Today Amnesty International has published the briefing Between the devil and the deep blue sea: Europe fails refugees and migrants in the Central Mediterranean, which documents how the number of people drowning in the Central Mediterranean or being taken back to squalid detention centres in Libya has surged as a result of European policies aimed at closing the central Mediterranean route. It highlights how Italian policies have left people stranded at sea for days and analyses how European Union (EU) countries are conspiring to contain refugees and migrants in Libya, where they are exposed to torture and abuse.

Während bei früheren Anlandungen von Boat-people, die das Schiff „Aquarius“ der Rettungs-NGO SOS Méditerranée im zentralen Mittelmeer gerettet und nach Spanien gebracht hat, humanitäre Visa ausgestellt und teilweise eine Weiterreise nach Frankreich möglich gemacht wurde, müssen die jetzt Geretteten in die Flüchtlingslager bei Algeciras aufgenommen werden. Dort erwartet sie die restriktive staatliche Erfassungsprozedur.

Libyen SAR-Zone: IMO und Frontex Details

New documents (in German only) by the Scientific Service of the German Bundestag.

1) The first one says that the introduction of a new SAR-zone and MRCC does not depend on the decision of IMO, but on the agreement of the memberstates.
The required skills (speaking English laguage, equipped with enough vessels etc) is mentioned in the IAMSAR-manual and it is „should have“ but not „must have“. That means, the IMO is not to blame.
