Two weeks ago, minister of the Interior Lotfi Brahem received Italian ambassador to Tunisia Raimondo De Cardona to strengthen cooperation on fighting crime and tackling illegal immigration. On the same day, October 18, 25 years old, Ahmed, from Redeyef reached Lampedusa illegally, on a boat carrying Tunisian youth mainly from the same small mining town in the mid-western governorate of Gafsa.

« We have been struggling throughout our lives in Tunisia. The authorities there neither gave us jobs nor respect; we only get humiliation », Ahmed confided on the condition that we would not give his real name. Ahmed is now in Lampedusa. He and many others have been on a hunger strike since Saturday. « We started the hunger strike on Saturday…my friend started on Friday… we have been on water and sugar…if there is no solution we will not take water and sugar…and we will sleep outside the center » .

Fewer people are crossing the Mediterranean, but a nightmarish bottleneck has been created instead

Something happened to the deadly migrant trail into Europe in 2017. It dried up. Not completely, but palpably. In the high summer, peak time for traffic across the Mediterranean, numbers fell by as much as 70%.

This was no random occurrence. Even before the mass arrival of more than a million migrants and refugees into Europe in 2015, European policymakers had been desperately seeking solutions that would not just deal with those already here, but prevent more from coming.

From Berlin to Brussels it is clear: there cannot be an open-ended invitation to the miserable millions of Europe’s southern and eastern periphery.

After the increasing number of migrants reaching Italy from Tunisia during the last 2 months, the Tunisian and Italian governments had „a deal“ and they accelerated the process of deportation, they deported 120 during the last week and they intend to deport more during the next weeks.

The Tunisians in Lampedusa are kept in inhuman and difficult conditions in detention centers and the italian authorities preparing to deport them.

Since two days most of them are in a hunger strike and their health condition is getting worse every hour. They wrote different statements refusing the deportation and asking for their right to stay and for the freedom of movement. Their Families in Tunisia are protesting and asking for the same things.

A Sabratha, la città costiera, già feudo dell’Isis e hub delle carrette del mare, si sta consumando una guerra che vede la potente famiglia Dabbashi messa all’angolo da fazioni rivali e militari di Tripoli, sullo sfondo di una lotta intestina per il controllo dei traffici, e di quel presunto accordo tra il clan e l’Italia. Fonti locali parlano di cinque milioni di euro in cambio dello stop dei barconi. Un tesoretto su cui tutti vorrebbero mettere le mani. Ma quei soldi sono mai arrivati in Libia? Se sì, che fine hanno fatto? La Farnesina smentisce categoricamente ogni contatto, ma Hussein Alk-Alagi, portavoce della milizia Al-Wadi, che ha innescato la rivolta anti-Dabbashi, conferma: «L’accordo con l’Italia è stato un disastro». E mentre sulla polveriera di Sabratha spunta anche l’ombra del generale Haftar, ci si chiede chi fermerà l’ondata di migranti in arrivo dal serbatoio del Sahel.

In the first six months of 2017, the number of migrants crossing the Mediterranean from Libya to Italy dropped by around half. This drastic fall in numbers was likely a result of a $236 million deal, signed in February, in which Italy funds and trains the Libyan coast guards to divert migrants right back to Libya.

While the Italian government sees this as reason for celebration, the brunt of the migration crisis is now firmly on Libya. This is a problem, given that the U.N.-backed Libyan Government of National Accord doesn’t have the means to effectively handle migrant trafficking and relies on the country’s 1,700 militias to do the job for them. By outsourcing this work to armed groups, who themselves are implicated in smuggling, a bloody power struggle has erupted.

VICE News was the first foreign media to reach Libya’s migrant smuggling epicenter of Sabratha, where we met the migrants caught up in the mayhem.

Seit den Kämpfen entlang der libyschen Küste steigt die Zahl von Migranten, die die gefährliche Reise über das Mittelmeer von Tunesien aus antreten.

Während der Flüchtlingsansturm aus Libyen seit Juli deutlich nachgelassen hat, steigt in Italien die Zahl der Ankünfte von Tunesiern. 1.800 meist junge Männer sind in den vergangenen drei Tagen auf Lampedusa und in Sizilien angekommen und wurden in den überfüllten Aufnahmelagern untergebracht.

Obwohl Tunesier kaum Chancen auf einen legalen Aufenthaltsstatus in Italien haben, sind in den sozialen Medien immer mehr virtuelle Reisebüros entstanden, die die Organisation der gesamten Reise von tunesischen Provinzstädten bis zu Kontaktleuten in Italien anbieten. In Häfen wie Teboulba südlich von Monastir, Zarzis nahe der Grenze zu Libyen oder der Inselgruppe Kerkena gibt es lange Wartlisten von Reisewilligen. Das berichten Fischer, die auf ihren Booten regelmäßig Migranten transportieren.

Fuerzas armadas tunecinas impidieron en las últimas horas la salida de una embarcación precaria con 51 personas que trataban de viajar de forma ilegal a Europa y detuvo al cabecilla de una presunta red mafiosa de tráfico de personas, informó hoy el Ministerio de Interior.

En un comunicado, el departamento explicó que los inmigrantes, todos ellos tunecinos con edades comprendidas entre los 18 y los 35 años, se disponían a salir de una playa próxima a la ciudad meridional de Sfax, capital económica del país.

International humanitarian group Save the Children said on Monday it had suspended migrant rescues in the Mediterranean Sea as departures from Libya slow and security conditions worsen.

Save the Children has operated a ship, the Vos Hestia, since September last year, rescuing more than 10,000 migrants from dangerous and overcrowded boats launched by people smugglers.

“For too long we have been the substitution for the inexistent and inadequate European policies for search and rescue and for hosting migrants,” Save the Children Director General Valerio Neri said in a statement.

In Ventimiglia zeigen sich die ersten Folgen der Strategie des italienischen Innenministers Minniti: kam die Mehrzahl der Flüchtlinge bisher aus Eritrea, Sudan, Äthiopien und anderen subsaharischen Ländern, so sind es nun vor allem jugendliche Algerier, Tunesier und Marokkaner, die versuchen, die Grenze nach Frankreich zu passieren. Beobachter glauben, dass die Nachbarländer Libyens versuchen, Geld von der EU zu bekommen, damit sie wieder dafür sorgen, dass die Migration blockiert wird.

Ventimiglia è un luogo di osservazione privilegiato per comprendere i mutamenti nei flussi e nelle rotte dei migranti in viaggio verso l’Europa. Così negli ultimi 15 giorni, ad arrivare nella città di frontiera, insieme ai tanti richiedenti asilo e rifugiati usciti senza speranza dalle maglie dei circuiti di accoglienza italiani, ci sono le persone arrivate con gli sbarchi, tornati numerosi come gli scorsi anni. A cambiare però è il volto di chi arriva, non più persone provenienti da Sudan, Eritrea, Etiopia e altri paesi dell’Africa subsahariana, che rappresentavano il numero maggiore alla frontiera con la Francia fino allo scorso anno, ma algerini, tunisini e giovani provenienti dall’area del Maghreb. Sono i primi effetti della “strategia Minniti”, che secondo diversi addetti ai lavori corrisponderebbero al tentativo da parte dei paesi vicini alla Libia di battere cassa all’Europa per tornare a bloccare i flussi, come recentemente stabilito dall’accordo tra Italia e Libia.

Es mag saisonale Schwankungen geben, doch der Druck der Flüchtlingsströme auf Europa bleibt hoch. Immer wieder wird beim Grenzschutz daher um das Ausmass völkerrechtlicher Verpflichtungen gerungen. Zwar ist unbestritten, dass die Abweisung Schutzsuchender an der Grenze unzulässig ist, ebenso wie ihre Rückschaffung in ein Land, in dem sie Verfolgungen ausgesetzt sind. Dennoch bleibt einiges unklar. Gilt das Rückschiebungsverbot auch dann, wenn Schutzsuchende nicht direkt aus einem Verfolgerland, sondern aus sogenannt sicheren Drittstaaten einreisen? Sind die Lebensbedingungen im sicheren Drittstaat bei einer Abweisung an der Grenze zu berücksichtigen?

Angesichts dieser rechtlichen Unsicherheiten kommt es den Staaten gelegen, dass sich beim Grenzschutz ein neuer Trend abzeichnet. Das Zauberwort lautet «extraterritoriales Migrationsmanagement». Ziel der entsprechenden Massnahmen ist es, Migranten gar nicht mehr bis an die Grenzen Europas gelangen zu lassen. Dadurch soll illegale Migration verhindert und Menschenschleppern das Handwerk gelegt werden. Um dies zu erreichen, werden Kontrollaufgaben an Drittstaaten oder private Personen bzw. Personengruppen delegiert.
