Die Bundesregierung verfehlt ihr Rückführungsziel. Im Vergleich zum Vorjahreszeitraum hat sich die Zahl der freiwilligen Ausreisen fast halbiert.

Die Bundesregierung hat laut einem Zeitungsbericht ihr Ziel verfehlt, in diesem Jahr deutlich mehr ausreisepflichtige Migranten zur Rückkehr in ihre Heimatländer zu bewegen. Die freiwilligen Ausreisen hätten sich bis Ende November 2017 im Vergleich zum Vorjahreszeitraum nahezu halbiert, berichtete die Welt unter Berufung auf die zuständige Behörde.

Wie das Bundesamt für Migration und Flüchtlinge (Bamf) der Zeitung mitteilte, wurden 27.903 finanziell geförderte freiwillige Ausreisen bewilligt. Im Vorjahreszeitraum seien es mit 50.759 noch fast doppelt so viele gewesen. Auch bei den Abschiebungen gab es demnach keine Steigerung. Wie die Bundespolizei der Zeitung sagte, wurden bis Ende November 22.190 Menschen abgeschoben. Im gesamten Vorjahr waren es demnach 25.375 Personen.

Fast 170.000 Flüchtlinge erreichten 2017 Europa übers Mittelmeer. Die meisten kommen aus Libyen. Offenbar plant die EU nun, vor der libyschen Küste Drohnen zur Überwachung einzusetzen. Die Linke wittert einen Plan.

Nach offiziellen Erhebungen sind bis Mitte Dezember bislang 168.000 Flüchtlinge in diesem Jahr übers Mittelmeer nach Europa gekommen. Libyen ist dabei der Hauptstartpunkt für die Migranten aus Afrika, die die beschwerliche Überfahrt versuchen. Schleuser verfrachten sie häufig in seeuntüchtige und überladene Boote. Viele kentern. Die meisten Bootsflüchtlinge werden von Schiffen aufgegriffen und nach Italien gebracht.

Um den Kampf gegen Schlepper zu verstärken, plant die EU vor der libyschen Küste künftig auch Drohnen zur Überwachung einzusetzen. Das berichtet die „Rheinische Post“ unter Berufung auf eine Antwort der Bundesregierung auf eine Anfrage der Linken.

In spring 2016, after the formalized corridor across the Balkans was closed entirely, the informal refugee camp in Idomeni (at the border between the Greece and the Republic of Macedonia) was captured in the media glare for months. The story of Idomeni is, however, much more than the spectacle of a few months of human suffering and humanitarian aid. It started long before and continues until today. In the first chapter, it is described, how, and why, Idomeni became an important site of transit migration, with a growing number of migrants using the Idomeni region to leave Greece clandestinely from as early as 2010. In chapter two, it is shown how the situation in Idomeni changed, when one South-East European government after another implemented formal procedures for transit migrants to pass through their countries. Another turning-point in the history of Idomeni is marked by the gradual closure of the formalized corridor, beginning in November 2015, until the final eviction of Idomeni in May 2016. The strategy of the Greek government, aiming to replace the informall camps and their anarchical humanitarianism by state-controlled camps all over Northern Greece is discussed in the third chapter.

A l’horizon, le ciel est noir. L’orage de la veille s’éloigne. Dans le petit port, des pêcheurs réparent les filets. « Des jeunes qui partent ? Il y en a plein, dit en plaisantant un homme coiffé d’un bonnet en laine. Ils cachent leur matériel dans le port et viennent le chercher au dernier moment. » Kristel, 3 000 habitants, n’est qu’à une vingtaine de kilomètres d’Oran. C’est l’un des principaux points de départ des harragas (« ceux qui brûlent les frontières ») de la région. En 2017, le nombre d’Algériens arrêtés par l’armée alors qu’ils tentaient de rejoindre l’Europe par la mer a été multiplié par trois par rapport à 2016, pour frôler le seuil de 5000 personnes.

Wohnungs- und Obdachlose sind den Angriffen besonders ausgeliefert

Hilfe für Wohnungs- und Obdachlose Menschen ist gerade in der kalten Jahreszeit dringend notwendig. Doch nicht überall sind alle Betroffenen willkommen. Der Verein Dresdener Bürger helfen Dresdner Obdachlosen e.V. hat nicht zufällig gleich zweimal den Namen der Stadt im Vereinsnamen. In der Satzung heißt es: „Der Verein Dresdner Bürger helfen Dresdner Obdachlosen und Bedürftigen e.V. unterstützt Dresdner Obdachlose und Bedürftige. Wenn Sie unsere Ziele als Mitglied oder Fördermitglied unterstützen möchten, dann sind Sie herzlich willkommen.“

Ein Reporter der Zeit wollte vom Vereinsgründer wissen, ob auch in Dresden lebende Flüchtlinge Unterstützung bekommen. Der gab darauf keine Antwort. Nach Recherchen der Zeit sind die Gründer des Vereins fest in der rechten Szene und bei Pegida verankert. Es ist nun nicht ungewöhnlich, dass Rechte die heimischen Wohnungs- und Obdachlosen für ihre Propaganda entdecken. Sie werden so gegen Migranten ausgespielt.

After a Croatian NGO filed a lawsuit over the death of a six-year-old Afghan girl who died close to the Serbia-Croatia border, Serbian authorities may face similar legal action.

The Asylum Protection Centre, an NGO in Serbia, has told BIRN it is considering launching a lawsuit against Serbia over the death of Medina Husein, an Afghan migrant who lost her life, aged six, near the Serbia-Croatia border earlier in November.

“Institutions are treating this case [the death] as if it were not a child but some kind of less worthy being. This case is one sad fate – a child with a name and surname, and we want the truth,” Rados Djurovic, from the Asylum Protection Centre, told BIRN.

France on Dec. 18 accepted a first group of 19 refugees identified in Africa under an overhauled asylum policy that will also see it expel thousands of economic migrants.

While it has drawn little public outcry in France, the policy faces stiff opposition from the left and from charities that shelter migrants, 22 of which called in an open letter for France’s rights ombudsman Jacques Toubon to intervene.

Catholic charity Caritas France and a Protestant group wrote a joint letter to President Emmanuel Macron criticizing “an unprecedented renunciation of (France’s) humanist values and traditions.”

If you’d travelled across the world to pursue a better life, would you move back in return for money?

Germany is betting that the answer is yes.

The country has long offered migrants and asylum seekers financial incentives to leave its shores, and until 28 February 2018 it’s prepared to pay out extra.

Individuals will get €1,000 and families up to €3,000 (£2,650; $3,540) to cover rent or resettlement costs back in their home countries – things like basic kitchen or bathroom facilities.
