RFS condemns Serraj PC for institutionalising Rada militia with increased powers

The Faiez Serraj-led Presidency Council has dissolved the Special Deterrence Force ”Rada” and rebranded it with increased powers (Logo: SDF).

London, 16 May 2018:

Reporters Without Borders (RSF) has called for the immediate withdrawal of a decree by the Faiez Serraj-led and internationally recognized Presidency Council / Government of National Accord (PC/GNA) in Tripoli that would turn a militia, guilty of abuses against journalists, into an anti-crime unit with very broad surveillance powers.

In a statement released yesterday, RSF said that decree gives a blank cheque to the militia that prosecutes journalists. It added that Article 13 of Decree No. 555, issued on 7 May, dissolves “Al Radaa” (The Special Deterrence Force led by Salafist Abdelrauf Kara) – a militia responsible for kidnapping, detaining and torturing many journalists and ransacking Annabaa TV’s headquarters twice. Am Samstag hat die Aquarius (SOS Mediterranée) 73 Boat-people vor Libyen gerettet. Unter ihnen waren 37 Algerier*innen.

Quelque 73 migrants, dont trois enfants, ont été secourus samedi au large de la Libye par l’Aquarius, navire affrété par SOS Méditerranée et Médecins sans frontières (MSF), selon une photographe de l’AFP se trouvant à bord. Parmi les personnes secourues figuraient 12 femmes, 9 adolescents et 3 enfants. 37 sont algériens, les autres étant presque tous originaires d’Afrique subsaharienne. Par ailleurs, l’ONG allemande Seefuchs ont annoncé avoir récupéré 19 personnes qui étaient en route pour le port sicilien de Trapani où elles seront débarquées. Selon un tweet de l’Organisation internationale pour les migrations (OIM), les gardes-côtes libyens ont quant à eux récupéré 241 personnes reconduites en Libye, ce qui porte leur total à 6.400 cette année.

March 2017 was coming to a close when Italian Interior Minister Marco Minniti gathered a number of local leaders from Fezzan, in the southwestern region of Libya, to negotiate a peace agreement in Rome. His goal was to end hostilities between the Toubou, Tuareg, and Awlad Suleiman tribes, and to regain control over the border with Niger, the main entry point for migrants. One year later the invisible line dividing the two countries is still the focus of European attention, but the agreement seems bound to fail and Niger has stopped evacuating migrants from Libya. Maltese authorities are failing to rein in illegal fuel smuggling, turning the island into a haven for traffickers of oil from Libya.
International observers have warned that it is contributing to destabilisation in Libya and costing the country nearly $1bn (£740m) a year in lost revenue.

An investigation by the Daphne Project, a consortium of 18 media organisations that has taken on stories pursued by the murdered Maltese journalist Daphne Caruana Galizia, has found evidence that Malta failed to act on calls by Italian authorities to try to stop the illicit trade.

BERLIN taz | 17 Überlebende eines Schiffsunglücks im Mittelmeer haben am Dienstag Italien beim Europäischen Gerichtshof für Menschenrechte verklagt. Italien habe durch seine Kooperation mit der libyschen Küstenwache am 6. November 2017 ein Schiffsunglück mit über 20 Toten provoziert, heißt es in der Klageschrift.

Die Kläger saßen in einem mit 145 Menschen besetzten Schlauchboot, das an jenem Tag etwa 30 Seemeilen nördlich von Tripolis in Seenot geraten war. Die italienische Rettungsleitstelle hatte die libysche Küstenwache zum Unglücksort gerufen, der in internationalen Gewässern liegt. Dort war bereits das Schiff „Sea Watch III“ der gleichnamigen deutschen Seerettungsorganisation im Einsatz. Sea Watch wollte die Menschen nach Italien bringen – die Libyer wollten sie nach Libyen zurückbringen.

Wegen Abstimmungsschwierigkeiten zwischen Italien und Großbritannien mussten über 100 Flüchtlinge zwei Tage auf einem Boot im Mittelmeer ausharren.

AN BORD DER AQUARIUS afp/dpa | Wegen bürokratischer Abstimmungsschwierigkeiten zwischen den Behörden in Italien und Großbritannien haben mehr als hundert Flüchtlinge knapp zwei Tage auf dem Mittelmeer ausharren müssen. Rom gab schließlich am Montagabend grünes Licht für den Transfer der Flüchtlinge auf ein größeres Schiff und damit nach Italien, wie die Küstenwache des Landes mitteilte.

Die italienische Küstenwache hatte ein von der Nichtregierungsorganisation Proactiva Open Arms gechartertes Schiff am frühen Sonntagmorgen zunächst über ein vor der libyschen Küste in Seenot geratenes Boot mit 105 Migranten an Bord informiert, aber auch erklärt, dass die libysche Küstenwache den Einsatz übernehme. Einem italienischen Abgeordneten an Bord des Proactiva-Schiffes „Astral“ zufolge erschien die libysche Küstenwache aber nicht zu dem Einsatz, weshalb die „Astral“ die Menschen aufgenommen habe.

On 6 November 2017, the rescue NGO Sea Watch (SW) and a patrol vessel of the Libyan Coast Guard (LYCG) simultaneously directed themselves towards a migrants’ boat in distress in international waters. The boat, which had departed from Tripoli a few hours earlier, carried between 130 and 150 passengers. A confrontational rescue operation ensued, and while SW was eventually able to rescue and bring to safety in Italy 59 passengers, at least 20 people died before or during these events, while 47 passengers were ultimately pulled back to Libya, where several faced grave human rights violations – including being detained, beaten, and sold to an other captor who tortured them to extract ransom from their families. The unfolding of this incident has been reconstructed in a video by Forensic Oceanography in collaboration with Forensic Architecture.

Die libysche Küstenwache hat ein Schiff der Hilfsorganisationen SOS Mediterranee und Ärzte ohne Grenzen daran gehindert, Flüchtlinge von einem überfüllten Schlauchboot zu retten.

(afp) Die libysche Küstenwache hat am Sonntag ein von Hilfsorganisationen gechartertes Schiff an einer Rettungsaktion für in Seenot geratene Bootsflüchtlinge gehindert. Dies berichtete ein AFP-Fotograf an Bord der «Aquarius». Wie der Journalist berichtete, war das Schiff von der italienischen Küstenwache über ein überfülltes Boot vor der libyschen Küste informiert worden. Auch die libysche Küstenwache war informiert worden.

Onio Reina recuerda como si fuera ayer el momento en el que pisó por primera vez la arena de las playas de Lesbos. Era diciembre de 2015 y este bombero sevillano acababa de llegar a la isla junto a otros tres compañeros tras un largo trayecto en coche desde España. Uno de los vecinos les hizo señales pidiendo ayuda: había dos embarcaciones repletas de gente acercándose a la orilla. Ellos acudieron, aunque ni siquiera llevaban encima el material de rescate que habían traído para colaborar como voluntarios en las tareas de salvamento de refugiados.
