmission with Ethiopia, Somalia and Sudan

These documents give an indication of the EU’s plans as regards migration from three key East African countries, all suffering conflict and poverty. Another document exists concerning Eritrea, where the UN has documented very serious human rights abuses. However, it is not yet available publically.

The document on Somalia indicates that many Somalis are still refugees in neighbouring countries. Some attempt to come to the EU via the less safe route across the Central Mediterranean. It notes that few people are returned from the EU to Somalia, but it concludes that „it is important not to push the return of refugees/Internally Displaced Persons before the adequate security situation is in place and access to basic services is guaranteed, not to mention the obligations under International Law to ensure voluntary and dignified return.“ The main focus is on aid, including in response to climate change. However, the EU does plan to ‚discuss a strategy‘ on irregular migration.
