Il „sistema Odevaine“ nasce in Sicilia, e precisamente al Cara di Mineo. Il „sistema“ di gestione dei migranti e dei ricchi flussi di denaro che arrivano dallo Stato per l’accoglienza, un capitolo importante della megaindagine „Mafia capitale“ che ha portato a 37 arresti e 100 indagati, tra neofascisti, ex amministratori e dirigenti del Comune di Roma, aveva il suo cuore pulsante nell’Isola. Questo sostengono i magistrati nell’ordinanza di custodia cautelare che ha portato all’arresto di Luca Odevaine: fino a ieri consulente e dipendente del consorzio gestore del Centro di accoglienza dei richiedenti asilo a Mineo, era riuscito a tessere una tela che gli consentiva di vantare un ruolo privilegiato al tavolo di coordinamento nazionale sull’immigrazione. Odevaine, secondo i magistrati, era a libro paga di Massimo Carminati, il capo della „cupola nera“, perché capace di indirizzare l’assegnazione dei migranti dal Cara di Mineo in altri centri di accoglienza di imprenditori „amici“.

Government authorities and aid agencies in Tunisia say they are prepared for a sudden additional flood of refugees from Libya despite growing public hostility to the influx ahead of presidential elections.

A crisis plan drafted by a working group of Tunisian regional and central authorities, local civil society organizations, UN agencies and international NGOs aims to ensure space for refugees in the event of the security situation deteriorating rapidly.

In Medenine Governorate, which borders Libya, the local authority has reserved 14,500 spots for potential refugees in indoor halls, youth hostels, and hotels. Similar measures are to be taken in Tatooine Governorate, which could also be affected.

UNHCR warns of winter crisis for almost 1 million displaced Iraqis and Syrians

GENEVA, November 11 (UNHCR) – The UN refugee agency on Tuesday warned that a US$58.45 million funding shortfall, coupled with this year’s sharp recent growth in internal displacement, could leave up to 1 million Syrians and Iraqis without proper help as winter approaches.

„The shortfall affects our winter preparedness programmes, although we have already invested US$154 million on winter aid for Syrian and Iraqi refugees and internally displaced, and means that UNHCR is having to make some very tough choices over who to prioritize,“ chief spokesperson Melissa Fleming said in Geneva.

„Factors we are considering include the elevation of refugee settlements, the composition of the family unit (e.g. number of children and female-headed households), family health concerns, new arrivals, available family resources, shelter conditions and other considerations. For those we’re unable to prioritize, the conditions could nonetheless be very tough,“ she added.

Auffanglager für Flüchtlinge in Nordafrika?

Neuer Vorstoß von Bundesinnenminister Thomas de Maizière zur Auslagerung des Flüchtlingsschutzes

Bundesinnenminister Thomas de Maizière hat im Morgenmagazin des ZDF heute erläutert, dass „Willkommens- und Ausreisezentren“ außerhalb Europas eingerichtet werden sollen.

Die italienische Seenotrettungsmission „Mare Nostrum“, bei der mehr als 150.000 Menschenleben gerettet wurden, wird hingegen beendet.

„Was wir eigentlich brauchen – das haben wir auch mit den Innenministern besprochen – wir müssen in den Transitländern möglicherweise so etwas wie Willkommens- und Ausreisezentren machen. Der UNHCR, das Weltflüchtlingswerk der UNO könnte sie betreiben, um dann zu entscheiden, wer geht zurück und wer kommt nach Europa“, so der Bundesinnenminister.

Last Refugees in Choucha, Tunisia

The UNHCR Choucha Refugee Camp opened in 2011, just seven kilometres away from the Tunisia-Libya border crossing of Ras Ajdir, to help the thousands of people fleeing the conflict in Libya. Most of the those who fled in 2011 returned home but some 4,000 could not go back for fear of persecution. These individuals were granted refugee status by the UNHCR and took refuge in the Choucha Camp. Tunisia did not – and still does not – consider applicants for refugee status. According to UNHCR, most of the refugees from Choucha have already been taken by the United States (1,717) and Norway (485). The EU has been fairly strict on resettlement; Germany took the most refugees at 201, Britain took three, Italy two and France one.

However, some still remain as they have nowhere else to go.

Mare Nostrum wird um 2 Monate verlängert, aber auf ein Sparflammen-Programm heruntergefahren. Zugleich kündigt der italienische Innenmister an, dass EU-Flüchtlingslager innerhalb der nächsten 2 Monate in Libyen geschaffen würden.

As at Wednesday 8/10/2014, four(4) members of I.O.M visited the camp to discuss with the occupants, the conversations ensued: The voluntary return program, possibilities for status refugees and as well to obtain the correct statistics from the camp inhabitants. When prejudice by members of the camp for a proper explanations i.e, why should we write a list of names for the I.O.M and who(mean source of the eviction order)?

Lebanon to set up refugee camps along border with Syria

BEIRUT – Lebanon has decided to set up two camps for Syrian refugees for the first time along its border with war-torn Syria, Social Affairs Minister Rashid Derbas said on Thursday.

The move comes despite long-standing reservations among many in Lebanon over establishing such camps, for fear they will encourage Syrians to stay in the country or threaten its security.

There are already more than 1.1 million Syrian refugees in Lebanon, which has a population of just four million people. Many are already living in informal tented settlements on farmland or empty fields in parts of the country.

EU provides assistance to people displaced by Libya conflict

Responding to the deteriorating security situation in Libya which has led to an increase in casualties and displacement, the EU is providing some €215 000 to support the International Federation of the Red Cross and Red Crescent (IFRC). More than 600 people have been killed since the attacks in July and August, and at least 10 000 families have been displaced.
