NIAMEY, Niger — In a bare suite of prefab offices, inside a compound off a dirt road, French bureaucrats are pushing France’s borders thousands of miles into Africa, hoping to head off would-be migrants.

All day long, in a grassy courtyard, they interview asylum seekers, as the African reality they want to escape swirls outside — donkey carts and dust, joblessness and poverty, and, in special cases, political persecution.

If the French answer is yes to asylum, they are given plane tickets to France and spared the risky journey through the desert and on the deadly boats across the Mediterranean that have brought millions of desperate migrants to Europe in recent years, transforming its politics and societies.

CARA DI MINEO, Italy – The first glimpse of Italy’s largest refugee camp brings to mind an American suburb with its neat rows of houses in warm hues, fronted by square lawns. The spell is broken at the entrance, where barbed-wire fences are manned by heavily armed soldiers in camouflage gear.

Cara di Mineo, also known as Solidarity Village, houses roughly 3,000 asylum seekers far away from the towns and cities of eastern Sicily and owes its suburban look to the U.S. soldiers at the nearby Sigonella base, who once barracked here.

Rund 120.000 Menschen sind im vergangenen Jahr über die zentrale Mittelmeer-Route aus Nordafrika nach Italien gelangt. Die meisten von ihnen kamen in der ersten Jahreshälfte. Ab Juli 2017 ging die Zahl plötzlich stark zurück – von rund 23.000 im Juni auf zunächst 11.000 im Juli und später auf knapp 4.000 im August. Seitdem ist die Zahl fast konstant geblieben.

Für den Rückgang gibt es im Wesentlichen drei Gründe. Zum einen fahren in den Herbst- und Wintermonaten aufgrund der schlechten Wetterbedingungen weniger Boote. Zum anderen hat die libysche Küstenwache im Juli 2017 begonnen, gemeinsam mit der italienischen Marine in den Gewässern vor der libyschen Küste flächendeckend zu patrouillieren. Wenn Flüchtlinge von der libyschen Marine aufgegriffen werden, müssen sie zurück nach Libyen. Die Zahl der Geflüchteten, die zurückgebracht wurden, blieb jedoch bis Ende 2017 gering.

Pendant deux jours, les 17 et 18 février, des associations et des avocats sont intervenus à la frontière entre la France et l’Italie pour permettre aux personnes se présentant à la frontière française d’exercer leurs droits, conformément à ce que prévoient le droit français, le droit européen et le droit international.

Les représentants d’associations françaises mais également italiennes, ainsi que des avocats exerçant en France comme en Italie (venant de Nice, Lyon, Paris, Toulouse, Milan, Gênes et Turin), ont observé la situation à la frontière et assisté des personnes illégalement refoulées de France, pour qu’elles fassent valoir leurs droits devant le tribunal administratif de Nice. Ce dernier a été saisi de 20 cas de refoulements d’enfants non-accompagnés. […]

Rivolta per la libertà nell’hotspot di Milo, a Trapani. Sessanta tunisini hanno atteso l’ora di cena, sabato sera, per tentare la fuga dal centro di accoglienza. La ditta che fornisce i pasti, infatti, arriva alle 19 e i cancelli, sotto la vigilanza della polizia, vengono spalancati. I maghrebini stavolta non si sono messi in fila per ricevere il pasto ma si sono disposti in blocco e si sono scagliati contro dieci poliziotti. I tunisini, in attesa di rimpatrio, hanno tentato di fuggire. I poliziotti sono riusciti a contenere la rivolta ma poco dopo all’interno dell’hotspot è scoppiato un incendio. Gli ospiti hanno dato fuoco ai materassi e agli abiti, hanno spaccato le vetrate e divelto gli infissi. Diversdi i lanci di vetri e infissi spaccati all’indirizzo della polizia. Tre gli agenti che hanno riportato lievi ferite al viso e alle mani e sono stati medicati: otto i giorni di prognosi. Uno dei tunisini ha chiesto di essere accompagnato in ospedale per un malore ma poco dopo è fuggito via.
