Vendredi 8 décembre, aux environs de 4h du matin, 235 Marocains rapatriés de Libye ont atterri à l’aéroport Mohammed V de Casablanca. Nous les avons rencontrés à Béni Mellal, la région d’où sont originaires au moins 120 d’entre eux. En exclusivité pour TelQuel, ils reviennent sur leur voyage en enfer.

Mohamed* nous reçoit dans le deux-étages de ses parents, dans un petit village des environs de Béni Mellal. Le salon est encore imprégné de l’odeur du couscous. “Le premier vrai repas depuis mon départ au mois de juillet”, commente celui qui était tout juste majeur à l’époque. Rêvant d’un avenir meilleur en Italie, il prend l’avion jusqu’à Alger, avant de rejoindre la Libye via le désert tunisien, versant au total plus de 3000 euros à différents intermédiaires. Dès ce premier épisode, il se voit mourir plusieurs fois. De soif, de faim, de violence aussi, sous les coups de Kalachnikov  des passeurs.

Mokhtar Boudjemaâ a 43 ans. Sur la photo de profil de son compte Facebook, il ne fait pas vraiment son âge : un visage poupin flanqué d’un bouc autour du menton, yeux noirs et regard tendre, esquissant un sourire.

Ce qui se dégage de lui, de prime abord, c’est une bonté profonde, une douceur bienveillante. Et cela se confirme dans le timbre de sa voix chaude teintée d’un accent de l’Ouest, Sidi Bel Abbès plus précisément, «Petit Paris» comme il la nomme dans l’une des photos qu’il a prises de sa ville, son patelin de cœur et son port d’attache.

Alger et Berlin ont passé en revue leur coopération en matière d’immigration clandestine qu’ils ont qualifiée de «très bonne», indiquant qu’elle a évolué «grâce à l’échange d’information entre les services de sécurité des deux pays». Un échange évoqué lors de la visite du ministre de l’Intérieur, des Collectivités locales et de l’Aménagement du territoire, Noureddine Bedoui, accompagné du directeur général de la Sûreté nationale, le général-major Abdelghani Hamel, dans la capitale allemande, ce jeudi. Bedoui s’est entretenu avec son homologue allemand, Thomas de Maizière, avant que la délégation ne visite le Centre de situations du ministère fédéral de l’Intérieur allemand qui «recense et centralise toutes les informations à caractère sécuritaire» de l’Allemagne, chargé «de gérer les crises internes qui peuvent survenir (attentats terroristes, catastrophes naturelles, accidents graves, prises d’otages…)».

Libya has dropped its claim to a search-and-rescue zone off its coast. The move will add to confusion over who is in charge of waters where thousands of refugees and migrants have drowned.

The International Maritime Organization, the U.N. agency that regulates shipping, told Refugees Deeply it had received a notification from Libya on December 10 dropping the claim.

“The IMO Secretariat has just received on 10 December 2017, an official communication from the Government representative of Libya, to withdraw their previous official notification, dated on 10 July 2017, to the IMO Secretary-General on their Government’s designation of Libyan SRR.”

Der EU-Gipfel hat sich im Streit über die Verteilung von Flüchtlingen in Europa nicht einigen können. Es sei „noch ein großes Stück Arbeit zu tun“, erklärte Merkel.

Der Streit um die europäische Flüchtlingspolitik geht trotz der Versuche einer Annäherung auf dem EU-Gipfel in Brüssel weiter. Die unterschiedlichen Standpunkte der Regierungen hätten sich „nicht verändert“, sagte Bundeskanzlerin Angela Merkel (CDU) am frühen Freitagmorgen in Brüssel. Es sei „noch ein großes Stück Arbeit zu tun“, erklärte die Kanzlerin mit Blick auf die sogenannte interne Dimension der Migration. Hierbei geht es um die Zusammenarbeit innerhalb Europas und damit vor allem um die Verteilung von Flüchtlingen auf die verschiedenen EU-Länder.

Bei der externen Dimension gibt es nach den Worten der Kanzlerin hingegen „große Erfolge“. Die externe Dimension meint die Flüchtlingspolitik an Europas Grenzen und gegenüber Drittstaaten. Merkel verwies auf Abkommen mit der Türkei und Libyen sowie die Zusammenarbeit mit afrikanischen Ländern wie Niger.

This report tries to fill in the gaps to better understand the smuggling networks facilitating irregular migration.

This report examines the smuggling networks facilitating irregular migration from the Horn of Africa to countries in the Arabian Peninsula, also referred to as the Gulf. In addition to analysing the structure and modus operandi of migrant smuggling networks, the author considers the extent to which these networks are involved in other forms of organised criminal activity, such as arms and narcotics trafficking. The report concludes with recommendations for policymakers and stakeholders operating in the Horn of Africa and Yemen.

ISTANBUL (AP) — Turkey’s coast guard launched a dramatic rescue operation Thursday to evacuate migrants stranded on rocks in the Aegean Sea.

The coast guard said in a statement that 51 migrants attempted to illegally cross to Greece on a rubber dinghy from the western province of Izmir. Authorities intervened after receiving an emergency call at 01:12 local time (1012 GMT).

Video showed a helicopter lifting a person off the rocks using a rope. The statement said five children and a woman were rescued in this way while the rest were transferred to coast guard boats with the assistance of fishermen in the area.

Trotz des so genannten EU-Türkei Deals kommen weiterhin regelmäßig Menschen, vor allem aus Syrien, Afghanistan und dem Irak, aber auch aus Pakistan und afrikanischen Ländern auf Lesbos und anderen griechischen Inseln in der Ägäis an. Die zurzeit größte Gruppe der Ankommenden sind Kinder. Mittlerweile sitzen tausende geflüchtete Menschen – darunter auch unbegleitete Minderjährige, Kranke, Traumatisierte und andere besonders Schutzbedürftige – auf diesen Inseln fest und was sie dort erleben, ist ein langes, undurchsichtiges Asylverfahren unter menschenunwürdigen Bedingungen. Viele der Betroffenen in den überfüllten Camps sind z.B. in kleinen Sommerzelten dem Winter schutzlos ausgeliefert, ohne (ausreichende) Versorgung und Zugang zu rechtlicher Beratung und Vertretung. Das Ausmaß der Entrechtung ist groß.

Deutschland rüstet Tunesien weiter für die Befestigung der Landesgrenzen aus. Wie aus der Antwort auf eine Kleine Anfrage der Linksfraktion im Bundestag hervorgeht, hat die Bundesregierung Bodenüberwachungs-, Nachtsichtgeräte und Spotter finanziert, die im Süden der Grenze zu Libyen eingesetzt werden sollen. Lieferantin ist die in Taufkirchen bei München ansässige Firma Hensoldt, die früher Teil von Airbus war.
