Zu sagen, Italien habe ein Migrantionsproblem, ist stark untertrieben. Mehr als 45.000 Migranten sind allein in diesem Jahr schon mit dem Boot von der Küste Libyens über das Mittelmeer gekommen. Die Aufnahmezentren, in denen 175.000 Flüchtlinge leben, platzen aus allen Nähten.

La decisión llega cuando el debate por el cierre de estos centros, denunciados desde hace años por organizaciones de derechos humanos, había llegado a las instituciones.

In the UK, corporations like G4S, Serco, Mitie and Capita make millions locking up migrants in privately run detention centres. Many other less known companies also jostle for contracts in the detention industry, for example providing healthcare, cleaning or construction services. Britain is a pioneer in detention outsourcing, hurtling towards the model of the massive US private prison industry.

But detention outsourcing is also taking off across Europe. This meeting will present a new research report by Migreurop, the European and African migration network, which maps the rise of the privatised migration detention business across the European Union.

EXECUTIVE SUMMARY

The Secretary General’s Special Representative on migration and refugees carried out a fact-finding mission to Italy from 16 to 21 October 2016, visiting formal and informal facilities for migrants and refugees in Como, Sicily (including Lampedusa) and Rome. He also met with representatives of the government, the authorities dealing with migration-related issues and civil society.

Over 180,000 refugees and migrants arrived in Italy in 2016, of whom around 25,000 were unaccompanied children (UAMs). Throughout the mission, the goodwill of those engaged in addressing the challenges posed by this influx was apparent. However, the sheer number of new arrivals has put enormous pressure on the authorities. The scarcity of relocation offers from other Council of Europe member states prevents those entering Italy from being able to travel legally to other countries so that their asylum claims can be examined there. On the other hand, effective fingerprinting of all new arrivals means that those who succeed in crossing borders to other European Union member states by illegal means are returned under the Dublin III Regulation. The comparatively low number of economic migrants and failed asylum-seekers who are removed from Italian territory also contributes to the overall saturation of the reception system by encouraging arrivals. Italy cannot be left to cope with these challenges alone: Council of Europe member states must show solidarity by ensuring a fairer distribution of asylum-seekers across Europe.

Eine kleine Spitze kann sich Thomas de Maizière (CDU) nicht verkneifen, als er die Einigung des Bundeskabinetts auf das „Gesetz zur besseren Durchsetzung der Ausreisepflicht“ vor der Presse verkündet. Er habe ja wesentliche Elemente schon im vergangenen August und Oktober vorgeschlagen. Damals sei aber „noch nicht alles auf fruchtbaren Boden gefallen“, sagt der Bundesinnenminister. In der Zwischenzeit habe sich das durch den Fall Amri und andere Ereignisse geändert.

Bis zum Mittwoch hatten noch einige in der Union befürchtet, das Justizministerium von Heiko Maas (SPD) könnte in der Ressortabstimmung dem – von de Maizières Haus erarbeiteten – Gesetzentwurf den Zahn ziehen. Und damit das Ziel, wesentlich mehr ausreisepflichtige Ausländer in ihre Heimat zurückzubringen, in weitere Ferne rücken.

Mehr als 180 000 Migranten sind vergangenes Jahr über das Mittelmeer nach Italien gekommen, so viele wie noch nie. Die Aufnahmezentren sind überfüllt. Ein neuer Konflikt mit der EU ist programmiert.

Die Ankunft von Bootsflüchtlingen in Sizilien und anderen Regionen Süditaliens sorgt weltweit kaum mehr für Schlagzeilen. Doch der Strom der Migranten, die von Libyen aus in Richtung Europa aufbrechen, lässt nicht nach. 2016 war sogar ein neues Rekordjahr. Laut dem Uno-Flüchtlingshilfswerk (UNHCR) sind 181 436 Bootsflüchtlinge nach Italien gebracht worden. Im Vorjahr waren es 153 842 gewesen. Während in Griechenland nur noch wenige Boote ankommen, seit die EU im März ein Abkommen mit der Türkei geschlossen hat, herrscht auf dem Mittelmeer vor der libyschen Küste selbst im Winter Hochbetrieb. Die italienische Küstenwache, europäische Rettungskräfte und private Helfer retten noch immer täglich Hunderte von Menschen aus Seenot.

«Severità e integrazione», la nuova linea dettata in materia di immigrazione dal ministro dell’Interno, Marco Minniti. Che sta affrontando la gestione della sicurezza senza timore di prendere decisioni controverse per il «suo» mondo di centrosinistra. Così è stato per le festività blindate, così sarà per i clandestini, che dovranno essere rimpatriati sul serio, come vuole la legge. Minniti l’ha annunciato nel chiuso di un comitato per la sicurezza a Milano due giorni fa, presente il Governatore lombardo Bobo Maroni, che non a caso quand’è uscito sprizzava soddisfazione. Ora, a dare corpo alle direttive politiche del ministro, arriva anche una circolare del Capo della polizia, il prefetto Franco Gabrielli, che invita tutti i prefetti e i questori a predisporre un grande piano di «rintraccio» degli immigrati illegali, affinché siano portati nei Cie e rimpatriati in massa. Non ordini di espulsione che restano sulla carta (vedi quello intimato proprio a Amri nell’estate del 2015), ma accompagnamento fisico fino al Paese di appartenenza.

Nahe der westlybischen Stadt Zawiya, aus der oft Boat-people Richtung Italien starten, hat es in den ersten Morgenstunden des 02.04.2017 einen Ausbruch aus einem furchtbaren Flüchtlingsmassengefängnis gegeben. In dem Gefängnis sollen 15.000 Flüchtlinge und MigrantInnen festgehalten worden sein. Als sie ausbrachen, feuerten die Bewacher mit Schusswaffen auf die Flüchtenden, erschossen mindestens 5 und verletzten 15 von ihnen. Die Bewaffneten gehören zur Al Nasser Miliz, die auch die nahen Erdölraffinerien „beschützen“.

At the moment, there are three camps of a closed type existing in Bulgaria. The buildings, which are administered from the Migration Directorate of the Ministry of Interior (MoI), provide 1,040 places: The Detention Center in Busmantsi has 400, the Detention Center in Lyubimets (since recently) 400 and the Detention Center in Elhovo has 240 places. In these accommodation facilities unaccompanied minors are being held illegally, which was reported by the Ombudsman some days ago. A recent statement, done by the Center for Legal Aid – Voice in Bulgaria (CLA), confirmed the report.

[CLA] met a number of detained unaccompanied minors, whom the centre’s administration had listed as accompanied by a seemingly randomly chosen person who happened to be a part of the same group traveling together and smuggled into the country. […]

Daniel Rivas hat keine Kunden mehr. Statt der rund 850, die zuletzt jeden Tag kamen, tauchen nur noch 28 vor seinem Klapptisch auf: die Letzten, die nach der großen Räumung auf Chios am vergangenen Wochenende im Lager zurückgeblieben sind, also die Kranken oder die ohne Geld für das Fährticket.
