BRUSSELS (Reuters) – The European Union is set to double its funding for a multi-national military operation in West Africa’s Sahel region to counter Islamist insurgencies on Friday, EU diplomats said, part of a broader effort to fight militants and people traffickers.

At a donor conference of some 50 countries including the United States, Japan and Norway, military power France hopes to win enough backing to allow a regional force first proposed four years ago to be fully operational later this year.

“There is a direct European interest in restoring stability to the region,” a senior EU diplomat said. “There is a general awareness now that the future of the European Union is also the future of Africa.”

En mission de travail au centre de transit des migrants ouest-africains de l’OIM à Agadez, le ministre de l’Intérieur du Niger,  Mohamed Bazoum, a fustigé, mercredi 21 février, le comportement de l’Algérie et sa tendance à expulser les migrants vers le Niger. Quelque 770 jeunes sont en transit dans le centre visité par le ministre, dont une écrasante majorité, selon lui, sont des Africains de l’Ouest renvoyés d’Algérie. L’Algérie doit rapatrier ces migrants chez eux, a martelé le ministre.

C’est en compagnie du Premier ministre nigérien que le ministre de l’Intérieur, Bazoum Mohamed, s’est rendu dans le centre de transit des migrants ouest-africains d’Agadez, un centre de l’Office international des migrations, plein à craquer.

« Nous avons 770 jeunes en transit, dont une écrasante majorité sont des jeunes Africains retournés d’Algérie… », a déclaré Bazoum Mohamed.

En plus du conflit sécuritaire que traverse le Mali, le pays doit aussi faire face à l’insécurité alimentaire. La faible pluviométrie lors de la précédente campagne agricole a eu des répercutions sur les récoltes. Ce qui fait que des milliers de maliens sont dans le besoin alimentaire. Pour preuve, il ressort de l’enquête menée en février 2017 par le Groupe de recherche en économie appliquée et théorique (GREAT) que près de la moitié des maliens (47%) pensent que gouvernement doit s’attaquer en premier à l’insécurité alimentaire, à la faim tout court. Selon le sondage, cette priorité de l’insécurité alimentaire est partagée à Kayes, Koulikoro, Ségou et Tombouctou. A Bamako, c’est le chômage, Kidal et Mopti, l’eau, Gao, le crime et l’insécurité, Sikasso, la santé.

Quatre ans plus tard, dans une région sahélienne à la dérive, les mots de l’ancien président de la République résonnent de façon tragique. Le Mali a sombré dans un état de délitement inquiétant. Au nord, les groupes politico-militaires se disputent toujours le contrôle des territoires et des trafics. Au centre, l’Etat a reculé dans les zones rurales où prospèrent milices communautaires, bandes criminelles et insurgés se revendiquant du djihad. Pis, débordant du territoire malien, les violences touchent désormais les pays voisins, Burkina Faso et Niger en particulier.

Viele Stunden hat Elizabeth Araba um Mehl und Bohnen angestanden. In langen Reihen warten vor den Vergabepunkten am Rande der Siedlung außer ihr noch einige hundert andere. Säcke voller Lebensmittel liegen dort gestapelt unter Laubbäumen, von Mitarbeitern der Hilfsorganisation World Vision bewacht und verteilt. Araba hat Mühe, lange zu stehen. Die 86-Jährige leidet an Parkinson, und seit sie vor dem Bürgerkrieg aus ihrem Heimatdorf im Südsudan floh, auch an einer großen Müdigkeit.

Wer Lebensmittel haben will, muss eine Identifikationsnummer vorzeigen und sich in Listen eintragen. Die letzten Gaben, die Araba vor einem Monat bekam, sind seit zehn Tagen aufgebraucht, sie hätte hungern müssen, wären nicht ihre Nachbarn eingesprungen. Die pflanzen Gemüse an und können für Geld kleine Arbeiten erledigen, was ihnen den Erwerb von zusätzlichen Lebensmitteln ermöglicht.

BRUSSELS — The city is freezing. At night, Hamza Khater eats and sleeps at a volunteer-run shelter. He spends his days hanging around the international bus stop next to the Gare du Nord.

“What am I looking for? I am looking for a life,” said Mr. Khater, 31, who fled the violence-ravaged Sudanese region of Darfur a year ago. Specifically, he is looking for a chance to reach Britain. He has been for months.

Sudanese migrants like Mr. Khater are increasingly visible in Brussels, around train stations, in public squares and parks, sometimes sleeping in the streets. Mehdi Kassou, an organizer for a volunteer group that provides shelter for about 500 migrants each night, estimates that about 45 percent of them are Sudanese.

OUAGADOUGOU – Speed, endurance, dexterity and an eye for color: just some of the skills needed when weaving on a loom. Eveline Ouédraogo masters them all. Without visible effort, this Burkinabé woman rapidly moves her feet over the pedals, her hands maneuvering 40 brightly colored coils of thread.

With each thread going back and forth, Ouédraogo, 37, earns a little bit more. Every fling on the loom brings her children a step closer to a better future: one the E.U. hopes – as the funder of the microenterprise where she works – will keep them at home rather than migrating north.
