“Il rimpatrio dei sudanesi è stato fatto nel pieno rispetto di un accordo tra la polizia italiana e quella del Sudan”. Lo ha dichiarato il ministro dell’Interno Angelino Alfano a margine di un incontro che lo ha visto tra i relatori del Forum Ambrosetti a Cernobbio.

Il 24 agosto scorso 48 africani sono stati prelevati a Ventimiglia e con un volo da Torino sono stati trasferiti a Khartoum, capitale del Sudan. Di fronte a una procedura, quella dei rimpatri collettivi, vietata dalla convenzione europea sui diritti dell’uomo, realtà come Amnesty International e Caritas hanno denunciato la vicenda e le violazioni del diritto internazionale.

Deutschland will Fluchtursachen in Afrika bekämpfen. Doch wer Diktaturen stärkt, die selbst die Fluchtursache sind, kommt nicht weit.

Nehmen wir einmal an, Deutschland meinte es ernst mit der Bekämpfung von Fluchtursachen in Afrika. Experten könnten sich zu Übungszwecken ein Land ausdenken: ökonomisch eher solide und in der Lage, seine Bevölkerung zu ernähren; politisch eine Katastrophe, mit einem machtsüchtigen Familienclan an der Staatsspitze; aber von Europa leicht zu beeinflussen, da nicht zuletzt militärisch von Frankreich abhängig. Da fälscht dann im Planspiel der Präsident die Wahlen, lässt Demonstrationen dagegen zusammenschießen und die Opposition wird unterdrückt.

Wie verhindert man nun, dass Bürger dieses Landes hierher fliehen? Richtig: Man sorgt dafür, dass die Wahlfälschung nicht durchkommt, dass die Soldaten keine Menschen erschießen und dass Reformen auf den Weg gebracht werden. Das wäre Fluchtursachenbekämpfung.

Quarantotto migranti provenienti dal Sudan, fermi a Ventimiglia nella speranza di passare il confine e raggiungere i propri familiari, sono stati rimpatriati oggi. Il volo charter, destinato alla capitale Khartoum, è stato operato da Egyptair. Secondo le informazioni trapelate nella tarda serata di ieri, il volo doveva partire alle 12.45 dall’aeroporto di Milano Malpensa, dove quell’ora sono arrivati alcuni manifestanti per esprimere solidarietà ai migranti, ma il volo sarebbe invece partito dall’aeroporto di Torino-Caselle intorno alle 13. Si tratta della prima espulsione diretta di questo genere: “Dei ragazzi partiti con quell’aereo ne conoscevamo bene due”, spiegano a ilfattoquotidiano.it alcuni attivisti giunti a Malpensa da Ventimiglia. Ci dicono i nomi dei migranti, ci raccontano le loro storie: “Fino a ieri erano al Centro della Croce Rossa, si sentivano al sicuro e stavano preparandosi per la richiesta di asilo”.

More than 100,000 migrants pass through Agadez in Niger every year as they struggle to reach Europe. Some pass through it a second time – on the return journey back to their homeland.

A year ago, 20-year-old John Silva decided to leave his homeland of Gambia. As a young fisherman, he saw no chance to get ahead in life and make something of himself. So he headed for Europe.

The journey ended abruptly in the Libyan capital Tripoli when the police arrested him and put him in jail for three months. He had to phone his family and ask them to send some money before the Libyans would release him. The family had already clubbed together to give him some money before he left.

Silva decided he had had enough. „I want to go back to Gambia and work as a fisherman again,“ he said.

Fulani nomads fleeing violence in central Mali have fled to the Mbera refugee camp in Mauritania, putting a strain on food rations and other resources

Hundreds of refugees have arrived in Mauritania, fleeing Mali’s spreading conflict, just a year after armed groups signed up for peace with the government in Bamako.

The arrival of more than 500 Fulani nomads from central Mali adds to the strain on Mbera camp in south-eastern Mauritania, where aid agencies are struggling to meet the needs of 42,000 mainly Tuareg and Arab refugees who have lived there since they fled northern Mali in 2012.

(afp) Die Vereinten Nationen haben vor einer Unterversorgung Hunderttausender von Flüchtlingen aus dem Südsudan gewarnt. Die Nachbarländer seien überfordert mit der grossen Anzahl der Hilfesuchenden, teilte das Uno-Flüchtlingshilfswerk (UNHCR) am Montag mit.

«Es gibt schon etwa 930’000 Flüchtlinge in der Region und es kommen täglich mehr.» Die Hilfsprogramme seien «deutlich unterfinanziert». Allein in Uganda seien nach der jüngsten Gewalteskalation im Südsudan im vergangenen Monat zeitweise mehr als 8000 Menschen pro Tag aufgenommen worden, die Mehrzahl von ihnen Frauen und Kinder. Laut der Uno werden insgesamt 545 Millionen Euro benötigt, um die Flüchtlinge in den Region sowie die 1,6 Millionen Binnenvertriebenen im Südsudan zu versorgen. Das UNHCR erhielt nach eigenen Angaben aber erst ein Fünftel der geforderten Hilfsgelder.

Politiker versprechen, die Fluchtursachen in den armen Ländern zu bekämpfen. Gleichzeitig versucht die EU, in Afrika ein verheerendes Freihandelsabkommen durchzusetzen.

Eigentlich hat Angela Merkel recht: Die Flüchtlinge, die in Europa ankommen, sind nicht so zahlreich, als dass dieser reiche Kontinent nicht würdevoll mit ihnen umgehen könnte. Doch die EU stellt derzeit jeden Tag ihre Unfähigkeit unter Beweis, die Situation angemessen zu bewältigen.

Die Armutsmigration treibt die europäischen Länder auseinander, sie untergräbt das Recht auf Bewegungsfreiheit und gefährdet das gesamte europäische Projekt. Auch wenn die Flüchtlinge aus kriegsgeplagten Ländern wie Syrien und Afghanistan derzeit die Schlagzeilen bestimmen, kommen die meisten Migranten nach wie vor aus Westafrika.

More than 300,000 people live there

The Kenyan government’s decision in May to close the world’s largest refugee camp sent shockwaves through the humanitarian aid community. But the United Nations refugee agency, UNHCR, has put out a new appeal to donors for additional funds to help relocate and reintegrate Somali refugees from the Dadaab refugee camp.

There are 343,043 refugees in Dadaab ― the majority are originally from Somalia, but refugees from Sudan, Ethiopia and Kenya live there as well. The U.N. set up the camp in 1991 for those escaping Somalia’s civil war.

Après les affrontements qui ont secoué la ville de Tamanrasset

494 maliens seront rapatriés jeudi prochain

Selon Abderhamane Galla, consul général du Mali à Tamanrasset, «494 ressortissants maliens vont être rapatriés vers le Mali à leur demande jeudi prochain».

Cette opération intervient quelques semaines après les affrontements entre migrants et habitants de la ville qui ont secoué Tamanrasset. Selon une source sécuritaire locale, «les migrants ne peuvent plus désormais quitter la ville de Tamanrasset pour rejoindre les wilayas du Nord, c’est pour cette raison qu’ils s’entassent dans les quartiers de la ville». Juste après les affrontement, «plus de 500 ressortissants maliens étaient logés dans les locaux du consulat, à Tam, et c’est à ce moment qu’ils nous ont demandé de les rapatrier car ils ne peuvent plus poursuivre leur chemin vers le nord du pays ou l’Europe, donc, leur objectif n’est pas atteint», ajoute le consul général. Le transporteur a préféré passer par le Niger avant de rejoindre le Mali que de passer directement par Timiaouine.

EXECUTIVE SUMMARY AND RECOMMENDATIONS

While attention has focused on northern Mali, armed violence is escalating at an alarming rate in the centre of the country, long neglected by the state. The management of natural resources has given rise to multiple conflicts that the government and local elites are unable to control. For the past several months, a jihadist uprising has capitalised on the state’s lack of legitimacy and extended its influence. State representatives are being chased out of rural areas. Yet, violence also stems from settlings of scores, banditry and a growing number of self-defence militias. The peace agreement signed in Bamako in June 2015 applies primarily to northern regions and disregards the centre of the country. Mali’s government and its principal partners should renew their efforts to restore the state’s authority and legitimacy among all the communities of the area. Absent appropriate action, central Mali – an area more densely populated than the north and vital to the economy – risks becoming a source of protracted instability.
