(Eigener Bericht) – Menschenrechtsorganisationen erheben schwere Vorwürfe gegen Libyen und die EU. Dafür kämpft die Gruppe ‚Lampedusa in Hamburg’ seit über 1 Jahr mit unzähligen Veranstaltungen, Besuchen von Schulen, Universitäten, Nachbarschaftsversammlungen, Kirchen, mit Demonstrationen und anderen Aktionen, zuletzt mit einem Sitzstreik auf dem Rathausmarkt, bei dem durch brutale Polizeiangriffe 5 Menschen verletzt und 7 festgenommen wurden. Dafür haben wir zusammen am 1. Mai in der DGB-Demo und in einer Parade demonstriert, nach der eine ehemalige Schule in der Laeiszstraße zum Refugee Welcome Center erklärt wurde, dem Lampedusa in Hamburg Haus.

„[…] CM: […] I spoke yesterday with [Italian Interior] Minister [Angelino] Alfano to see how we can help them. Because they say, “Europe is not helping,” but we are actually—a lot. We need to assess exactly how much more we can help them and what they need. Because crying for help is one thing, but you can’t sign a check—we need blankets, a reception center, a boat. They need to be more specific. They also need help with Mare Nostrum. This is something they need to discuss in the context of Frontex with the member states, to see how they can help. Mare Nosturm is a very expensive operation. I am full of admiration, it has saved thousands and thousands of lives. We have contributed a little bit from the EU but it is a very expensive operation. So to just replace it with a Frontex operation is not possible. They don’t have the money for that. The Frontex budget is €90 million and not all of that can go to operational issues. And the Mediterranean is very big.
And member states have capped the budget. Maybe some member states are willing to contribute more. Outside the context of Frontex, too, we can look at how countries can help. But I don’t think they have the economic means to continue with this.

Libya – IOM is today conducting a one day inter-ministerial workshop in Tripoli to develop a strategic action plan for Libya in the field of migration.
The session aims to identify migration priorities to guide the development of future policies and programmes related to migration, and will reflect Libyan national interests, applicable human rights guarantees, and support for the socio-economic development of the country.
Eight Libyan ministries with migration functions are set to attend. They include the Ministries of Interior, Foreign Affairs, Labour and Capacity Building, Health, Finance, Justice, Defence and Social Affairs. Participants will agree on a draft outline strategic action plan.
While the EU Council will discuss today the strategic orientations of the EU’s migration policy, we publish an article on the lack of follow up on the left-to-die boat case, the structural causes of the deaths of migrants at sea and the fundamental policy reorientation necessary to put an end to them. We also make available a synthetic video animation concerning the left-to-die boat.

Researchers participating in the reconstruction of the 2011 “Left-to-die boat” case in which 63 migrants lost their life under NATO’s eyes, summarize three years of inconclusive demands for disclosure and justice. As the European Council addresses the EU’s long-term migration policy, they say deaths of migrants at sea will continue short of ending the EU’s policy of closure towards non-European migrants.

Detained Migrants, Asylum Seekers Describe Torture, Other Abuse in Detention
Detainees have described to us how male guards strip-searched women and girls and brutally attacked men and boys. The political situation in Libya may be tough, but the government has no excuse for torture and other deplorable violence by guards in these detention centers.

Da oltre un mese, la popolazione di Bengasi è sotto le bombe. Di nuovo. Ma stavolta non sono quelle della Nato o di Gheddafi.
Il 16 maggio il generale in pensione Khalifa Haftar ha lanciato l’offensiva militare chiamata “Operazione dignità” contro Ansar al-Sharia e altri gruppi armati islamisti. Una missione di ricerca di Amnesty International, appena rientrata da Bengasi, ha documentato numerosi casi in cui civili estranei ai combattimenti sono stati feriti o uccisi e in cui attacchi imprecisi o diretti volontariamente contro obiettivi civili hanno centrato abitazioni private e strutture mediche.

Der ehemalige libysche General Khalifa al-Haftar hat sich den Kampf gegen die Islamisten auf die Fahne geschrieben. Manche sehen ihn als Retter, andere als Vasallen der USA oder als machtgierigen Feind des Islam.
Er wolle nicht Präsident werden, ausser es sei der Wille des Volkes, hat Khalifa al-Haftar einer ägyptischen Zeitung erklärt. Der ehemalige libysche General, der Mitte Mai in Benghasi eine blutige Offensive gegen islamistische Milizen gestartet hatte, suggeriert ganz offen Parallelen mit den Ereignissen im Nachbarland. Seine Wortwahl folgt exakt jener von Ägyptens ehemaligem Armeechef und neuem Präsidenten Abdelfatah as-Sisi, der im letzten Sommer die Entmachtung der Muslimbrüder orchestriert hatte.
