Ziegler: Das stimmt, und dieses Ertrinkenlassen ist unterlassene Hilfeleistung für Menschen in Todesgefahr, was in allen europäischen Staaten unter Strafe steht. Also macht sich die EU nicht nur moralisch, sondern auch strafrechtlich schuldig.

23 Bootsflüchtlinge wurden nach ihrer Ankunft am Strand wegen behördlicher Ebola-Hysterie 5 Stunden in praller Sonne (30 Grad) isoliert, in unmittelbarer Nähe von badenden Touristen. Anschließend wurden wie von Müll-LKWs abtransportiert.

Nonostante il mare forza 4, con onde alte oltre quattro metri, la Guardia Costiera ha completato ieri sera il soccorso di 35 migranti, algerini e tunisini, che erano a bordo di un barchino avvistato da un peschereccio 25 miglia a sudovest di Lampedusa. I migranti sono stati trasferiti a bordo della motovedetta CP309, che, nonostante il mare grosso, è riuscita ad attraccare a Lampedusa poco dopo le 22,30. Al soccorso ha partecipato anche una seconda motovedetta della stessa Guardia Costiera, che ha fornito assistenza durante il trasferimento dei migranti a bordo dell’altra unità.

At least 24 drown in migrant boat sinking off Istanbul: reports

ISTANBUL: At least 24 illegal migrants drowned Monday when a boat taking them towards European Union waters sank in the Black Sea just off Istanbul, Turkish media reported. Seven people were rescued and nine more were missing from the stricken boat, which had set off earlier from Istanbul and had traveled through the Bosphorus Strait on its way to Romania.

Those on board were Afghans who had paid several thousand euros each in search of a better life in the EU and had set off earlier from Bakirkoy, an Istanbul suburb on the Sea of Marmara side of the Bosphorus.

ICS Reaffirms Migrant Rescue Obligation

The rescue of all persons in distress at sea – including illegal migrants – is an obligation under international maritime law, as well as being a long established humanitarian duty, says the International Chamber of Shipping (ICS).  ICS is the global trade association for commercial ship operators, whose ships are currently involved on a daily basis in the rescue of refugees at sea in the Mediterranean.

Whatever may be decided by policy makers in EU Member States, the legal and humanitarian obligation of merchant ships to provide assistance to anyone in distress at sea will remain unchanged, says ICS.

Commenting on new reports that some European Union Ministers have expressed concerns that search and rescue operations have acted as a ‘pull factor’ for illegal migration, encouraging people to make dangerous crossings in the expectation of rescue, ICS notes that merchant ships are legally required to rescue persons in distress at sea by the UN International Maritime Organization’s Safety of Life at Sea Convention (SOLAS), to which virtually every maritime nation is a Party.

Under SOLAS, and the International Convention on Maritime Search and Rescue, the obligation of the ship Master to render assistance is complemented by a corresponding obligation of IMO Member States to co-operate in rescue situations, thereby relieving the Master of the responsibility to care for survivors, and allowing individuals who are rescued at sea in such circumstances to be delivered promptly to a place of safety.

The shipping industry is therefore very concerned by reports that the new EU Frontex operation ‘Triton’ will have a third of the budget of the current Italian ‘Mare Nostrum’ operation which it replaces, that its primary focus will be border control, and that search and rescue operations may be reduced in international waters.

It will clearly be much more difficult for merchant ships to save lives at sea without the adequate provision of search and rescue services by EU Member States. Moreover, whenever a ship performs its legal and humanitarian obligations, it will continue to be incumbent on EU Member States to ensure that those who are rescued can be readily disembarked at the next port of call, even when they may lack documentation.

Sono stati tratti in salvo dalla nave „Fiorillo“ della Guardia costiera. Alcuni di loro raccontano che durante la traversata in barcone venti compagni di viaggio sono annegati

Approdata al porto di Pozzallo (Ragusa) la nave „Fiorillo“ della Guardia costiera, con a bordo 276 profughi. Nel gruppo si sono 89 giovani centrafricani che hanno dichiarato di essere i superstiti di una traversata in cui una ventina di loro compagni sarebbero finiti in mare al largo della Libia, e sarebbero annegati.

The italian TV and the newspaper Corriere della Sera produced a documentary film serie about the 11-10-2013, specially about the military vessel Libra and the commandant Catia Pellegrino. You remember that the Libra was 40 km near by the ship during the afternoon and did nothing. They are co-responsable for the dead of more than 200 boat-people in that evening, and now they are presented as heroes!
