World leaders are negotiating a global compact on refugees. Urban leaders need a seat at that table.

Since the end of August, more than half a million Rohingya, a predominantly Muslim minority in Burma (Myanmar), have fled violence in that country and crossed the border into Bangladesh in what the United Nations is calling the fastest-growing refugee crisis in the world today. Meanwhile, millions of Syrian and Iraqi refugees displaced by civil war continue to be dispersed to towns and cities throughout the region and in Europe.

Against this backdrop, UN High Commissioner for Refugees Filippo Grandi spoke last month during the General Assembly in New York to talk about a new approach for dealing with refugees, one in which those forced to flee their homes are integrated more permanently into urban areas rather than isolated in camps. “Inclusion is the name of the game,” Grandi said. Under this new model, “Cities are frontline players in dealing with refugees.”

Wanting to return home and restore one’s country should be a choice, not an obligation placed upon you by those also claiming to offer you protection.

We all know the story. On almost every continent, men, women and children are driven from their homes by persecution, poverty, or the effects of climate change. Regardless of geographic location or individual circumstance, we are told that refugees just want to return home.

In January, the UNHCR Goodwill Ambassador and Hollywood actor Ben Stiller told TIME that all the refugees he had met professed a profound desire to eventually return home. Two months later, Sir Paul Collier (co-author of the recently-published Refuge: Transforming a Broken Refugee System) informed CNN’s Christiane Amanpour that most refugees are currently in developing regions close to their country of origin and prefer to go home when the conflict is over. Melissa Fleming, Head of Communications and Chief Spokesperson for the United Nations High Commissioner for Refugees (UNHCR), stated in May that she “never met a single refugee who does not want to go back”. Diplomats such as the US Ambassador and Australian representatives to the UN have repeated the same sentiment.

Fund used to pay African countries to deter migration to Europe needs emergency injection of cash, officials say

The EU is running out of money to pay African countries to take action to stop would-be migrants travelling to Europe, diplomats have warned.

European Union leaders set up a fund in 2015 to pay for border security and other measures aimed at preventing African citizens leaving their countries of origin.

At an EU summit in Brussels this week, the European commission president, Jean-Claude Juncker, warned leaders of a looming €225m gap to pay for migration projects, including border-control in Libya, the departure point for most migrants who risk the perilous crossing over the central Mediterranean to Italy.

Das Syndikat der migrantischen Straßenhändler

In Barcelona haben Straßenhändler ohne Papiere ein Syndikat gegründet: das Sindicato Popular de Vendedores Ambulantes. Sie wollen sich damit eine Stimme im Kampf um das Recht auf Teilhabe an der Stadt und ihren Ressourcen verschaffen, aber auch für die Entkriminalisierung ihrer Arbeit auf der Straße und gegen Polizeigewalt und Rassismus kämpfen.

Das Syndikat und die neue Stadtregierung, deren Bürgermeisterin früher Aktivistin gegen Zwangsräumungen war, entstanden zeitgleich: 2015, dem Jahr eines rebellischen Aufbruchs, in dem die Kommunalwahlen in vielen spanischen Städten links-alternative Listen an die Regierung gebracht haben. Auf beide Akteure wird seither von Geschäftsinhabern, Medien und Stadtpolizei Druck ausgeübt. Doch der Zusammenschluss der ambulanten Händler hat auch namhafte Unterstützer gewonnen, zu denen Black Panther-Gründer Bob Brown ebenso gehört wie der Papst. In spannungsreichen Verhandlungen mit der Stadtverwaltung hat das Syndikat der Migranten mittlerweile erste Maßnahmen wie die Gründung einer Genossenschaft auf den Weg gebracht.

SABRATHA, Libya (Reuters) – An armed alliance involved in a three-week battle over the Libyan smuggling hub of Sabratha said on Saturday it had taken over protection of the Mellitah oil and gas terminal after expelling a rival group.

An organization called the Operations Room and its allies have been fighting the Anas al-Dabbashi brigade, a major facilitator of migrant smuggling that recently said it had changed tack and struck a deal with the U.N.-backed government in Tripoli to stop boats setting off across the Mediterranean.

Executive Summary

The Financial Journeys of Refugees investigates what money and financial transactions can reveal about the journeys and experiences of forced migration. We examine money as a key node of the displacement experience: fueling transactions among formal and informal actors along the way; determining livelihood options; shaping or restructuring kinship networks; and coloring risks, vulnerabilities, or protective forces available to refugees. Our inquiry highlights these transactions and the power dynamics that unfold among refugees as well as between refugees and formal or informal authorities. Four specific areas of inquiry emerged during this study:
  1. How do refugees gather, move, store, spend, and make money along the journey of their displacement? How do their strategies lead to enhanced risk and/or self-protection along the way?
  2. How do financial transactions structure relationships among refugees, as well as between refugees and formal or informal authorities, such as smugglers, informal money transfer agents, and formal banking systems?
  3. How does the humanitarian system—and, in particular, cash assistance to refugees— shape the aforementioned financial transactions and relationships?
  4. What are the roles of refugee identity—in terms of gender, ethnicity, religion, and family status—and the documentation of that identity in shaping financial transactions, relationships, vulnerability, and coping strategies?

Reception centres vastly overstretched as more than 200 people arrive every day, 40% of them children

Greece is experiencing a dramatic rise in the number of refugees and migrants entering the country, exacerbating already deplorable living conditions on island camps.

The number of people arriving, across land and sea borders, has more than doubled since the beginning of the summer. Authorities estimate arrivals are now at their highest level since March 2016, with over 200 men, women and children being registered every day.

“It is dramatic and it is the most vulnerable of the vulnerable coming in,” said Elias Pavlopoulos, who heads Médecins sans Frontières in Greece. “There are whole families fleeing war zones in Syria and Iraq. In the last few months our clinics have seen more people who have suffered violence, who are victims of rape, who have been tortured, than ever before.”

Die Malteser in Deutschland haben heute in Berlin in der Bundespressekonferenz erstmalig einen Bericht zu Zuwanderung, Flucht und Integration in Deutschland vorgestellt. Mit dem Anspruch „Fakten statt Stimmungslage“ tragen die Malteser mit einem wissenschaftlich fundierten Bericht zur Versachlichung der Diskussion rund um das Thema Migration bei.

„Der Bericht soll als Impulsgeber für eine objektive, faktenbasierte Meinungsbildung dienen und die weitere politische und öffentliche Debatte unterstützen“, so Karl Prinz zu Löwenstein, Beauftragter für den Malteser Migrationsbericht. Der Bericht werde bewusst im Hinblick auf die politischen Weichenstellungen für die neue Legislaturperiode des Bundestags jetzt veröffentlicht.

Der Bericht stellt dar, dass Migration immer schon eine Tatsache in der historischen Entwicklung Deutschlands war und bleiben wird. Das Thema wird aus ethisch-christlicher Perspektive beleuchtet und in den verfassungs- und völkerrechtlichen Kontext gestellt.

ROME (Reuters) – The figures jumping from a small boat into the clear shallow waters and running ashore on an Italian beach look like troops practicing a D-Day-style landing, but this is no drill, and these are not soldiers.

The images, caught on camera, show what has become a increasingly common sight on the beaches of Italy’s southern islands – migrants from Africa landing in broad daylight.

“In the past these boats came at night,” said Claudio Lombardo, the local head of the Mareamico (Friend of the Sea) environmental group who filmed the scene on a beach near Agrigento in Sicily on Wednesday morning.

“When they came at night, all you saw was the abandoned boat on the beach the next day and the people were nowhere to be found, and that’s why we called them ghost boats.”

Im Jemen ereignet sich nach Angaben der Vereinten Nationen derzeit die größte humanitäre Katastrophe der Welt. Eine Katastrophe, die nicht schicksalhaft wie ein Naturereignis über das Land hereinbrach, sondern die allein von Menschen gemacht wurde. Doch die Welt ignoriert sie. Dabei sind schon die nackten Zahlen erschreckend:

  • Fast 18 der 27 Millionen Jemeniten hängen von humanitärer Hilfe ab. Mehr als sieben Millionen Menschen sind akut von einer Hungersnot bedroht.
  • Mehr als drei Millionen Menschen sind innerhalb des Landes auf der Flucht.
  • 14,5 Millionen Menschen, also mehr als die Hälfte aller Bürger, haben keinen Zugang zu sauberem Trinkwasser. Die Folge ist die schlimmste Choleraepidemie, die es je gegeben hat. Rund 600.000 Menschen sind seit April dieses Jahres im Jemen an Cholera erkrankt, mindestens 2000 Jemeniten sind bislang an den Folgen der Krankheit gestorben.
