Expulsions conducted by Spain at the EU’s external borders violate the European Convention on Human Rights

Berlin/Strasbourg, 03 October 2017 – Spanish authorities systematically and often violently expel refugees and migrants at the border with Morocco. This long-standing practice of push-backs at the external borders of the European Union (EU) is unlawful. Automatic expulsions violate the European Convention on Human Rights (ECHR), as the European Court of Human Rights (ECtHR) today ruled in Strasbourg. The judgment came in response to two complaints against Spain brought to the ECtHR in February 2015 by two refugees from Mali and Cote d’Ivoire based on the initiative and expertise of the European Center for Constitutional and Human Rights (ECCHR). The Court’s decision states that Spain’s push-back practices at the Spanish-Moroccan border are in violation of Article 4 Protocol 4 (prohibition of collective expulsions) and Article 13 (right to an effective remedy) ECHR.

Lebanon wants to evict 12,000 refugees who live near an air base where foreign military assistance is delivered. The evictions, which began in spring and recently resumed after a short respite, have left refugees more vulnerable amid rising demands they return to Syria.

BEIRUT – Adel Jarran and his teenage sons painstakingly pulled nails from the plywood walls of their makeshift home, while his wife and younger children rolled up blankets and piled up sleeping pads.

A tall, cheerful man with a strong country accent from Syria’s Idlib province, Jarran already knew the drill. This mid-May afternoon was the family’s third eviction since seeking refuge from the Syrian war in Lebanon’s Bekaa Valley six years ago.

Within a few hours, their shack would be reduced to a pile of lumber and tarps and loaded onto a caravan of trucks rattling down a dirt track out of the field that had been the family’s home for the past two years.

Egyptian security forces foiled on Sunday an attempt by 117 people to enter Libya illegally through the border with Marsa Matrouh governorate, Al-Ahram Arabic news website reported.

The Matrouh security directorate says that the majority of those arrested were from Egyptian governorates including Cairo, Minya, Beheira, Sohag and Gharbiya, as well as four from Sudan and one from Eritrea.

Both Egypt and Libya are considered hotspots for migrants attempting to cross the Mediterranean for Europe.

Das Zentrum für Krankheitskontrolle im Norden Athens stellt in diesen Wochen in großem Stil ein. Befristete Arbeitsverträge für 850 Ärzte und Krankenschwestern hat die staatliche Behörde ausgeschrieben. Ein unerhörter Vorgang im Griechenland der Schuldenkrise und der Sparpolitik.

Der Einsatzort gilt zwar als nicht sonderlich attraktiv. Gesucht wird medizinisches Personal für die Flüchtlingslager auf den Inseln in der Ostägäis. Doch seit die griechische Regierung im Vormonat das Management der Flüchtlingskrise von der Vielzahl der internationalen und lokalen Hilfsorganisationen übernommen hat, tut sich zumindest für die Griechen eine Chance auf: Es gibt neue Jobs, finanziert aus Millionenbudgets der EU wie schon zuvor für die Hilfsorganisationen.

Reception centres vastly overstretched as more than 200 people arrive every day, 40% of them children

Greece is experiencing a dramatic rise in the number of refugees and migrants entering the country, exacerbating already deplorable living conditions on island camps.

The number of people arriving, across land and sea borders, has more than doubled since the beginning of the summer. Authorities estimate arrivals are now at their highest level since March 2016, with over 200 men, women and children being registered every day.

“It is dramatic and it is the most vulnerable of the vulnerable coming in,” said Elias Pavlopoulos, who heads Médecins sans Frontières in Greece. “There are whole families fleeing war zones in Syria and Iraq. In the last few months our clinics have seen more people who have suffered violence, who are victims of rape, who have been tortured, than ever before.”

Italian foreign minister Angelino Alfano was again in Tripoli today, this time to reassure Faiz Serraj and the Presidency Council (PC) of the Italian government’s continued support. It follows the visit to Rome this week of Khalifa Hafter at the invitation of the Italian government. It raised fears in Tripoli that Italy was changing policy over Libya, and had resulted in Serraj demanding an explanation from the Italian ambassador.

According to the Italian foregn ministry, Alfano went to Tripoli to stress Italian support for the action plan to promote political dialogue in the country unveiled last week in New York by UN special envoy Ghassan Salamé.

Alfano is also said to have confirmed to Serraj that there was no place for a military solution to the Libyan crisis. The welcome given Hafter, he explained, was simply part of Italy’s desire to speak to all sides and to see Libya united.

L’Onu vuole aprire un centro di transito per i profughi in Libia

Un contingente di 250 soldati nepalesi arriverà in Libia in questi giorni per garantire sicurezza alla base militare dell’Onu di Tripoli. Se tutto andrà come previsto, spiega Roberto Mignone, capomissione dell’Alto commissariato delle Nazioni Unite per i rifugiati (Unhcr), all’inizio di novembre anche il personale internazionale dell’organizzazione, che dal 2014 si è spostato a Tunisi per ragioni di sicurezza, potrebbe tornare in Libia in pianta stabile.

La notizia dell’invio delle guardie di sicurezza dell’Onu, che qualche giorno fa era stata data da Ghassan Salamé, l’inviato speciale dell’Onu in Libia, è confermata da Mignone, che è in Italia insieme ad alcuni funzionari del governo di unità nazionale libico guidato da Fayez al Serraj. “La situazione in Libia è molto complicata dal punto di vista della sicurezza anche per il personale dell’Onu”, spiega Mignone a Internazionale. “Il 25 settembre a Tripoli ci sono stati combattimenti e ho dovuto comunicare al nostro personale che sarebbe stato meglio lavorare da casa. Qualche mese fa un nostro convoglio è stato attaccato a trenta chilometri da Tripoli. Per fortuna i colleghi stanno bene, ma la situazione è davvero difficile”.

Die Zahl der Flüchtlinge, die über das Schwarze Meer nach Rumänien gekommen sind, ist gestiegen. Die Boulevardpresse warnt vor einem „Überfall“. Cristian Stefanescu berichtet aus Bukarest.

An den Fenstern sind Gitter befestigt, eine Mauer steht zwischen dem Flüchtlingsheim und den anderen grauen Plattenbauten im Bukarester Viertel Baicului. Die Asylbewerber müssen spätestens um 22 Uhr wieder in der Unterkunft sein. Aber die meisten entfernen sich ohnehin auch tagsüber kaum von dem Gebäude, das genauso heruntergekommen ist wie die Wohnblocks der Rumänen aus dieser Gegend. Alles wirkt wie ein Ghetto. Mit dem entscheidenden Unterschied, dass dort an den Fenstern höchstens Fliegengitter zu sehen sind.

An einem dieser Fenster steht eine Frau, die sich als Maria vorstellt. Sie kann direkt auf das Asylbewerberheim schauen. Angesprochen auf die Vorurteile und Schreckensnachrichten in Boulevardmedien über Flüchtlinge, die nur Chaos und Schmutz mitbringen würden, zuckt sie die Schultern: „Schauen Sie, hier war es schon immer dreckig. Vor zwei Wochen haben rumänische Kinder Papierflugzeuge hinunter geworfen, die liegen auch jetzt noch da.“ Während sie das erzählt, entsorgt unten eine Frau aus den Wohnblocks der Einheimischen leere Flaschen an der Ecke zum Hof des Flüchtlingsheims und verschwindet in einer Kneipe, die wie eine improvisierte Garage aussieht.

El barco está semiabandonado y la tripulación sobrevive con ayuda humanitaria y pide poder desembarcar para volver a su país

El C-Star, el que fue durante un tiempo buque insignia de la organización ultraderechista Defend Europe para impedir el rescate de inmigrantes en el Mediterráneo y que llegaran a Europa, ha echado el ancla frente a la costa barcelonesa en las últimas horas. Está semiabandonado, con los instrumentos de navegación averiados y su tripulación, que sobrevive gracias a la ayuda humanitaria, piden poder desembarcar para volver a su país. El pasado día 15 llegó al puerto de Palamós y tras 12 días sin poder entrar en este puerto, desde Cruz Roja se instó a las autoridades competentes a que, por razones humanitarias, se dé la máxima celeridad a los procedimientos que faciliten que la tripulación pueda volver a su país lo antes posible. Este miércoles ha navegado hasta Barcelona. Una embarcación de Salvamento Marítimo permanece a pocos metros de él vigilándolo.
