Libya refused international requests to strike migrant smuggling militias: GNA Foreign Minister Siala

Presidency Council / Government of National Accord (PC/GNA) foreign minister Mohamed Siala has admitted that Libya had received ‘‘international requests’’ to carry out ‘‘military strikes within Libya against militias’’ engaged in smuggling illegal migrants. But Libya had refused, he stated. Siala was speaking in London today during the recording of the BBC Media Action’s Hiwar Mushtarak (Joint Debate) programme for the BBC Arabic service. The episode, which follows a Question Time format of panelists answering a live-recorded studio audience, was debating the issue of Libya’s illegal migration.

The foreign minister, who was one of the panelists, conceded that Libyan militias were behind the illegal migration trade and that the international community knew exactly who they were and where they were based. They also knew their Thuraya satellite phones and listened to their calls. However, he said that Libya had ‘‘refused’’ to grant international requests to strike at them within Libya in order to ‘‘save any further Libyan bloodshed’’. Answering a number of searching questions from a majority-Libyan audience, Siala insisted that Libya ‘‘would not be Europe’s policeman”. Europe had “to accept its responsibilities. Libya must not defend Europe’s borders’’. He also suggested that Europe, rather than Libya, should pay for the proposed sophisticated electronic southern border security system. Weiterlesen »

This year alone over 40,000 migrants have crossed the Mediterranean, many of them are Nigerians. The BBC’s Martin Patience has been to Nigeria’s Benin City where many of the migrants start their journey.

It was the most difficult decision Kelvin Imasuen ever made – he would risk everything in a bid to reach Europe.

„I just had the belief I would get there,“ he told me, sitting outside his mother’s dilapidated home on the outskirts of Benin City.

But he was to learn the cost of the dangerous journey in the most devastating way.

Libya lacks plan to prevent more migrants crossing to Europe – EU officials

Libya’s U.N-backed government has no clear plan to help prevent more migrants reaching Europe’s shores this summer, European Union officials said on Thursday, citing confused requests for equipment to patrol its shores.

Libya’s newly trained coastguards lack a strategy on where to deploy or how to detect and intercept smugglers, officials told Reuters. They based their analysis on two documents prepared for EU defence ministers meeting in Malta, which lies on the route to Italy along which thousands of people drowned last year.

The confidential EU assessment contrasts with the upbeat message the bloc has promoted after training 93 Libyan coastguards since late last year to tackle smugglers as the bloc scales back its plans to go into Libya’s territorial waters.

BERLIN taz | Die EU hält an ihren Plänen fest, Flüchtlinge nach Libyen zurückzuschicken. Dazu will sie in dem zerfallenden Bürgerkriegsland „Legalitätsinseln“ schaffen, in denen „die Polizei gut ausgestattet werde und die für Rückführungen genutzt werden können“. Das geht aus dem internen Protokoll des letzten EU-Innen- und Justizministertreffens in Brüssel hervor, das der taz vorliegt.

Die EU-Grenzschutzagentur Frontex hat demnach ihre Border Assistance Mission (EUBAM Libya) weiter aufgestockt. Das zur Polizeiausbildung angelegte, in Tunis ansässige Projekt sucht offenbar schon seit Längerem nach Orten, an denen die EU in Libyen Flüchtlingslager einrichten kann. Der der EU-Außenkommissarin Federica Mogherini unterstellte Europäische Auswärtige Dienst will für die „Eindämmung des Zustroms über das Mittelmeer […]erhebliche finanzielle Mittel“ bereit stellen, heißt es in dem Protokoll. Anfang Mai soll die erste Tranche von 90 Millionen Euro für „verbessertes Migrationsmanagement“ nach Libyen fließen.

Immer mehr Flüchtlinge kommen über das Mittelmeer nach Italien. NGOs fühlen sich von der EU im Stich gelassen

Froschgrün, 26 Meter lang und 60 Jahre alt. So lässt sich die europäische Seenotrettung im April 2017 auch beschreiben. In diesen Tagen nähert sich der ehemalige Fischkutter „Sea Eye“ bis auf rund 36 Seemeilen der libyschen Küste. Das Schiff des gleichnamigen deutschen Vereins ist von Malta aus zu seiner vierten Mission aufgebrochen, um in Seenot geratenen Flüchtlingen zu helfen. An Bord: Neun Mann Besatzung, davon ein Arzt, mehrere hundert Rettungswesten, Rettungsinseln, Wasser und Notproviant. Ein mickriges Arsenal für tausende Flüchtlinge, die in überfüllten Schlauchbooten und wackligen Holzkähnen auf das offene Meer geschickt werden.

Laut UN-Flüchtlingshilfswerk sind heuer bis 25. April 44.059 Menschen über das Mittelmeer nach Europa gekommen. Der Großteil von ihnen, 36.000, flüchtete von Libyen nach Italien auf der zentralen Mittelmeerroute. Das sind 43 Prozent mehr Menschen im Vergleich zum Vorjahr, heißt es von der Grenzschutzagentur Frontex. Mehr als 1000 Menschen sind bei ihrer Flucht seit Jahresbeginn ums Leben gekommen.

Libyan government sends list of requested equipment including boats, helicopters and weapons

Libya is asking the EU for armed ships and helicopters to increase its refugee patrols in the Mediterranean Sea amid allegations of widespread abuse against migrants.

The German parliament said a “list” of wanted equipment, including diving suits, ambulances, communications equipment and night vision gear, was being considered by the European Commission.

EU states are already deploying submarines, ships and aircraft to assist in reconnaissance efforts, although they have been criticised for focusing on smuggling rather than rescue missions as a record number of refugees die at sea.

Alle 6 di mattina a 18 miglia dalla costa libica Pietro Catania, capitano della nave salvataggio Prudence di Medici Senza Frontiere, mi fa vedere sulla carta nautica tre gommoni segnalati in partenza nella notte dalle spiagge di Sabrata. Alle 6 di mattina hanno raggiunto le 8 miglia di distanza. Inizio il turno di avvistamento al binocolo. Il radar di bordo non basta a segnalare un’imbarcazione bassa, fatta di gomma e di corpi umani. Sull’altro bordo di prua Matthias Kennes, responsabile di Msf, sorveglia il rimanente pezzo di orizzonte. Si vedono le luci della costa, l’alba è limpida. Passano le ore inutilmente.

Veniamo a sapere che i gommoni sono stati intercettati dalle motovedette libiche e costrette al rientro. Avevano raggiunto le 15 miglia, perciò fuori dal limite territoriale delle 12, che sono in terra 22 km. Potevano lasciarli stare. Sono già condannati a morte se fanno naufragio entro il limite, dove non possiamo intervenire. Li riportano a terra per chiuderli di nuovo in qualche gabbia: non tutti. Uno dei gommoni trainati si rovescia. Affogano in novantasette. Quando si tratta di vite umane, le devo scrivere con le lettere e non con le cifre. Ventisette invece sono ammesse alla lotteria della salvezza. A bordo della Prudence era tutto pronto. Restiamo con i pugni chiusi, senza poterli aprire per raccogliere. Guardo il mare stasera: disteso, pareggiato a tappeto. Non si può affondare senza onde. Bestemmia al mare è affogare quando è calmo, quando non esiste alcuna forza di natura avversa, tranne la nostra. Siamo coi pugni chiusi. Non soffro il maldimare, ho imparato da bambino a stare in equilibrio sulle onde. Non soffro il maldimare, ma stasera soffro il male, il dolore del mare, la sua pena d’inghiottire da fermo i naviganti. È creatura vivente il mare che i Latini chiamarono con affetto Nostrum, perché nessuno potesse dire: è mio. La nave in cui mi trovo vuole risparmiare al Mediterraneo altre fosse comuni. Rimaniamo al largo un giorno e un’altra notte di veglia.

Grève générale à Tataouine en parallèle à la visite de Chahed (Photos)

Youssef Chahed, chef du gouvernement entame  ce jeudi 27 avril 2017 une visite au gouvernorat de Tataouine alors que les chômeurs de la région organisent une grève générale.

La région connait des tensions sur la base de réclamations sociales et économiques. Les manifestants réclament le développement et l’emploi. Des milliers d’entre eux ont choisi de se rendre à la région d’El Kamour au désert de Tataouine où le sit-in a été organisé il y a maintenant cinq jours.

Le passage frontalier de Dehiba-Wazen est aussi fermé pour le quatrième jour consécutif. Les manifestants attendent les mesures qui seront annoncés par le chef du gouvernement pour la région.

Selon le correspondant de Mosaïque FM dans la région Habib Chaabani, Chahed entamera sa visite par Beni Mhira  qui deviendra une délégation.

For the first time in three years, the International Organisation for Migration (IOM) has held training sessions inside some of Libya’s migrant detention centres on the of migrants’ human rights.

With human rights violations seen as widespread in many of centres, the IOM intends to bolster the capabilities of staff as well as improve migrant living conditions.

In its initial pilot project, funded by the UK, the IOM has focussed on five places: three in Tripoli (Abu Sleem, Triq Al-Sikka and Airport Road), and at Khoms and Gharyan.

Jeden Tag versuchen Flüchtende, von Tunesien und Libyen über das Mittelmeer nach Europa zu kommen. Seenotretter tun ihr Möglichstes, ihnen zu helfen. Gespräch mit Thomas Kunkel

Sie waren am Osterwochenende als Seenotretter auf dem Mittelmeer und sind seit Anfang der Woche wieder in der BRD. Besonders die Ostertage entwickelten sich auf See dramatisch, viele Flüchtende, die versuchten von Libyen nach Italien zu kommen, sind ertrunken. Doch bevor wir über die Situation an dem Wochenende reden, schildern Sie uns doch bitte den normalen Einsatz als Seenotretter, damit wir ein Gefühl dafür bekommen, was an diesen Tagen anders war.

Im vergangenen Jahr war es bei Einsätzen der Sea Eye nur einmal nötig, Menschen an Bord zu nehmen. In der Regel liefen diese Einsätze so ab, dass die Sea-Eye-Besatzung die Boote gesichtet hat oder Positionen durch das Maritime Rescue Co-ordination Centres, eine Art Rettungsleitstelle, in Rom durchgesagt bekommen hat. Wir sind hingefahren, haben Rettungswesten verteilt, die Menschen mit Wasser versorgt oder medizinische Ersthilfe geleistet. In aller Regel standen aber nach wenigen Stunden andere, größere Schiffe zur Verfügung, die diese Schiffbrüchigen aufgenommen haben. So etwas hatte ich persönlich auch erwartet, als wir uns am Gründonnerstag auf den Weg machten. Die Ereignisse haben sich aber drastisch verändert. Wir mussten am Osterwochenende von dem Konzept, das Sea Eye e.V. bis dahin gefahren hatte, permanent abweichen.
