Seenotrettung – CSU-Minister fordert 100 Millionen Euro für Flüchtlinge

Die EU tue nicht genug, um Flüchtlinge im Mittelmeer zu retten, findet Entwicklungsminister Gerd Müller. Er will mehr Geld für Rettungsprogramme und die Herkunftsländer.

Bundesentwicklungsminister Gerd Müller (CSU) fordert ein neues Rettungsprogramm für Bootsflüchtlinge im Mittelmeer. „Wir dürfen die Scheinwerfer der Rettungsboote nicht ausstellen, damit wir die Ertrinkenden nicht sehen“, sagte er der Neuen Osnabrücker Zeitung. Eine „wirkungsvolle Anschlussregelung“ für das ausgelaufene italienische Programm Mare Nostrum sei notwendig, erklärte Müller. Damit übt er Kritik an dem von der EU-Grenzschutzagentur Frontex vor einem Monat gestarteten Nachfolgemission Triton.

Continuano gli arrivi via mare verso l’Italia: 18 vittime negli ultimi 10 giorni

Sono circa 5.100 i profughi soccorsi negli ultimi 10 giorni dalle navi che pattugliano le acque del Canale di Sicila nel quadro dell’operazione Triton e della missione Mare Nostrum. Arrivano prevalentemente dall’Africa Sub-Sahariana

ROMA – Non conoscono soste i viaggi della speranza dalla coste dell’Africa verso la Sicilia. Un’odissea che in moltissimi casi equivale a morte e disperazione. Sono circa 5.100 i profughi soccorsi negli ultimi 10 giorni dalle navi che pattugliano le acque del Canale di Sicilia nel quadro dell’operazione Triton e della missione Mare Nostrum, ancora attiva fino alla fine dell’anno con il nome “Dispositivo di Sorveglianza e di Sicurezza Marittima”. E ancora una volta, purtroppo, si registrano delle vittime: secondo le informazioni raccolte dai team Oim presenti sui luoghi di sbarco, sarebbero 18 i migranti che avrebbero trovato la morte in mare in questo periodo.

Libia, continuano le partenze. Un trafficante: “Non è cambiato niente”

Solo nel fine settimana sono 4 le imbarcazioni partite verso il Canale di Sicilia. Due i barconi già usati e ritrovati ad Al Bouri, nonostante Alfano avesse assicurato che sarebbero stati distrutti. Parla un trafficante: “Chi lavorava con barconi in buone condizioni quando gli italiani erano in mare, continuerà a farlo. E anche chi metteva in acqua barche da suicidio“

Le intemperie che si sono abbattute sul Canale di Sicilia hanno di certo contribuito a diradare e rallentare le partenze dei barconi dalla sponda Sud del mediterraneo, tuttavia non hanno fatto indietreggiare di un millimetro i migranti laggiù, in attesa della tregua dal maltempo per tentare la grande traversata. Lo scorso fine settimane, con il sole e il mare piatto, quattro barconi sarebbero partiti dalla Libia, hanno raccontato a Redattore Sociale alcune fonti locali. Domenica mattina due barconi sono stati rinvenuti abbandonati nei pressi della piattaforma petrolifere off-shore Al Bouri, operata dall’ENI. Al Bouri si trova a circa 70 miglia dalla costa libica, sul versante occidentale del Paese.

Naval vessel has been set alight in an exchange of fire with assailants

Eight Egyptian navy personnel were declared lost at sea on Wednesday night after unknown gunman attacked their patrol ship in a triple pronged sea-attack.

Four of the alleged attackers were killed in an ensuing firefight, which caused the navy ship to set ablaze. A further thirty-two were arrested, according to a military statement.

It described the assault as a ‚terror attack‘, but did not identify the perpetrators.

ICS Reaffirms Migrant Rescue Obligation

The rescue of all persons in distress at sea – including illegal migrants – is an obligation under international maritime law, as well as being a long established humanitarian duty, says the International Chamber of Shipping (ICS).  ICS is the global trade association for commercial ship operators, whose ships are currently involved on a daily basis in the rescue of refugees at sea in the Mediterranean.

Whatever may be decided by policy makers in EU Member States, the legal and humanitarian obligation of merchant ships to provide assistance to anyone in distress at sea will remain unchanged, says ICS.

Commenting on new reports that some European Union Ministers have expressed concerns that search and rescue operations have acted as a ‘pull factor’ for illegal migration, encouraging people to make dangerous crossings in the expectation of rescue, ICS notes that merchant ships are legally required to rescue persons in distress at sea by the UN International Maritime Organization’s Safety of Life at Sea Convention (SOLAS), to which virtually every maritime nation is a Party.

Under SOLAS, and the International Convention on Maritime Search and Rescue, the obligation of the ship Master to render assistance is complemented by a corresponding obligation of IMO Member States to co-operate in rescue situations, thereby relieving the Master of the responsibility to care for survivors, and allowing individuals who are rescued at sea in such circumstances to be delivered promptly to a place of safety.

The shipping industry is therefore very concerned by reports that the new EU Frontex operation ‘Triton’ will have a third of the budget of the current Italian ‘Mare Nostrum’ operation which it replaces, that its primary focus will be border control, and that search and rescue operations may be reduced in international waters.

It will clearly be much more difficult for merchant ships to save lives at sea without the adequate provision of search and rescue services by EU Member States. Moreover, whenever a ship performs its legal and humanitarian obligations, it will continue to be incumbent on EU Member States to ensure that those who are rescued can be readily disembarked at the next port of call, even when they may lack documentation.

On October 31, the independent Al-Jarida newspaper carried the following report by Mustafa Sanjar, Ayman Isa and Nancy Attiya: „Cairo is trying to strengthen its grip over the border with the Gaza Strip, through the building of an isolation wall upon the full evacuation of the border strip with Gaza, in the context of a comprehensive security system which Egypt is planning to complete within days to secure its eastern border.

In the meantime, the government announced the banning of the activities of the Coalition in Support of Legitimacy, which is loyal to the Muslim Brotherhood group. Hence, knowledgeable Egyptian sources assured Al-Jarida that Cairo will start building a security zone on the border with Gaza upon the full evacuation of the border strip that is 13 kilometers long and 500 meters deep.
