Trípoli, 16 may (EFE).- La organización humanitaria Médicos sin Fronteras (MSF) denunció hoy que existe un elevado número de migrantes y refugiados en cárceles clandestinas en Libia y que la tortura y el secuestro son una práctica generalizada que, lejos de disminuir, „va en aumento“.

En un comunicado remitido a Efe, el jefe de la misión de MSF en Libia, Christophe Biteau, advirtió, igualmente, de que la distinción entre las redes clandestinas dedicadas al tráfico de personas y los servicios oficiales de guardacostas, a los que financia la Unión Europea, no es siempre clara. RFS condemns Serraj PC for institutionalising Rada militia with increased powers

The Faiez Serraj-led Presidency Council has dissolved the Special Deterrence Force ”Rada” and rebranded it with increased powers (Logo: SDF).

London, 16 May 2018:

Reporters Without Borders (RSF) has called for the immediate withdrawal of a decree by the Faiez Serraj-led and internationally recognized Presidency Council / Government of National Accord (PC/GNA) in Tripoli that would turn a militia, guilty of abuses against journalists, into an anti-crime unit with very broad surveillance powers.

In a statement released yesterday, RSF said that decree gives a blank cheque to the militia that prosecutes journalists. It added that Article 13 of Decree No. 555, issued on 7 May, dissolves “Al Radaa” (The Special Deterrence Force led by Salafist Abdelrauf Kara) – a militia responsible for kidnapping, detaining and torturing many journalists and ransacking Annabaa TV’s headquarters twice. Die Staatsanwaltschaft Catania (Sizilien) hat sich zu einer Agentur der Repression im zentralen Mittelmeer entwickelt. Doch die Sozialgeschichte der Flucht über das Mittelmeer und des informellen Handels lässt sich nicht in das staatsanwaltliche Konstrukt einer allumfassenden OK einpassen.

Mehr als die Hälfte des libyschen Diesel-Exports geht auf Schmuggelwegen ins Ausland. Das ist zunächst nicht weiter verwunderlich. Schon immer haben Preisunterschiede zwischen Ländern zu kleinem, aber massenhaftem Dieselschmuggel geführt. An den Straßen Südtunesiens verkaufen seit langer Zeit arme Leute libyschen Diesel aus Kanistern, genauso wie an den Straßen Westmarokkos algerischer Diesel verkauft wird. Im Falle Libyens kommt hinzu, dass das Land seit 2011 durch diverse lokale Milizen beherrscht wird.

Ebenfalls ist nicht verwunderlich, dass die Boat-people den Routen des Warenverkehrs folgen, hier also den Pipelines und den Dieselschiffen oder auch den Orientierungspunkten auf dem Meer, den Off-Shore-Ölplattformen mit ihren riesigen Aufbauten und fackelnden Feuern. Die kleinen Geschäftsleute auf dieser Route haben die besten transnationalen Verbindungen und können am ehesten für den migrantischen Transfer bürgen.

Die Staaten Italien und Malta und das italienische Öl-Grossunternehmen ENI haben sich in den letzten Jahren in diese Geschäfte auf widersprüchliche Art verstrickt. Einerseits bezahlt die ENI seit 2011 Lokalmilizen in Westlibyen, offensichtlich mit Zustimmung der italienischen Regierung, damit sie die „italienischen“ Raffinerien an der libyschen Küste und das libysche Ende der Meerespipeline bewacht. Andererseits sind seit Jahr und Tag eben diese Milizen im Dieselschmuggel und in der kommerziellen Fluchthilfe engagiert dabei. Einerseits übernimmt der italienische Staat alle Boat-people aus der riesigen maltesischen SaR- (Such- und Rettungs)-Zone, andererseits wird der maltesischen politischen Klasse und der sizilianischen Cosa Nostra eine wachsende internationale Brokerfunktion auf dem Dieselschmuggelmarkt zugestanden. Der Preis des Diesels der neuen offiziösen Schmuggler-Kartelle liegt bei einem Drittel des offiziell exportierten libyschen Diesels. Der Dieselschmuggel der kleinen Leute wird im zentralen Mittelmeer verdrängt.

Die Hiebe der Peitsche sind deutlich zu hören. Immer wieder schlägt sie auf den Gefolterten ein. Sein Rücken ist von offenen Wunden übersät. Er fleht: „Bitte, bitte schickt das Geld!“ Es sind schockierende Videos, die vor einigen Wochen im Netz auftauchten. Darin zu sehen sind sudanesische Flüchtlinge, die in Libyen blutig geschlagen und mit brennender Flüssigkeit übergossen werden. Die Videos wurden an Angehörige geschickt, um von ihnen Lösegeld zu erpressen.

Rund 2500 Kilometer entfernt, in Frankreich, sitzt Abu B. und weint. In den Videos sehe man, wie zwei seiner Brüder schwer misshandelt würden, erzählt er Reportern des belgischen Fernsehens. „Sie wollen 10.000 Euro, damit sie freikommen“, sagt er und verstummt. Und Abu B. ist kein Einzelfall.

Situation of human rights in Libya continues to deteriorate: UN Libya Experts Panel report

In the section on violations of human rights and international humanitarian law, the UN Libya Experts Forum report said that ‘‘The situation of human rights in Libya continues to deteriorate, highlighted by the UN High Commissioner for Human Rights at the end of his visit to Libya on 12 October 2017.

In the absence of a functioning security and justice sector, policing and detention tasks are delegated to state-affiliated armed groups. An increasing number of armed groups subscribing to the Salafi-Madkhali ideology are in charge of the security sector in Libya. They are also taking control of social and religious institutions.

Diversion of state funds and financing of armed groups: UN Libya Experts Panel report

On the topic of the diversion of state funds and financing of armed groups, the 157-page UN Libya Experts Panel report said that ‘‘The launching of operations Dignity and Dawn, respectively in May and July 2014, not only constituted a significant deterioration in the political and security situation in Libya, but also dramatically accelerated the depletion of Libya’s wealth.

The absence of effective control mechanisms, complicity of members of the political establishment and empowerment of armed groups have led to unprecedented levels of diversion. While at first motivated by a will to finance political and military operations, members of those networks have since developed networks of private interests across the board. For instance, letters of credit, debit cards, fuel smuggling, trafficking of subsidized products and extra-budgetary expenses have all been channels of diversion used by armed groups (and their sponsors) to finance themselves through one source: diversion of Libya state funds.

Most Libyan militias involved in illegal migration activities are nominally affiliated to official state security institutions, the UN Libya Experts Panel report states in its section on human trafficking and financing of armed groups.

‘‘Armed groups, which were party to larger political-military coalitions, have specialized in illegal smuggling activities, notably human smuggling and trafficking. The drastic rise in the numbers of migrants starting in 2014 indicates that illegal migration in Libya is not the preserve of isolated armed groups but of much larger coalitions. Most armed groups involved in these illegal activities were nominally affiliated to official security institutions. In 2014, the number of migrants that took the central Mediterranean route (great majority through Libya) was 170,664, compared to 45,298 and 15,151, respectively in 2013 and 2012.

UNITED NATIONS (Reuters) – Most armed groups involved in human smuggling and trafficking in Libya have links to the country’s official security institutions, sanctions experts said in a confidential report to a U.N. Security Council committee seen by Reuters on Wednesday.

People smugglers operating with impunity in Libya have sent hundreds of thousands of migrants to Europe, mainly Italy, by sea since 2014. Thousands have died during the voyages.

“Armed groups, which were party to larger political-military coalitions, have specialized in illegal smuggling activities, notably human smuggling and trafficking,” experts reported to the 15-member Security Council committee. They said most of these armed groups “were nominally affiliated to official security institutions.”
