Das ist der Deal: Die Türkei erhält drei Milliarden Euro – dafür begrenzt sie die Flüchtlingszahlen nach Europa. Doch kurz vor Abschluss gibt es in der EU Streit ums Geld. Kanzlerin Merkel will Osteuropa zahlen lassen.

Im Kern geht es um ein Geschäft, das Kritiker als schmutzig bezeichnen: Die Türkei bekommt von der EU viel Geld, um die Lage der Flüchtlinge vor allem aus Syrien in den Lagern zu verbessern. Im Gegenzug sollen die Türken endlich dafür sorgen, dass weniger Flüchtlinge nach Griechenland aufbrechen. So sieht es ein sogenannter Action-Plan vor, den die EU-Kommission mit der Türkei ausgehandelt hatte.

GENEVA, Nov 24 (Reuters) – The United Nations on Tuesday condemned new restrictions on refugees that have left around 1,000 migrants stuck at the main border crossing into Macedonia from Greece, denied entry due to their nationalities in violation of international law.

„Profiling asylum seekers on the basis of their alleged nationality infringes the human right of all people to seek asylum, irrespective of their nationality and to have their individual cases heard,“ U.N. chief Ban Ki-moon said in a statement issued by his press office.

He urged nations to „respond with compassion, solidarity and shared responsibility.“

Aantal vluchtelingen in Griekenland daalt ineens spectaculair

In Griekenland is de toevloed van vluchtelingen voor het eerst sinds de zomer spectaculair gedaald. Op het eiland Lesbos bijvoorbeeld kwamen vandaag maar 24 vluchtelingen aan, terwijl dat er drie dagen geleden nog 2.500 waren.

Sinds afgelopen weekend zijn er op alle Egeïsche eilanden met moeite een paar honderd vluchtelingen geregistreerd. Op Lesbos, de voornaamste toegangspoort, kwamen vandaag maar 24 mensen aan, en gisteren 42. Dat is een pák minder dan anders. Drie dagen geleden werden daar nog 2.500 vluchtelingen geregistreerd.

Closures Force Dangerous Crossings with Smugglers

(Istanbul) – Turkey has all but closed its borders to Syrian asylum seekers and is summarily pushing back Syrians detected as they try to cross, Human Rights Watch said today. Syrians described Turkish border guards intercepting them at or near the border, in some cases beating them, and pushing them and dozens of others back into Syria or detaining and then summarily expelling them along with hundreds of others.

During the second half of October 2015, Human Rights Watch interviewed 51 Syrians in Turkey who had fled airstrikes and other violence in Syria. All said it was common knowledge among Syrians that they could only enter Turkey using smugglers. They described men, women, and terrified children trying to clamber at smuggler crossings across steep terrain at night for many hours surrounded by gunfire.

Yasmin drückt ihre beiden Kinder an sich und betet, dass sie jemand findet. Hier im Dunkeln auf dem Meer zwischen Lesbos und dem türkischen Festland. Der Wind peitscht die Gischt bei jeder Welle in das schwarze Schlauchboot, 53 Menschen hocken darin, eng zusammengedrängt, durchnässt bis auf die Haut. Bei Tag kann man von der türkischen Küste aus die griechische Insel Lesbos erkennen. Sie ist nur zehn Kilometer entfernt. Jetzt aber sieht man nur Schwarz. Drei Stunden ist es her, dass der kleine Motor des Bootes aufgehört hat zu brummen. Seitdem treiben sie durch die Dunkelheit, versuchen vergeblich, die türkische oder griechische Polizei zu erreichen.

Sono più di 2000 i migranti in attesa alla frontiera greco-macedone, in una terra di nessuno, perduta nelle lande sconfinate del nord della Grecia, di fianco al villaggio di Idomeni. E’ uno dei tanti snodi del «corridoio balcanico» che ha visto passare da inizio gennaio 600.000 uomini, donne e bambini. Sbarcati sulle isole i migranti sono obbligati a registrarsi nei centri di identificazione che si stanno trasformando in «hotspot», per poter comprare un biglietto per la nave che li porterà ad Atene. Dalla capitale greca, in autobus, raggiungono Idomeni, per poi continuare verso la Macedonia, in Serbia, Croazia ed Austria.

Die Türkei schickt Flüchtlinge nach Angaben von Menschenrechtlern in das Bürgerkriegsland Syrien zurück. Grenzsoldaten fingen die Schutzsuchenden ab – mit fatalen Folgen, erklärte Human Rights Watch.

Die Kritik wiegt schwer: Die Menschenrechtsorganisation Human Rights Watch (HRW) wirft der Türkei vor, bereits seit Monaten Flüchtlinge aus dem benachbarten Bürgerkriegsland Syrien an der Grenze abzuweisen und sie so in die Hände von Schlepperbanden zu treiben.

Diplomatic shuttling between Ankara and Brussels has accelerated greatly as part of joint efforts to secure a solution to the growing refugee crisis amid expectations that an agreement will be finalized at a prospective Turkey-EU summit.

Frans Timmermans, the first vice president of the European Commission, was in Turkey on Nov. 19 to meet Turkish Foreign Minister Feridun Sinirlioğlu as part of a continuation of last week’s intense negotiations over the refugee action plan. The two men and their experts met in Istanbul late on Nov. 19 in an unannounced meeting.

Preparations for a trilateral meeting between Greece, Germany and Turkey to discuss how to handle the refugee crisis appear to be under way.

Turkish Prime Minister Ahmet Davutoglu revealed earlier this week, when Greek Premier Alexis Tsipras visited Ankara, that German Chancellor Angela Merkel had suggested such a meeting take place. This was confirmed on Friday by officials in Berlin.
