Last week, as health workers, volunteers and police officers in southern Italian ports scrambled to identify, assist and send over 10,000 newly arrived migrants to reception facilities, the Italian government threatened to stop allowing NGO rescue ships to disembark migrants at its ports.

The EU and its member states acknowledged that Italy’s capacity to host those attempting the sea crossing from Libya is reaching its limits, but did very little to help beyond pledging some additional funds and endorsing an Italian proposal to draft a code of conduct for the NGOs.

Some governments, including the German and Belgian ones, stated publicly that they would not take in any of the rescued migrants, while Austria threatened to send its army to seal the border with Italy.

The Italian government is right to claim that other EU states are failing to provide meaningful support by taking in some of the people who are arriving, and that it is currently managing the main source of irregular migration to Europe single-handedly.

However, Italy has chosen to respond to a real problem with the wrong solution.

Thousands of pilots and navigators of migrant boats have been jailed in Italy. Ilaria Sesana takes a closer look at their stories and finds prosecutions that criminalize escaping migrants amid a growing campaign to change the courts’ approach to the “scafisti.”

PALERMO, ITALY – Yusuf does not deny driving the dinghy that brought him to Italy: “Yes, I was the one who drove the boat. Around me there were children crying and women screaming in fear. The dinghy we were on lost control and suddenly started spinning around. What else could I do? We all could have died that day.”

Speaking in Palermo, the Sicilian city where he has been since he arrived, he adds an important qualifier: “I wasn’t the captain.”

Born in Senegal, the 23-year-old left his native country to seek job opportunities and a future in Europe. Soon after reaching Libya, he found himself held captive by a group of traffickers. It took him several months to gather the 1,000 Libyan dinars ($726) necessary to pay off his captors and sail for Italy. On the night of July 27, 2016, he was taken to a beach together with hundreds of other people.

Migrationsforscher Oltmer kritisiert das deutsche und europäische Flüchtlingspolitikin scharfem Ton. Das Leid der Menschen interessiere nicht, so lange die Abschottung Europas politisch den gewünschten Effekt bringe.

Der Osnabrücker Migrationsforscher Jochen Oltmer hält die zunehmend erfolgreiche Abschottung Europas gegenüber Flüchtlingen für politisch und humanitär höchst fragwürdig. Sie sei zudem eine weitere Gefahr für die Krisengebiete in Afrika und schaffe neue Fluchtursachen. „Es interessiert in Deutschland kaum jemanden, dass die vor Gewalt fliehenden Menschen in einem zerfallenen Staat wie Libyen zurückgehalten werden, der nicht einmal die Genfer Flüchtlingskonvention unterzeichnet hat“, sagte Oltmer dem Evangelischen Pressedienst. Weder das Europaparlament noch der Bundestag hätten bislang die Strategie der zunehmenden Vorverlagerung der europäischen Grenzen in andere Staaten diskutiert.

Il governo italiano sarebbe pronto a concedere 200mila visti temporanei validi per l’Unione europea a migranti sbarcati sulle coste del nostro Paese e diretti verso il nord Europa. Lo rivela il Times, parlando di «opzione nucleare» di Roma per risolvere la crisi dei rifugiati di fronte al rifiuto di cooperare degli altri Stati Ue. Il quotidiano cita il vice ministro degli Esteri Mario Giro e il senatore Luigi Manconi, presidente della Commissione per i diritti umani i quali hanno confermato che l’ipotesi dei visti temporanei è «in discussione».

Denn sie hat schon viel gelernt. „Ich heiße Fatima Achmad, ich komme aus Syrien. Ich wohne in Thessaloniki. Ich denke, ich möchte nach Deutschland gehen. Ich möchte meinen Sohn sehen. Und maybe das ist not richtig. Aber ich versuche“, sagt sie.

Italien hat einen sogenannten Verhaltenskodex für die zivile Seenotrettung vorgelegt. Es drohen massive Behinderungen und Verzögerungen von Rettungsoperationen mit fatalen Folgen: Noch mehr Tote im zentralen Mittelmeer.

Der über Statewatch öffentlich gewordene Entwurf für einen »Verhaltenskodex« für zivile Seenotretter ist alarmierend und reiht sich in die Diffamierungs-Kampagne der letzten Monate gegen zivilgesellschaftliche Rettungsorganisationen ein. Die Vorschläge stellen eine empfindliche Behinderung von Rettungseinsätzen dar – um die Ankunft von Flüchtlingen zu verhindern, werden weitere Tote in Kauf genommen.

Silya muss vor Gericht. Die 23jährige Sängerin aus Marokko, die eigentlich Salima Ziani heißt, soll die innere Sicherheit des Landes gefährdet haben. Denn die Künstlerin gehört zu den kräftigsten Stimmen der »Hirak«-Bewegung, die im marokkanischen Rif-Gebirge seit Monaten einen sozialen Aufstand gegen die Regierung probt. Ziani wird vorgeworfen, sich an einer unerlaubten Demonstration beteiligt zu haben. Anfang Juni wurde sie festgenommen, seit Mittwoch wird sie verhört.

»Wir fordern heute ihre Freilassung«, erklärte Zianis Vater noch am selben Tag gegenüber der marokkanischen Zeitschrift Telquel. Ihrem Anwalt zufolge leidet die Sängerin seit der Verhaftung an Depressionen. Ihre Festnahme hat zu einer Welle von Solidaritätskundgebungen geführt, auch der berühmte arabische Komponist und Protestbarde Marcel Khalifé spricht Ziani aus dem fernen Libanon Mut zu.

Lundi 10 juillet. Minuit 45. Le oued Jorgi somnole. Alain, George, Moussa, Sylvaine et moi remontons la pente qui nous extirpe du val maudit. L’anxiété est à son paroxysme. La noirceur aussi. Dans cette ambiance angoissante, Sylvaine, pour chasser la peur, peut-être, s’est cru intelligente de me narguer sur un ton humoristique : «Dans ce convoi, tous les feux sont éteints, sauf un.» Allusion faite à ma couleur qui n’est, en fait, pas si éclairée qu’elle le pense.

George, qui assimile cette boutade à un mauvais présage, remet à l’ordre la femme trop distraite à son goût «Tu devrais te taire, sinon tu rebrousseras chemin, avant même le début du safari.» La complexité humaine fait que je suis toujours excité à l’idée de tenter le diable. Il y a moins de cinq ans, je n’éprouvais aucune difficulté pour passer de l’autre côté de la barrière, tant il suffisait de montrer patte blanche à ceux qui étaient censés m’arrêter pour cette infraction.

The number of migrants and refugees trapped on Greece’s islands due to delays in asylum-processing procedures and constant new arrivals passed the 9,800 mark on Friday, official data showed.

On Lesvos, which is on the front line of the migration crisis, numbers returned to February levels at 4,289, with the majority of these migrants and refugees staying at the Moria camp, where tensions have been running high in recent weeks because of cramped and poor conditions at the facility.
