La direzione di marcia è chiara, manca solo la decisione finale del governo e il necessario via libera del Parlamento, ma quanto prima nascerà una nuova missione militare italo-franco-tedesca in Niger. I passi di avvicinamento sono alle spalle, compresa la firma di un accordo di cooperazione militare tra Italia e Niger che il ministro Roberta Pinotti ha firmato a Roma lo scorso 26 settembre con il collega nigerino. Martedì il capo di stato maggiore della Difesa, generale Claudio Graziano, sarà a Parigi per un incontro tra militari con francesi tedeschi e i responsabili di cinque Paesi africani (il cosiddetto 5G Sahel: Niger, Ciad, Mali, Burkina Faso, Mauritania). E‘ imminente anche la partenza di un gruppo di 20 ufficiali italiani, un «advanced team», per il Niger, dove studieranno i siti del prossimo dispiegamento e analizzeranno con le autorità locali i possibili interventi nel settore del controllo dei confini. La missione avrà infatti il precipuo scopo di contribuire al controllo delle frontiere, dove trafficanti di esseri umani e terroristi attualmente hanno troppa libertà di movimento.

Plusieurs centaines de personnes d’origine subsaharienne ont été arrêtées arbitrairement à Alger entre fin septembre et début octobre 2017 par les services de police et de la Gendarmerie Nationale. Sans aucun respect des garanties procédurales et de leurs droits fondamentaux, elles ont été privées de liberté de façon arbitraire au centre de Zeralda (banlieue ouest d’Alger) et transportées sous la contrainte de manière collective à Tamanrasset où elles ont été confinées dans un lieu de privation de liberté.

As dozens of migrants continue to land daily on the shores of eastern Aegean islands, and tensions rise in reception centers, local communities are becoming increasingly divided over growing migrant populations.

A total of 438 people arrived on the islands aboard smuggling boats from Turkey in the first three days of the week, with another 175 people arriving on the islet of Oinousses yesterday morning.

The latter were transferred to a center on nearby Chios which is very cramped with 1,600 people living in facilities designed to host 850.

The situation is worse on Samos, where a reception center designed to host 700 people is accommodating 2,850.

A group of 234 refugees boarded a charter flight from Athens to Lyon, France on Wednesday as part of the European Union’s relocation program, while dozens more migrants, deemed to belong to vulnerable groups, were transferred by ferry from the islands of the Aegean to mainland Greece.

The group relocated to Lyon comprised 132 adults and 102 minors, 190 of them Syrian nationals and the remainder from Iraq and the Palestinian territories.

In comments made at Athens International Airport, which he visited to see off the refugees, Migration Minister Yiannis Mouzalas said that a total of 22,000 asylum seekers have been relocated from Greece to other European nations over the past year and a half, and that another 5,000 resettlements are pending

With Turkey being one of the items on the agenda of the EU summit starting on Thursday (19 October), AFP is reporting that migrants are still coming to Greek islands despite the EU-Turkey deal to stem the arrival of refugees from Turkish territory.

Dozens of tents stud a hillside surrounded by olive trees, while children in flimsy sandals – the lucky ones wearing socks – play on mounds of stinking garbage as the sun rises on the Greek island of Samos.

Almost two years since more than a million migrants and refugees crossed into Europe, thousands are still living in squalor after risking their lives crossing the Aegean Sea.

“We arrived last night, 42 of us on a small boat,” said Naween Rahimi, an Afghan from Kabul, who is travelling with his wife.

“Some Chinese sold me a tent for 10 euros,” he said, adding that he had worked as an interpreter for the American military.

Tricksen sie – oder tricksen sie nicht?

Am Wochenende erregte ein Beitrag der Zeitung Die Welt über die Flüchtlingskrise Aufsehen. Die Reportage von Manuel Bewarder und Christoph B. Schiltz warf den griechischen Behörden offen Betrug bei den Flüchtlingszahlen vor. Dem Bericht zufolge würden gefälschte Zahlen über in Griechenland befindliche Flüchtlinge dabei helfen, einen Menschenschmuggel gen Deutschland zu überdecken.

Auch wenn zwischen Deutschland und Griechenland eine Reihe weiterer Staaten liegt, durch welche die Flüchtlinge Richtung Norden ziehen müssen, haben die Autoren einige Indizien für ihre gewagte These. Denn schließlich gibt es eine nicht erklärbare Diskrepanz zwischen den Flüchtlingsstatistiken der griechischen Regierung und denen des UN-Flüchtlingshochkommissariats hinsichtlich der im Land befindlichen Flüchtlinge und Immigranten.

Eine gewisse Übereinstimmung besteht lediglich hinsichtlich der Zahl der neu ins Land Kommenden. Hier stammen die Daten von den Polizeibehörden und der Frontex.

In diesem Jahr sind bisher 156.000 Menschen nach Europa geflohen, deutlich weniger als im Vorjahr. Die Zahl der Flüchtlinge aus Nordafrika nimmt indes zu.

Immer mehr Flüchtlinge machen sich aus den Maghreb-Staaten über das Mittelmeer auf den Weg nach Europa, wie Frontex-Zahlen zeigen. Zwar kamen im September mit rund 5600 insgesamt wieder deutlich weniger Flüchtlinge in Italien an als im Vorjahresmonat, teilte die EU-Grenzschutzagentur in Warschau mit. Die Zahl der Ankünfte aus Algerien und Tunesien nehme aber zu, weshalb die Zahl der Ankünfte im September höher gewesen sei als im August.

Flüchtlinge setzten demzufolge auch von der Türkei aus nach Italien über. Das könnte auch erklären, warum in der vergangenen Woche die Zahl der Ankünfte fast durchgängig höher lag als in der Vergleichswoche im Oktober 2016, wie aus Zahlen des italienischen Innenministeriums hervorgeht.

The UN High Commissioner for Refugees said that the total number of refugees and migrants held in Sabratha is 20.500, including those in official detention centers, adding that they are living in terrible conditions.

UNCHR’s spokesman stated in a Geneva presser that for over a week, their teams have been working around the clock to meet the urgent needs of over 14,500 migrants and refugees who were being held captive by smugglers in different locations, including farms, houses and warehouses in and around the coastal city of Sabratha in Libya.

He added that the refugees and migrants were taken to a hangar in the Dahman area in Sabratha that has been serving as an assembly point since the onset of the crisis. From there, refugees and migrants are being transferred by authorities to official detention centers where humanitarian agencies are providing lifesaving assistance.
