The so-called “Arab Spring”, among its multiple outgrowths, has generated a new massive flow of immigrants from North Africa towards Europe. The 2011 Libyan civil war resulted in one million refugees moving to the neighboring countries, which Tunisia was the most affected one with almost 350.000 migrants arriving from Libya, according to IOM data.

BERLIN taz | Die Zahl der Flüchtlinge weltweit ist 2014 auf einen Rekordwert gestiegen. Nach Zählung des UN-Flüchtlingswerks UNHCR waren im Dezember 59,5 Millionen Menschen auf der Flucht. Ein Jahr zuvor waren es 51,2 Millionen – ein Anstieg um etwa 16 Prozent. Ein höherer Zuwachs wurde noch nie dokumentiert. Schon der Vorjahreswert war der höchste seit dem Zweiten Weltkrieg. Rund zwei Drittel aller Flüchtlinge bleiben im eigenen Land, mehr als die Hälfte sind Kinder.
Genf – Mit 38 Millionen Binnenvertriebenen wurde im Jahr 2014 ein neuer, trauriger Rekord erreicht. Diese Zahl an Menschen, die vor Konflikt und Gewalt im eigenen Land auf der Flucht ist, entspricht den Einwohnern von New York, London und Peking zusammen. „Das sind die schlimmsten Zahlen zu Binnenvertreibung seit einer Generation und sie zeigen unser komplettes Versagen unschuldige Zivilisten zu schützen“, sagte Jan Egeland, Generalsekretär des Norwegischen Flüchtlingsrates (NRC).
Die Zahlen wurden vom internationalen Monitoringszentrum IDMC (Internal Displacement Monitoring Centre) des NRC im Rahmen ihres „Global Overview 2015“ herausgegeben. Während die Anzahl der Binnenvertriebenen im dritten Jahr in Folge Rekordhöhe erreichte, zeigt der Report auch, dass es allein im Jahr 2014 elf Millionen neue Binnenvertriebene gab.

GENEVA, 31 March (UNHCR) – The UN refugee agency on Tuesday expressed increasing concern that people needing international protection were being blocked from entering the European Union, citing the deaths of two Iraqi men who were in a group of 12 Yazidi people allegedly beaten by Bulgarian border guards.

The United Nations High Commissioner for Refugees (UNHCR) has sent a number of concrete proposals to the European Union to deal with the challenges posed by the thousands of refugees and migrants who risk their lives trying to reach Europe every year.
The proposals, made by UN High Commissioner for Refugees António Guterres in a letter to the European Union, are part of UNHCR’s Central Mediterranean Sea Initiative (CMSI), which aims to encourage wide-ranging discussions with the European Commission and among European states and other concerned stakeholders to address the challenges of mixed migration in the Mediterranean Sea and to save lives.
As High Commissioner for Refugees, it breaks my heart to see Syrian families fleeing from a horrible war, forced to risk their lives again, on unsafe boats, to find protection in Europe. Since the start of 2015, over 370 people have died trying to cross the Mediterranean – that’s one person drowning for every twenty who made it. But Italy’s Mare Nostrum operation has ended, and the EU’s Triton initiative is limited both in mandate and in resources. Europe must step up its capacity to save lives, with a robust search and rescue operation in the Central Mediterranean – or thousands more, including many, many Syrians, will perish.
To reduce the number of people getting on boats in the first place, more legal avenues are needed for Syrians to seek protection in third countries. Several States provide resettlement and humanitarian admission programmes, but the needs far exceed available spaces. We believe one-tenth of the Syrian refugees would require resettlement as the adequate solution for their protection situation. Flexible visa policies, expanded family reunification, academic scholarships and private sponsor schemes must complement these measures. Following the example of countries like Germany and Sweden, other States in Europe and the Gulf region should consider offering legal access with more opportunities, so as to alleviate some of the pressure on Syria’s neighbours and give more refugees an alternative way of reaching safety.

A new report out last week estimates that two million people, a third of the Libya population, may have been affected, and close to four-hundred thousand people are displaced – as a result of the country’s conflict.
The political crisis and escalation of violence in Libya since May 2014 has led to civilian casualties, massive displacement as well as the destruction of public infrastructure and the disruption of basic services and social protection systems, the multi international agency report entitled Interagency Rapid Assessment Report December 2014, concluded.
