Die etablierte rechtsliberale Tageszeitung „Il Giornale“ beschreibt detaillierte Pläne des Einsatzes italienischer Kriegsschiffe ab dem 10. August 2017 in libyschen Gewässeren unter dem Titel, dass „der [bevorstehenden italienischen] Mission in Libyen schon jetzt das Wasser bis zum Hals“ stehe. Das italienische Militär verfügt nicht über Pläne, wie sie mit dem üblichen Massenaufbruch von vielen Flüchtlingsbooten gleichzeitig umgehen will. Die italienischen wie libyschen Kapazitäten reichten nur für jeweils einen Pushback von wenigen hundert Personen. Zudem benennt die Zeitung die seit langem bekannte Sache, dass die kommerzielle Fluchthilfe auch von hartgesottenen mafiaähnlichen Gruppen getätigt wird, die sich das Stoppen ihrer Flüchtlingsschiffe nicht einfach gefallen lassen werden. Schließlich weist die Zeitung auf wachsende Attentatsgefahr durch IS-nahe Kräfte direkt vor Ort hin, falls die italienische Mission beginnt. (Dabei unterschlägt „Il Giornale“, dass auch nichtdschihadistische Milizen bewaffnete Aktionen gegen die Mission als naheliegend ansehen können.) Als allerletzten Punkt führt die Zeitung auf, dass der militärische Pushback wohl unter der Schirmherrschaft von UNHCR und IOM stattfinden soll, aber keine Internierungslager dieser global agierenden Organisationen zur Verfügung stehen.

MSF refuses to sign NGO ‚code of conduct‘
‚Problematic points‘, Save the Children signs up
ROME – Doctors Without Borders (MSF) did not on Monday sign an NGO ‚code of conduct‘ in the latest meeting called by the Italian interior ministry. The announcement was made by general director of MSF Italy Gabriele Eminente, who cited „problematic points“ within it.
Save the Children signed it but the German NGO Jugend Rettet did not. They were the only organizations in attendance. The code lays down 12 commitments that NGOs would have to adhere to in their search and rescue missions. These include promising not to cross into Libyan territorial waters, cooperating with investigations looking into migrant trafficking, and being transparent with their funding. In late April, an Italian attorney from the port city of Catania accused some NGO members of working with human smugglers, a charge that the charities have strenuously denied.

In Westlibyen – dort, wo die Boat People ablegen – sei eine Neugruppierung der Milizen im Gange, mit neuen Allianzen untereinander. Italien, aber auch Frankreich litten mit ihren Plänen unter „Realitätsverlust“.

Libia, ovvero l’insostenibile leggerezza di una missione. La missione navale italiana. Dove l’insostenibile leggerezza non è tanto nel suo aspetto militare quanto su quello politico. Stando alle ultime indiscrezioni, che saranno sciolte martedì in Parlamento dai ministri della Difesa e degli Esteri, Roberta Pinotti e Angelino Alfano, l’Italia risponderà alla richiesta del Governo di accordo nazionale libico inviando una nave e rafforzando l’addestramento della Guardia Costiera di Tripoli. Pensare che una nave militare, a supporto di una Guardia non proprio super professionale, possa contribuire ad una svolta significativa nel contrasto ai trafficanti di esseri umani, più che una speranza è una illusione.

Dignity Operation threatens to respond to deployment of Italian vessels in Libyan waters
“The response to the Italian intervention in the Libyan waters will be strong”, spokesperson of Dignity Operation, Ahmed Al-Mismari, has threatened.
The parallel Libyan News Agency in the eastern region quoted Sunday Al-Mismari as saying that Khalifa Haftar-led army will not accept the division of Libya and the foreign agendas in it.
He claimed that the Italian intervention in the Libyan waters is reckless and aims to undermine the French initiative, which was hailed by the EU, AU and the UN.

Following up on the Commission’s Action Plan to support Italy from 4 July, the EU Trust Fund for Africa adopted today a programme worth €46 million to reinforce the integrated migration and border management capacities of the Libyan authorities.
The new actions respond to the measures proposed under the Action plan to address the migratory flows along the Central Mediterranean Route. The programme aims at stepping up activities in support of the Libyan Border- and Coast Guards, to enhance their capacity to effectively manage the country’s borders. The programme will be implemented by the Italian Ministry of Interior and co-financed by Italy.

2 women, 5 children among dead

The death toll has risen to seven after a refugee boat sank off Turkey’s Aegean coast on Thursday evening, the Turkish Coast Guard confirmed Friday.
Two women and five children died when the boat carrying 18 people capsized at around 9 p.m. local time [1800GMT] near the Cesme district of the Aegean province of Izmir. The boat was headed to the Greek islands.
Three boats and one helicopter were dispatched by the Coast Guard in a rescue operation.

There was a serene, enchanting glow to the view from the Vos Prudence search-and-rescue ship as it slowed to a standstill off the Libyan coast a few hours after sunset.
Three bright orange flames from an oil-rig were visible on the horizon. Closer to the ship, a seagull appeared over a moonlit strip of sea, flying so low it almost brushed against the waves.
We were on a ship run by the charity Médecins Sans Frontières on a mission to rescue migrants in distress at sea.
Days and nights passed with nothing in view but the open sea, until suddenly, out of the blue, the people start coming.
They are pushed out to sea from the Libyan coast, on unseaworthy boats packed with as many people as they could carry. They come from across North and sub-Saharan Africa, the Horn of Africa, Bangladesh, and Syria.

Reports out of Northern Cyprus suggest that the C-Star, the former floating armoury being used by right-wing extremists to hinder humanitarian rescue vessels in the Mediterranean, has been stopped, its crew forced to leave and its captain arrested.
According to a report by the largest Turkish Cypriot newspaper, Kibris Postasi (Cyprus Post), the C-Star’s captain and his deputy were taken into custody – allegedly over false documents – and the ship was evacuated.
This follows briefings and representations made by HOPE not hate and other NGOs to the local authorities.

E su quest’ultimo punto „chiede al governo italiano un sostegno tecnico con unità navali italiane nel comune contrasto al traffico di esseri umani da svolgersi in acque libiche“. Nella conferenza stampa congiunta svoltasi al termine del colloquio Gentiloni precisa che „la richiesta è attualmente all’esame del nostro ministero della Difesa“. „Le scelte – aggiunge – saranno valutate dalle autorità libiche e con il Parlamento italiano. Ma se valuteremo la possibilità di rispondere positivamente, come credo necessario, può rappresentare un punto di novità molto rilevante per i contrasto al traffico di esseri umani“.
