Europa ist es gelungen, den Migrantenstrom aus Libyen markant zu drosseln. Ganz verschwinden wird der Menschenschmuggel aber kaum. Die libyschen Milizen benutzen ihn genauso als politisches Faustpfand wie es Ghadhafi tat.

Wenn du einen Feind nicht besiegen kannst, dann mache ihn dir zum Freund. Mit dieser Volksweisheit im Kopf ist es Italien offenbar gelungen, den Migrantenstrom von der libyschen Küste aus massiv zu drosseln. Mitte Juli brach die Zahl der Ankömmlinge an Italiens Küste abrupt ein. Erreichten zuvor bis zu 5000 Bootsflüchtlinge pro Tag europäischen Boden, waren es danach nur noch wenige hundert. Glaubt man den Berichten ausländischer Reporter in Libyen, dann hat Italien das Schlepperwesen mit dessen ureigenen, korrupten Methoden ausgehebelt. Rom bezahlte den lokalen Milizen ganz einfach einen höheren Preis als die Menschenschmuggler.

CAIRO (AP) — Under a deal backed by Italy, Libya’s struggling government in Tripoli has paid militias implicated in trafficking to now prevent migrants from crossing the Mediterranean to Europe, one reason for a dramatic drop in the traffic, militia and security officials told The Associated Press.

The policy has raised an outcry among some in the Libyan security forces and activists dealing with migrants, who warn that it enriches militias, enabling them to buy more weapons and become more powerful. In the country’s chaos, the militias can at any time go back to trafficking or turn against the government, they say.

The deal further cements the real power of militias, which since the fall of dictator Moammar Gadhafi in 2011 have undermined Libya’s successive governments, including the current one of Fayez Serraj, which is internationally recognized but weak.

As the number of migrants crossing the western Mediterranean accelerated this year, so did the alarmist headlines. Coventry University’s Simon McMahon puts the numbers in context and says there is little evidence yet that migrant routes are shifting from Italy to Spain.

The headlines state it clearly, and in capital letters. “Migrant Crisis: Spain Rescues 600 People in Busiest Day,” wrote the BBC. “Spain Rescues HUNDREDS of Migrants Crossing From Morocco,” exclaimed the U.K.’s Express. According to these reports, there is a growing migrant crisis in Spain as the number of people crossing the Strait of Gibraltar by boat increases. The problem is, in most of them there’s a little evidence, a lot of dramatizing and not much perspective. So is it right to speak of a crisis?

The available data does show an upturn in boat migration from Morocco to Spain. There have been consistent increases in the number of people seeking to reach Spain irregularly by boat over the past five years. According to the UNHCR, 3,237 arrivals were recorded by sea in 2013 but by 2016 this had more than doubled to 8,162. In 2017, this process has accelerated and by mid-August there were 9,738 people recorded having made the sea journey. This was more than in all of the previous year.

Tunisian fishermen living near the Libyan border have been rescuing migrants and recovering the dead for years. With the recent curbs on NGO boats, and an emboldened Libyan coast guard, they may bear the burden of Mediterranean rescues once again.

ZARZIS, Tunisia – There are no signs to mark what lies beneath the rocky mounds of dirt and sparse browning weeds in this vacant government lot down a rugged, unpaved road near Tunisia’s coast.

But Chamseddine Marzoug, a former fisherman, cannot forget.

“In the corner over there, there is a man without a head,” said Marzoug, pointing to a heap where he buried one of hundreds of unnamed people found dead at sea. “We found him in the sea without a head.”

Amid European and Libyan efforts to curb migrant boats from North Africa to Italy, several humanitarian NGOs have recently had to suspend rescue operations in the central Mediterranean.

A boat teeming with illegal migrants is believed to have sunk off the Tunisian coast, possibly resulting in scores of deaths, Shamseddine Marzouq of the independent Tunisian Red Crescent said Thursday.

“One of the boat’s Nigerian passengers managed to swim ashore near Benguerdan’s Al-Katef Port on Wednesday,” Marzouq told Anadolu Agency.

According to Marzouq, the survivor, who did not give his name, said the boat’s roughly 120 other passengers had all drowned in the sea after the vessel sank due to reasons that remain unclear.

Yesterday, 31st of August, the Alarm Phone was in contact with a boat in distress with 38 people on board, among them were 7 women. They left from the town of Assilah, west of the Moroccan coast, at 4 am CET. Their engine soon stopped working and they began drifting southerly. The passengers asked us to inform the Spanish Salvamento Marítimo at 11am. Less than one hour later the situation in the boat was so bad that the passengers asked the Alarm Phone to inform the Moroccan Marine Royale. We did so at 11:45 am. Neither the Moroccan nor the Spanish rescue authorities reacted, even though the passengers were in a high level of distress and a GPS position for the boat was available.

Il peschereccio Emek 1 è ancora ormeggiato al porto, sotto al diluvio, poco lontano dal «Maritimo Lounge Bar». Potrebbe trasportare al massimo dieci persone. Ma l’11 di agosto da lì sono sbarcati in 69: trenta uomini, dieci donne, ventinove bambini. Tutti migranti siriani e iracheni. È stato quello il momento in cui in Romania hanno capito che stava succedendo qualcosa di nuovo.

Il Mar Nero deve il suo nome alla pericolosità. È squassato da rovesci improvvisi e tempeste. Gli antichi greci lo chiamavo «mare inospitale». Non è mai stato facile attraversarlo. E invece, stanno arrivando. Dalle coste della Turchia ci vogliono quasi due giorni di navigazione. Il secondo barcone è stato intercettato il 20 agosto, quando ormai era già in vista a occhio nudo dalle spiagge. A bordo portava altri settanta migranti. Quasi tutti siriani. «Erano affamati, sofferenti, stravolti da un viaggio molto duro», racconta Claudia-Andreea Corbu, reporter del giornale locale Replica de Constanța. «Sono stati soccorsi, alcuni hanno avuto bisogno di cure mediche. Ma non sappiamo dove siano stati portati. La Romania non è un Paese ricco che può farsi carico da solo di questa situazione. La gente incomincia ad essere impaurita».

Flucht und Tod Europa muss seine Wirtschaftspolitik mit Afrika auf eine faire Basis stellen und den Menschen dort eine Perspektive gebe

Der Flüchtlingsgipfel in Paris hat eines deutlich gemacht: Die einstige deutsche Willkommenspolitik gehört der Vergangenheit an. Sie hat einer rigiden Abschottungspolitik Platz gemacht. Das erklärte Ziel: Illegale Migration nach Europa soll künftig erschwert und am besten unmöglich gemacht werden. Dafür wollen Deutschland, Frankreich, Italien und Spanien mit afrikanischen Durchgangsländern wie Niger und Tschad, aber auch mit dem gescheiterten Staat Libyen intensiv zusammenarbeiten.

Dass gleichzeitig Schutzbedürftigen aus Afrika ein legaler Weg nach Europa ermöglicht werden soll, ist bisher nicht mehr als ein Placebo, ein bloßes Versprechen ohne Garantie – und zudem rechtlich höchst problematisch. Denn in Zukunft soll bereits auf dem afrikanischen Kontinent entschieden werden, ob die Flüchtenden einen Anspruch auf Asyl in Europa haben. Völlig ungeklärt bleibt dabei die Frage, wie ein derartiges Verfahren rechtsstaatlichen Ansprüchen genügen kann. Was damit dagegen in Kauf genommen zu werden droht, ist die Errichtung rechtsfreier Räume in riesigen Flüchtlingszentren.

When the long snake-shaped parade narrowed its way down Via Cavour, the perception of the impressiveness of the protest becomes clear to everyone: at least 15 thousand people, maybe even more. On the lead, the Eritreans and Ethiopians evicted from the building in Via Curtatone and protagonists of fraught days of struggle and resistance. Many women, both on the first row and on the microphone. A little further back, the wide segment of the housing movement led by the banner “Housing struggle has no borders”. Following, the squatted social centres, the associations, the RomeDecides network, the organized migrant workers of the USB union and a wide number of supportive people who, from all over the city, decided to participate to the march and show solidarity to the homeless. By the end of the rally, even a Franciscan monk in his tunic has been spotted and cheered from the microphone.
