Gegen eine neue Dimension des Sterbenlassens auf See “ am 25. Februar um 08:30 Uhr vorm BCC am Alexanderplatz
Klaus Rösler, Direktor der Abteilung „Einsatzangelegenheiten – Operations Division“ von Frontex, wird am 25.02.2015 auf dem internationalen Polizeikongress in Berlin über europäische Grenzkontrollen sprechen. Das nehmen wir zum Anlass, um über die aggressive und menschenverachtete Politik zu demonstrieren, die Frontex im Namen der Europäischen Union im Mittelmeer durchsetzt. Die Kundgebung läuft im Rahmen der „Push back Frontex“- Kampagne von den folgenden Netzwerken:

Klaus Rösler fordert das italienische Innenministerium, die Marine und die Küstenwache Italiens auf, die aktuelle Praxis der Seenotrettung von Bootsflüchtlingen einzustellen. Von höchster Stelle der EU-Grenzschutzagentur ruft er unmissverständlich dazu auf, Flüchtlinge und MigrantInnen in Seenot massenhaft sterben zu lassen. Wir fordern die sofortige Zurücknahme der mörderischen Frontex-Anordnung! Stoppen wir diese unmenschliche Politik, verteidigen wir die Rechte der Flüchtlinge und MigrantInnen!

Call for the Demonstration „Push Back Frontex!
Against a new dimension of left-to-die-policy at sea“ 25th of February at 08:30 am in front of BCC/Alexanderplatz
Klaus Rösler, director of Operations Division of Frontex, will speak at the International Police Congress on the 25th of February in Berlin about European border controll and the challenge Mediterranean Sea. We see this as an occasion to fight against the aggressive and inhuman policy which Frontex in the name of the European Union imposes on migrants in the Mediterranean Sea. The demonstration is part of the „Push back Frontex“- campaign initiated by the following networks: Netzwerke Afrique-Europe-Interact, borderline-europe, Welcome to Europe, FFM Berlin, All Included Amsterdam, Flüchtlingsrat Hamburg and Stiftung :do.
Klaus Rösler called upon the Italian Ministry of Interior, the navy and the coastguards to stop the current practice of rescuing boat-people in distress at sea. He has unambiguously appealed from a top position of the EU border agency to let many refugees and migrants die in situations of distress at sea. We demand the immediate withdrawal of the murderous Frontex order! Let us stop these inhumane policies, let us defend the rights of refugees and migrants!

And Rösler also appeared in german TV a few weeks ago. In a report about refugees a bigger part was dedicated to the Farmakonisi case, when refugees drowned in the aegean sea during a pushback of greek borderguards. As Frontex is active and responsible in the aegean as well (and as we know at least covering the practices of push backs) also Rösler was asked about the Farmakonisi case. He tried to justify and finally he said, something like this might happen („mal schlecht gelaufen“ – like shit happens)!

“Let them drown!” The rise of Frontex-Rösler
Like no other, Klaus Röser embodies the evolution of fortress Europe. In the 1990s, as a German federal border guard in Schwandorf, he was significantly involved in the development of the new border regime along the Neisse and Oder. On the 9th of December 2014, as one of the bosses of Frontex international, Rösler appealed to the Italian government to refrain from rescuing boat-people when they launch SOS calls beyond the 30 miles coastal zones of Italy. Rhetorically, he pointed to the responsibility of the Libyan coast guards which, as is known, does not exist for many months anymore due to renewed war-like conflicts.
In other words: Klaus Rösler has appealed from a top position in a EU agency to let many people die. This should not be accepted from a representative of the EU agency Frontex, and neither from Frontex itself nor the EU Commission responsible for Frontex. He will be accountable for the coming mass dying off the coast of Libya if SOS signals are received but not responded to with rescue operations.
In Schwandorf in the 1990s, Klaus Rösler tested the tracing and dragnet controls of Kosovan, Kurdish, Turkish and Iraqi refugees in practice and theory and then advanced it on a EU-level, through the German border police and informal Schengen groups. His mantra: repression of refugees as the repression of traffickers and smugglers as repression of so-called organised crime. This brought him a steep advance in his career: via Munich and international deployments up into the Frontex headquarters. He was and is part of everything: in the installation of the European Border Surveillance System (Eurosur), in the advancement of the horrible Greek border regime toward Turkey, as well as in the replacement of the Italian Mare Nostrum Operation (sea rescue) through the Frontex operation Triton (border repression) (which was pushed by the German government in the background).
In the past few weeks, Klaus Rösler and his Frontex team were unable to enforce their „new level of cruelty“ in the sea-space between Italy and Libya. The MRCC Rome insisted to follow their humanitarian obligations and rescued hundreds of men, women and children in distress. But Frontex has obviously not given up and it thus remains necessary to stop Rösler and his murderous campaign in the Mediterranean Sea both on a European and international level.

Contra una nueva dimensión del ‚dejar morir‘ en el mar
En una carta del 9 de diciembre del 2014, Klaus Rösler, director de la División de Operaciones de la agencia Frontex, exige al Ministerio del Interior, a la armada y a la Guardia costera italiana que se suspendan las operaciones de rescate de personas migrantes en barco. Después del cese de la operación marítima italiana Mare Nostrum, que salvó las vidas de más de 120.000 personas y poco después de iniciarse la operación Triton por Frontex, Rösler reprocha a las autoridades en Roma de seguir ordenando a sus embarcaciones a operar „fuera de la zona operativa de Triton“ para rescatar a pateras en peligro de naufragio. Esto „no correspondería al plan operativo“ y no debería ser atendida cualquier llamada de auxilio, según Rösler. Siendo uno de los directores de Frontex, remite a la responsabilidad de la Guardia costera libia que, como es sabido no existe desde hace meses debido a nuevos conflictos armados. En otras palabras y sin dejar lugar a dudas, Klaus Rösler hace un llamamiento desde la dirección de la agencia de protección de fronteras de la UE a dejar que mueran masivamente refugiadxs e inmigrantes en peligro de naufragio.
Hace exactamente 10 años que Frontex fue fundada. Desde sus primeras operaciones marítimas en 2006 la agencia actúa con una política agresiva de intimidación. Con el fin de pulir su imagen perjudicada, Frontex pretende durante los últimos años cumplir con las convenciones para refugiados y Derechos Humanos, así como con las leyes del Derecho marítimo. Esto vuelve a resultar como una medida puramente cosmética, una campaña de imagen falsa para una agencia que opera como motor del régimen fronterizo de la UE desde 2005. Además de las operaciones marítimas y terrestres en las fronteras, una parte fundamental de ello consiste en la formación y el armamento técnico de la policía fronteriza, la externalización de las fronteras en cooperación con terceros países, la creación y participación en el sistema de vigilancia de fronteras EUROSUR, la operación de control de fronteras Mos Maiorum así como las deportaciones masivas llevadas a cabo violentamente.
En plena agudización del conflicto en el Mediterráneo central, Frontex pretende que los 25 buques y 9 aviones de la operación Triton, intervengan solo en un radio de acción de 30 millas ante las costas italianas. El objetivo explícito de la operación es reducir el número de llegadas a las costas europeas y disuadir a lxs inmigrantes en los barcos. En los últimos meses, el teléfono de alarma de „Watch The Med“ recientemente fundado, ha apoyado el rescate de varias embarcaciones que se encontraban precisamente en la zona en la que Frontex no quiere responsabilizarse de la atención a llamadas de socorro. El equipo de la línea de emergencia ha estado en contacto directo con personas que hoy no estarían vivas si se hubiera aplicado la política „del dejar morir“ de Frontex. Esta situación exige un posicionamiento claro desde la sociedad civil y todos los movimientos sociales: ¡Detengamos esta política inhumana, defendamos los derechos de lxs refugiados e inmigrantes!
Además es pura hipocresía que a principios de enero del 2015 Frontex incrimine a „traficantes de personas“ de una „nueva dimensión de crueldad“ al dejar que la tripulación abandone varios de los llamados „barcos fantasma“ para evitar su criminalización. Efectivamente existen negociantes sin escrúpulos que se benefician del lucrativo negocio del tráfico de personas migrantes o refugiadas a través del Mediterráneo, pero está claro que el negocio de la inmigración irregular y las miles de muertes en el mar son, en primer lugar consecuencias del régimen fronterizo de la UE. Todo esto podría pertenecer a la historia el día de mañana, si refugiadxs e inmigrantes tuvieran la posibilidad de comprar pasajes aéreos o de ferry y viajar de forma segura y económica, como cualquier turista.
¡Mientras que la libertad de movimiento no sea igual para todxs, las muertes en el mar solo se pueden evitar si cualquier persona que se encuentre en peligro de naufragio en cualquier zona, también en la costa de Libia sea inmediatamente rescatada! Demandamos la retirada inmediata del dispositivo asesino de Frontex. Nuestro objetivo es crear un espacio euromediterráneo que no esté dominado por un régimen fronterizo mortal, sino que se caracterice por la solidaridad, la protección de derechos y la libertad de movimiento.
