Two shipwrecks in one night: Tunisia must protect the rights of refugees

In the night of the 17th to the18th if August 2013, two vessels carrying boat-people were rescued by the Tunisian national navy. The first, carrying 240 people, was located near the Kerkennah Islands, the other, carrying 46 people, was rescued east of Zarzis, off the coast where the Choucha refugee camp is located. Amongst these people, women, children and refugees from Choucha. At east 40 people amongst the shipwrecked – including 12 women – are currently held in the detention centre of Ben Guerdane.
The FTDES observes that:
– Libyan territory is more and more dangerous for migrants
– For lack of having been resettled in a safee country by the UNHCR, the refugees of Choucha are risking their lives to cross the sea
– On the opposite to what has been announced by the Tunisian government one month ago, the refugees have not received Tunisian residence permits
The FTDES :
– Calls on all seafarers, fisherman and the Tunisian, Maltese and Italian authorities in charge of rescue at sea to remain alert and to actively cooperate towards the rescue of all migrants and refugees
– Denounces the passivity of the Tunisian government, Western states and the UNHCR concerning the refugees of Choucha, whom are left with no other alternative than attempting to cross the Mediterranean
– Asks the Tunisian government and the UNHCR to offer all the protection necessary to these people so that they are quickly resettled in a safe country
– Recalls that any refoulement of refugees towards Libya puts their lives at risk and violates the Geneva Convention Relating to the Status of Refugees of which Tunisia is signatory

Deux naufrages de réfugiés en une nuit : La Tunisie doit protéger les droits des réfugiés

Dans la nuit du 17 au 18 août 2013, deux embarcations transportant des boat-people ont été secourues par la marine nationale tunisienne. L’une transportant 240 personnes aux environs de Kerkennah et l’autre au large du camp de Choucha, à l’est de Zarzis avec 46 personnes à bord. Parmi ces personnes, des femmes, des enfants et des réfugiés de Choucha. Au moins 40 de ces personnes dont 12 femmes se trouvent au centre de rétention de Ben Guerdane.
Le FTDES constate:
– Que la Libye est une terre de plus en plus dangereuse pour les migrants
– Que faute de pouvoir être réinstallés dans des pays sûrs par l’UNHCR, les réfugiés de Choucha prennent la mer au péril de leur vie
– Que contrairement à ce qui a été annoncé par le gouvernement tunisien il y a un mois, les réfugiés n’ont pas de carte de séjour
Le FTDES:
– Appelle tous les marins, pêcheurs et autorités tunisiennes, maltaises et italiennes chargées du secours en mer à rester vigilants et à secourir tous les réfugiés en coopération active
– Dénonce la passivité du gouvernement tunisien, des états occidentaux et du HCR concernant les réfugiés de Choucha qui, sans solution, sont poussés à la
mer
– Demande au gouvernement tunisien et à l’UNHCR d’offrir toute la protection nécessaire à ces personnes afin qu’elles soient rapidement réinstallées dans des pays sûrs
– Rappelle que tout refoulement vers la Libye constitue un grave danger et viole la Convention de Genève sur les réfugiés dont la Tunisie est signataire
