On 12 January, IOM officials met with Libya’s Minister of Defence at the North African country’s Navy Base to discuss ways of improving Libyan rescue-at-sea operations.

During the one-day visit, IOM also met with the leadership of the Libyan Coast Guard to discuss the outcomes of a needs assessment conducted last year. This assessment aimed to identify ways to improve the infrastructure of Libyan disembarkation points and enhance the capacity of government agencies involved in rescue operations. A work-plan for a capacity building programme was discussed during the meeting and concrete steps for the rehabilitation and provision of communication equipment was agreed.

Refugee agency claims people being pushed back over borders, beaten by police and having phones and clothes confiscated

Refugees and migrants at risk of dying in the severe cold weather sweeping across Europe are being moved back over borders and subjected to violence and confiscations, the UN’s refugee agency has said, as it calls on governments to do more to help.

The UNHCR said at least five refugees had died from the cold weather since the start of the year, as temperatures dropped as low as -14C in parts of Greece, and several countries saw some of the heaviest snowfall in years.

L’ambasciatore italiano in Libia smentisce che a Tripoli sia mai avvenuto un golpe e assicura che “le sedi istituzionali nelle quali opera il governo di accordo nazionale continuano a lavorare“, ma nella ex capitale la situazione rimane estremamente complicata e confusa. Il Consiglio presidenziale del governo di intesa nazionale di Fayez al Sarraj ha incaricato le forze armate di ristabilire l’ordine e contrastare i gruppi armati che rispondono gli ordini di Khalifa Ghwell – l’ex premier del dissolto governo libico islamista di salvezza nazionale – che giovedì ha preso possesso delle sedi dei ministeri della Difesa, dei Martiri e del Lavoro. Intanto secondo il portale Libya Herald la potente brigata dei “Rivoluzionari di Tripoli“, uno dei gruppi più numerosi e potenti, avrebbe dichiarato ieri sera lo stato di emergenza nella capitale.

The Maltese EU presidency wants a deal with Libya to curb migrant flows that would be loosely modelled on the EU-Turkey agreement.

A Maltese EU presidency spokesman told this website on Thursday (12 January) that Valletta and other EU capitals would examine the idea after Maltese prime minister Joseph Muscat spoke of it earlier in the day.

The Libya accord was “something the presidency will look into together with all the member states”, he said.

Laut einem Bericht der EU–Kommission wurden bisher 748 Millionen Euro für die Unterstützung der Türkei bei der Aufnahme von Flüchtlingen bereitgestellt. Bisher werden allerdings nur 37 Projekte konkret unterstützt.

Im Rahmen des Flüchtlingspakts mit der Türkei hat die EU bisher 748 Millionen Euro ausgegeben. 1,45 Milliarden Euro, also knapp die Hälfte des für 2016 und 2017 in Aussicht gestellten Gesamtbetrags von drei Milliarden Euro, wurden bislang vertraglich an 37 konkrete Projekte gebunden. Das geht aus einem Bericht hervor, den die Brüsseler EU-Kommission am Donnerstag vorstellte.

Zehntausende Kinder und Jugendliche setzen sich an den afrikanischen Küsten in Schlauchboote, um nach Europa zu gelangen. Die Zahl dieser Flüchtlinge hat sich laut Unicef im vergangenen Jahr verdoppelt.

Im vergangenen Jahr sind auf Flüchtlingsschiffen im Mittelmeer doppelt so viele unbegleitete Kinder nach Italien unterwegs gewesen wie 2015. Insgesamt zählte das Uno-Kinderhilfswerk Unicef 25.800 Minderjährige ohne Begleitung, wie die Organisation in Genf mitteilte.

VALLETTA (Reuters) – Libya’s U.N.-backed government has not accepted proposals by Rome aimed at cutting migrant flows to Italy and the two sides are „far apart“ on the issue, Malta’s foreign minister said on Friday.

George Vella, whose government holds the rotating chair of European Union ministerial councils, said he would brief his EU counterparts in Brussels on Monday on a long conversation he held on Thursday on behalf of the Union with the foreign minister of Libya’s embattled, U.N.-backed premier, Fayez Seraj.

Endlich Hoffnung auf Gerechtigkeit für die Opfer des tödlichen Push-Back an spanisch-marokkanischer Grenze

Berlin/Madrid 13. Januar 2017 – Mindestens 15 Tote und viele Verletzte: Das war die Bilanz eines Einsatzes der Guardia Civil, Spaniens paramilitärischer Polizeieinheit, am 6. Februar 2014 an der Grenze zwischen Marokko und der spanischen Exklave Ceuta. Nun hat die Audiencia Provincial (dt. Landgericht) in Ceuta entschieden: Die Ermittlungen gegen die Beamten, die an dem tödlichen Push-Back (dt. völkerrechtswidrige Zurückweisung) beteiligt waren, werden wieder aufgenommen. Es seien nicht genügend Zeugen vernommen worden und die Obduktion der Todesopfer sei ungenügend gewesen. Damit nahm das Gericht eine Beschwerde an, die der Madrider Kooperationsanwalt des European Center for Constitutional and Human Rights (ECCHR) gegen die Einstellung des Verfahrens im Oktober 2015 eingelegt hatte.
