In Paris, informal networks of volunteers temporarily house teenage migrants they find sleeping on the streets. Many spend months trying to prove they are under 18, leaving them with few options for official shelter.

When Patrick* arrived in Paris last January after an arduous journey from his native Cameroon – by way of Nigeria, Niger, Algeria, Morocco and Spain – he spent several weeks sleeping in the Metro and under highway overpasses. He was 15 years old.

“I was so cold and so dirty,” he said. “I had dreamed of France since I was a little kid, but I had no idea that people slept on the streets here.”

Starting from migrants’ experience in Ventimiglia, this contribution focuses not only on the violence of the borders regime, but also on the determination of migrants. The attempts to stop or limit their arrivals face their commitment to strike the border, to refuse the asylum system and the government of mobility that pretends to manage and filter migrants’ movement. The current attempts to “close the Mediterranean Sea” are to be conceived as a reaction to the protagonism of migrants. At the same time these attempts, made by the Italian government in line with European institutions and policies, open new challenges for those who struggle against the borders – both territorial and social –, since they increase denials and deportations, intensify hierarchies and differences among migrants, worsen social violence and racism. Migrants’ experience in Ventimiglia shows migrants’ movement as a daily social strike with a transnational resonance and remarks the political importance of a European Residence Permit without conditions as a tool to fight borders regime and precarity.

Italy, supported by the European Union, is committed to close once and for all the central Mediterranean route. In the meanwhile, its borders, both social and territorial, are the field on which not only violence but also struggles and insubordination keep on reproducing.

World leaders are negotiating a global compact on refugees. Urban leaders need a seat at that table.

Since the end of August, more than half a million Rohingya, a predominantly Muslim minority in Burma (Myanmar), have fled violence in that country and crossed the border into Bangladesh in what the United Nations is calling the fastest-growing refugee crisis in the world today. Meanwhile, millions of Syrian and Iraqi refugees displaced by civil war continue to be dispersed to towns and cities throughout the region and in Europe.

Against this backdrop, UN High Commissioner for Refugees Filippo Grandi spoke last month during the General Assembly in New York to talk about a new approach for dealing with refugees, one in which those forced to flee their homes are integrated more permanently into urban areas rather than isolated in camps. “Inclusion is the name of the game,” Grandi said. Under this new model, “Cities are frontline players in dealing with refugees.”

The World Economic Forum has released a report taking a deep dive on migration and cities, exploring the types, causes and patterns of migration, the most affected corridors and cities, the impact on urban infrastructure and services, the solutions that can be employed and how cities can seek to future proof themselves to address this growing challenge.

The report captures the migration stories of 22 of the most affected cities around the world, including from North America (Montreal, Ottawa, Calgary, New York and Boston), Latin America (Sao Paulo and Medellin), Middle East and North Africa (Dubai, Amman, Ramallah), Sub Saharan Africa (Cape Town and Dakar), Asia (Pune, Surat, Guangzhou and Davao City), Europe (Berlin, Athens, Paris, Amsterdam and Rotterdam) and Oceania (Auckland). The report also presents a high level framework to achieve long term migrant integration and in delivering urban infrastructure and services efficiently and effectively to meet the needs of migrants.

In Ventimiglia zeigen sich die ersten Folgen der Strategie des italienischen Innenministers Minniti: kam die Mehrzahl der Flüchtlinge bisher aus Eritrea, Sudan, Äthiopien und anderen subsaharischen Ländern, so sind es nun vor allem jugendliche Algerier, Tunesier und Marokkaner, die versuchen, die Grenze nach Frankreich zu passieren. Beobachter glauben, dass die Nachbarländer Libyens versuchen, Geld von der EU zu bekommen, damit sie wieder dafür sorgen, dass die Migration blockiert wird.

Ventimiglia è un luogo di osservazione privilegiato per comprendere i mutamenti nei flussi e nelle rotte dei migranti in viaggio verso l’Europa. Così negli ultimi 15 giorni, ad arrivare nella città di frontiera, insieme ai tanti richiedenti asilo e rifugiati usciti senza speranza dalle maglie dei circuiti di accoglienza italiani, ci sono le persone arrivate con gli sbarchi, tornati numerosi come gli scorsi anni. A cambiare però è il volto di chi arriva, non più persone provenienti da Sudan, Eritrea, Etiopia e altri paesi dell’Africa subsahariana, che rappresentavano il numero maggiore alla frontiera con la Francia fino allo scorso anno, ma algerini, tunisini e giovani provenienti dall’area del Maghreb. Sono i primi effetti della “strategia Minniti”, che secondo diversi addetti ai lavori corrisponderebbero al tentativo da parte dei paesi vicini alla Libia di battere cassa all’Europa per tornare a bloccare i flussi, come recentemente stabilito dall’accordo tra Italia e Libia.

Kein Land hat mehr Syrer aufgenommen als die Türkei. Weil sie dort keine Sozialhilfe erhalten, haben Migranten in einer Stadt im Südosten der Türkei 1000 neue Betriebe gegründet.

Die Großstadt Gaziantep im Südosten der Türkei, eine der ältesten Siedlungen Kleinasiens, rühmt sich vielerlei Rekorde. Das örtliche Museum beherbergt die größte Mosaiksammlung der Welt, die Küche der Region ist preisgekrönt: Seit 2015 steht Gaziantep auf derselben Unesco-Liste internationaler Feinschmecker-Paradiese wie Parma. Wer auf die Kostüme in den Kinofilmen „Harry Potter“, „Herr der Ringe“ oder „Troja“ geachtet hat, kennt die Yemeni-Schuhe aus Gaziantep. Diese handgefertigten Leder-Slipper leiten angeblich überschießende Körperelektrizität in den Erdboden ab.

Seit einiger Zeit erregt der Landstrich aber aus ganz anderen Gründen internationale Aufmerksamkeit. Die Provinz Gaziantep mit der gleichnamigen Hauptstadt grenzt an das kriegsgeplagte Syrien, in der Nachbarprovinz Kilis haben sich die türkischen Truppen für die Militärintervention in Nordsyrien gesammelt. Das Blutvergießen im Nachbarland hat dazu geführt, dass drei Millionen Menschen in die Türkei geflüchtet sind, jeder sechste von ihnen hat sich in Gaziantep niedergelassen.

Das Syndikat der migrantischen Straßenhändler

In Barcelona haben Straßenhändler ohne Papiere ein Syndikat gegründet: das Sindicato Popular de Vendedores Ambulantes. Sie wollen sich damit eine Stimme im Kampf um das Recht auf Teilhabe an der Stadt und ihren Ressourcen verschaffen, aber auch für die Entkriminalisierung ihrer Arbeit auf der Straße und gegen Polizeigewalt und Rassismus kämpfen.

Das Syndikat und die neue Stadtregierung, deren Bürgermeisterin früher Aktivistin gegen Zwangsräumungen war, entstanden zeitgleich: 2015, dem Jahr eines rebellischen Aufbruchs, in dem die Kommunalwahlen in vielen spanischen Städten links-alternative Listen an die Regierung gebracht haben. Auf beide Akteure wird seither von Geschäftsinhabern, Medien und Stadtpolizei Druck ausgeübt. Doch der Zusammenschluss der ambulanten Händler hat auch namhafte Unterstützer gewonnen, zu denen Black Panther-Gründer Bob Brown ebenso gehört wie der Papst. In spannungsreichen Verhandlungen mit der Stadtverwaltung hat das Syndikat der Migranten mittlerweile erste Maßnahmen wie die Gründung einer Genossenschaft auf den Weg gebracht.

Alternative zum Asylantrag wird zunehmend genutzt

Der 2016 eingeleitete Kurswechsel der Bundesregierung im Umgang mit Jobsuchenden aus dem Westbalkan hat die Zahl der Arbeitskräfte aus der Region spürbar steigen lassen. In den ersten acht Monaten 2017 sei die Zahl der Arbeitserlaubnisse für Albaner und Menschen aus anderen Westbalkan-Ländern im Vergleich zum entsprechenden Vorjahreszeitraum um knapp 60 Prozent auf 62 957 gestiegen, wie jüngste Daten der Bundesagentur für Arbeit zeigen. Die Schaltzentrale der Europäischen Flüchtlingspolitik ist in Brüssel. Ausgerechnet hier gibt es einen Ort, an dem sich die negativen Auswirkungen dieser Politik zeigen. Daniel Bellut berichtet aus dem Parc Maximilien.

Der Park im Norden Brüssels könnte viel Wärme versprühen – in einem kühlen Geschäftsviertel, wo sich karge Büro-Türme in die Luft recken. Denn der Park Maximilien ist ein liebevoll gestalteter Park mit weiträumigen Wiesen, satten Bäumen, Kletterburgen und bunt verzierten Schaukeln. Doch auch das gehört dazu: Seit ein paar Jahren ist der Park Rückzugsort für illegale Einwanderer aus Afrika. Sie befinden sich auf der Durchreise nach Großbritannien. Die Flüchtlinge, überwiegend aus dem Sudan, Eritrea und Äthiopien, nächtigen hier unter elenden Verhältnissen: Eine Hundertschaft liegt unter einem Dachvorsprung vor einer Garage. Nebst Karton-Fetzen und Plastikverpackungen sind sie dichtgedrängt in abgenutzte, feucht-glänzende Schlafsäcke gewickelt. Es liegt ein beißender Uringeruch in der Luft.  Andere haben den nass-kühlen Tag bereits begonnen. Ein paar Jugendliche bolzen gelangweilt einen platten Fußball über den Park, andere waschen sich unter dem eiskalten Wasser einer Fontaine. Die Stimmung ist gedrückt, die meisten jungen Afrikaner sitzen konsterniert auf Stufen und Parkbänken, starren mit müdem Blick ins Leere. Immerhin: Das Wetter klart auf. Ein paar nutzen die Gelegenheit, um ihre durchnässten Klamotten auf Zäunen zu drapieren und von der Sonne trocknen zu lassen.
