An das Landratsamt Eichsfeld, die Eichsfelder Ausländerbehörde und das Eichsfelder Sozialamt

Wir leben in einem alleinstehenden Wohnhaus, 2 km von dem Ort Breitenworbis entfernt. Nebenan befindet sich eine stinkende Kläranlage sowie eine Mastanlage, was das Wohnen besonders im Sommer unerträglichmacht. 120 Menschen – Familien und Alleinstehende – müssen sich wenige Toiletten, Duschen und Küchen teilen. Um inzukaufen, zum Arzt, zur Schule oder zum Kindergarten zu gelangen, müssen wir mehrere Kilometer zu Fuß auf einer unbeleuchteten Straße laufen. Eine Bushaltestelle gibt es nur im Ort.

Wir fühlen uns von der Gesellschaft isoliert und ausgegrenzt. Besonders für Frauen, die krank sind und schlecht laufen können sowie Mütter mit kleinen Kindern ist dieses Leben unerträglich. Hinzu kommt, dass wir mit unseren Problemen nicht ernst genommen werden.

Sie sollen das Lager nun verlassen – doch wohin? Seit Montag demonstrieren rund 100 von ihnen in Tunis – sie fordern einen Ausweg aus der Auswegslosigkeit.

There is no let-up in the exodus from the north of Mali where French and Malian troops are battling rebels.

Thousands of Malians have become refugees since France began military operations in the north of the country against rebel groups such as the al-Qaeda-allied Ansar al-Dine and the Movement for Unity and Jihad (MUJAO).

Most are fleeing to neighbouring countries already struggling to provide earlier waves of refugees with food and water. At least 800 refugees cross over to Mauritania daily, according to the UN refugee agency UNHCR.

They are joining already overcrowded camps.

L’armée française devrait s’assurer que son allié malien n’empêche pas les journalistes d’enquêter à Sévaré et ailleurs. Au lieu de détourner le regard, elle devrait préserver les preuves de violations graves et protéger les témoins, pour que la justice malienne et la Cour pénale internationale (CPI) puissent faire leur travail.

Au Mali, l’opération Serval commence à peine mais, dans son sillage, émergent déjà des violations graves des droits de l’homme par des éléments de l’armée malienne. A Sévaré, récemment menacée par les groupes islamistes armés, les soldats français patrouillent non loin d’un puits dans lequel des cadavres anonymes, maintenant recouverts d’une couche de terre rouge, se décomposent.

A Seribala, non loin de Niono, un témoin oculaire nous a décrit l’exécution par des soldats maliens de deux civils touareg, avant que des gens ne pillent leurs maisons. Nous enquêtons aussi sur des viols perpétrés par des militaires maliens près de Sévaré.

Il faut reconnaître aux dirigeants français le mérite d’avoir envoyé des messages fermes aux responsables maliens, affirmant que les „dérapages“ ne seraient pas tolérés.

BAMAKO/TIMBUKTU/DAKAR, 31 January 2013 (IRIN) – Ethnic Tuaregs and Arabs in towns across central and northern Mali, including Gao and Timbuktu, have been fleeing into the desert or to neighbouring countries as their houses and shops are looted or they are hunted down on suspicion of being Islamist militants. Fears of inter-communal violence are spreading.
Shops and houses owned by Tuaregs, Arabs or Mauritanians in Timbuktu have been looted since 28 January, according to local reports.

Moulaye Cherif Haïdara, a Malian journalist with national media bureau ORTM, told IRIN from Timbuktu: “Almost all of the Arabs have fled Timbuktu, fearing reprisal attacks. Many here believe Arabs were complicit with the Islamist groups who terrorized populations over recent months.”

Third day of protest

Today, Wednesday, is the third day of protest in front of the UNHCR offices in Tunis. The protesting refugees from Choucha continue to stay and sleep in front of the offices to emphasize their demands. The 91 refugees, among them families and children, have now split up in two groups, as to be present at the front and the backdoor of the offices. This gives them the possibility that each UNHCR staff member going to work is being reminded that there is a great number of asylum seekers left without any prospects for their future. Luckily, there has not been any repression bothering the protest. A military convoy passed by in the night from tuesday to wednesday only requesting some information in a friendly manner. Not only journalists have been interested to learn about the protest and the demands, two politicians have visited the protest camp today inviting a delegation for a discussion. Although the protesters were turned down on tuesday by a UNHCR representative, who told the delegation of refugees that there will be no revision of their cases, they say that “WE ARE NOT LEAVING THE PLACE, NOT UNTIL OUR DEMANDS ARE MET”.

Dimanche soir une dizaine de migrants ont quitté le camp de Choucha pour venir manifester à Tunis. Ils sont arrivés lundi matin et se sont dirigés vers la Place des Droits de l’Homme où ils ont commencé à manifester.

Mais rapidement la police est intervenue et leurs à demander d’évacuer les lieux. Ils ont alors décidé d’observer un sit-in devant les bureaux du UNHCR aux Berges du Lac.

Ces migrants ont tous vu leur demande d’asile rejetée. Ils souhaitent que leur dossier soit réexaminé et sont décidés à rester sur place tant qu’une solution ne leur aura pas été proposée.

Le camp de Choucha doit fermer en juin 2013 et les migrants déboutés ne savent pas où aller. La situation en Libye est encore trop instable et ils disent craindre pour leur vie si ils rentrent dans leur pays d’origine.

EU prepares support to border management in Libya

The Council today approved the crisis management concept for a possible new civilian Common Security and Defence Policy mission to support capacity building for border management in Libya

European experts are primarily to support Libyan authorities in developing capacity for enhancing border security in the short term. Secondly they will assist in developing a sustainable Integrated Border Management concept and strategy, including necessary structures, in line with the priorities agreed with the Libyan authorities.

This will be achieved in a gradually expanding and phased approach, through advising, mentoring and training. As conditions allow, the EU mission will progressively address the different land, sea and air aspects of border management, as well as the necessary coordination required by an integrated approach for decision making and effective operational conduct. Management of migration flows, human rights and links to the wider rule of law reform would also be part of the programme.

The EU High Representative for Foreign Affairs and Security Policy, Vice-president of the Commission, Catherine Ashton, said: „A civilian mission to build Libyan capacities in border security and management is not only important for Libya, but for the entire region. The EU’s plans have been discussed in detail with the Libyan authorities and their ownership is key for us.“

The initial mission mandate would last at least two years. Training is planned to start in Tripoli, but it could be extended to other locations, depending on the security situation and the needs of the Libyans.

Today’s decision definitely initiates operational planning and other preparations. A separate legal act is required to establish the mission.
