Italy “adopts” minor refugees as a 16 years old survives shipwreck

LAMPEDUSA/ROME, MARCH 29 – As one boy, a 16 years old, survived from a shipwreck in the Mediterranean, which may have left up to 146 people dead or missing (140 migrants were in fact saved by another boat, IOM reported later in the week), the Italian Parliament gave final approval to a law outlining comprehensive standards of care for unaccompanied migrant children arriving in Italy, including a strict prohibition of turning them away at the border.

Europe Keeps Its Rescue Ships Far From the Coast of Libya — Where Thousands of Refugees Have Drowned

THE RESCUERS PREPARE for the calm days, more than the stormy ones.

On land in small towns near the Libyan coast, refugees from Africa and the Middle East are crowded into safe houses, waiting for good weather. When the sea quiets, the refugees pack onto rubber dinghies or large wooden fishing vessels and set off in the early morning toward Europe.

An average of 3,500 people have died each year while trying to make the journey to Italy from North Africa since 2014. Their vessels are overcrowded, unseaworthy, and have a near-nothing chance of making it to Europe. Most of the boats sink just 20 to 40 miles from the Libyan coast.

These are preventable deaths. Since 2014, the European Union has deliberately chosen to keep their coast guard patrol boats far from where the shipwrecks happen, a decision detailed in an internal letter obtained by The Intercept and other leaked documents. Saving more lives, the logic goes, will only encourage more refugees to come. The result is that rescue boats are kept away from where rescues are actually needed.

L’avvocata libica che ha portato in tribunale l’accordo con l’Italia sui migranti

È l’avvocata più famosa della Libia, vive tra il Canada e Tripoli, e si occupa da tempo di diritti umani in uno dei paesi più complicati del mondo. Ora Azza Maghur, insieme ad altri cinque connazionali, ex politici e giuristi, ha presentato un ricorso in tribunale contro il memorandum d’intesa tra Tripoli e Roma firmato lo scorso 2 febbraio dal presidente del consiglio italiano Paolo Gentiloni e dal premier del governo di unità nazionale libico (Gna) Fayez al Sarraj. L’accordo dovrebbe fermare il flusso di migranti che arrivano sulle coste italiane attraversando il mar Mediterraneo. Ma secondo Maghur, figlia di un ex ministro degli esteri e ambasciatore della Libia presso le Nazioni Unite, l’intesa è illegittima e incostituzionale.

Il 22 marzo la corte d’appello di Tripoli ha accolto il ricorso, ha dato ragione a Maghur e ai suoi colleghi e ha sospeso il memorandum, in attesa delle udienze del processo. “È solo il primo passo di questa battaglia legale”, dice l’avvocata a Internazionale. “Le istituzioni statali libiche sono deboli e la loro autorità è contestata”. Il governo di Tripoli guidato da Al Sarraj, l’unico riconosciuto dall’Italia e dalla comunità internazionale, è in un momento di particolare vulnerabilità. La Russia sembra pronta a un ritorno in Nordafrica e corteggia il maresciallo Khalifa Haftar sostenuto dal parlamento di Tobruk che è stato eletto nel 2014 e non riconosce l’autorità del governo di unità nazionale insediato a Tripoli.

POZZALLO. A bordo della nave ‚Golfo azzurrò sono arrivati nel porto di Pozzallo 428 migranti, in maggioranza uomini e prevalentemente di nazionalità marocchina (più di 300). Diciannove i minori non accompagnati. Due uomini ricoverati: un traumatizzato colpito con tubo di ferro in Libia prima della partenza e un diabetico. La Polizia è già al lavoro per individuare i presunti scafisti.

Yet more migrants drown

A 16 year-old Gambian boy appears to have been the only one of some 150 migrants to survive when their inflatable sank yesterday off the coast near Sabratha.

The boy was picked up by a Spanish frigate, transferred to an Italian vessel and landed in Lampedusa. Safely ashore, he said that those on the raft with him had included five children and several pregnant women.

All had drowned, the International Organisation for Migration (IOM) told Reuters. The boy had survived by grabbing a fuel tank after the raft began to deflate and take water. He added that the migrants had been launched from Sabratha.

Yesterday, the Sabratha’s mayor said that the municipality had lost control over local fuel smugglers. He did not mention people smugglers, who appear to operate just as freely as those who are stealing subsidised fuel from under the noses of the authorities.

Pro Asyl kritisiert die Pläne der Europäer, die Mittelmeer-Route bereits in der Sahara zu kappen. Aus Sicht der Menschenrechtsorganisation wird die Maßnahme viele Flüchtlinge treffen.

Die Menschenrechtsorganisation Pro Asyl hat die Pläne der Europäischen Union (EU) für einen strengeren Schutz der südlichen Grenze Libyens kritisiert. „Europa baut im südlichen Libyen eine zweite Mauer auf, damit Flüchtling nicht einmal in die Nähe der Außengrenzen Europas kommen“, sagte Geschäftsführer Günter Burkhardt der „Welt“.

Die Pläne der Europäischen Union richteten sich auch gegen Flüchtlinge, die „aus der Diktatur in Eritrea und vor den Warlords in Somalia fliehen“. Burkhardt sagte: „Die neuen Pläne funktionieren nach dem Motto ,Aus den Augen, aus dem Sinn‘. Je weiter die Flüchtlinge von Europa weg sind, umso weniger regt sich die Öffentlichkeit auf.“

Auftakt der taz-Serie „Protokolle der Überlebenden“: Der junge Bengale Samir gerät auf der Suche nach Arbeit nach Libyen und flüchtet erneut.

Mein Name ist Samir*, ich bin 17 Jahre alt. Meine Familie habe ich im Herbst 2016 verlassen. Ich stamme aus der Region Sylhet im Nordosten von Bangladesch. Dort gibt es tropischen Wald und Teeplantagen. Wenn es nach mir gegangen wäre, wäre ich dort geblieben. Aber das war nicht möglich.

In meiner Gegend leben die Menschen meist von Ackerbau oder Fischzucht. Meine Familie hatte aber kein Land und keinen Fischteich. Vor vier Jahren wurde mein Vater am Herzen krank. Er war Rikschafahrer, aber er konnte nicht mehr arbeiten. Das Fahren ist harte Arbeit, vor allem in der Regenzeit, wenn alles im Schlamm versinkt. Als mein Vater nicht mehr arbeiten konnte, musste ich mich um die Familie kümmern und die ­Rikscha fahren. Da war ich 12.

Als ich 16 war, kam ein Mann in mein Dorf, der in Libyen gelebt hatte. Er erzählte, dass es dort fünfmal mehr Geld zu verdienen gibt als in Dhaka, der Hauptstadt von Bangladesch. Meine Familie hat sich dann das Geld für meine Reise geliehen.

La Libia blocca l’accordo con l’Italia sul controllo dei migranti proprio nel giorno in cui, sempre nelle acque nordafricane si consuma l’ennesima tragedia dei barconi: secondo alcune fonti almeno 240 persone sarebbero affogate a poche miglia dalla costa libica nel tentativo di raggiungere l’altra sponda del Mediterraneo. L’accordo tra i governi di Tripoli e Roma è stato bloccato invece dalla corte d’appello libica. Ne dà notizia il sito del quotidiano Lybia Herald. L’intesa era stata firmata il 2 febbraio scorso tra il premier Paolo Gentiloni e dal suo omologo libico Fayez al Serraj. Non è chiaro a questo punto quale saranno le conseguenze sui flussi in partenza dall’Africa. Secondo il quotidiano la sentenza è solo l’ultima puntata in ordine di tempio della guerra a distanza tra Serraj, sostenuto dall’Onu, ed il generale Khalifa Haftar, l’uomo forte della Cirenaica, appoggiato da Egitto, Russia e Francia, tra gli altri, e che non riconosce l’autorità del premier libico.

A Tripoli court has blocked any deal on migrants resulting from the memorandum of understanding (MoU) signed by Presidency Council (PC) chief Faiez Serraj and the Italians this February. It is however unclear what impact today’s ruling will have on the EU’s determination to try and stem the migrant tide in cooperation with the PC.

The case was brought by six individuals including former justice minster Salah Al-Marghani and lawyer Azza Maghur‏. Their petition did not simply deal with the controversial plans outlined in the memorandum, which included for the return of migrants to camps in Libya. They also disputed the ability of Serraj to make such a deal on behalf of the Government of National Accord (GNA). This is because according to the Libyan Political Agreement, until it is approved by the House of Representatives, the GNA along with the State Council, has no legal standing.

More than 200 migrants are feared dead in a boat sinking off the coast of Libya, a Spanish aid organisation says.

Proactiva Open Arms said it had recovered five bodies floating near two capsized boats, which can each hold more than 100 people.

The group’s Laura Lanuza said the five they pulled from the Mediterranean were young men who appeared to have drowned.

A spokesman for Italy’s coast guard, which co-ordinates rescues, confirmed the five deaths, Reuters reports.
