*Aufruf zur Zusammenkunft und Zusammenarbeit im Kongress der protestierenden Flüchtlinge in Europa vom 1. bis 3. März 2013 in München*
*Einladung vom Aktionskreis unabhängig protestierender Flüchtlinge*
Seit dem 19. März 2012 befinden wir uns Flüchtlinge in einem Kampf um das Erringen von elementaren Menschenrechten, von Freiheit und Gleichheit, denn wir wollen nicht mehr wie ‚Ausländer’ und Menschen dritten Grades behandelt werden, sondern wie alle anderen Bürgerinnen und Bürger. Diese Ära unseres Kampfes begann mit einem kleinen Zelt in Würzburg und erwuchs zu einer großen Bewegung, die sich in ganz Europa ausbreitet.
Dieser lange Streik war bisher von vielen Höhen und Tiefen begleitet, die die vielschichtigen Entwicklungen des Protestes charakterisieren. Tragische Geschehnisse wie der Selbstmord von Mohammad Rahsepar am 28. Januar 2012, der Beginn des Streiks und die vielen darauf folgenden politischen Aktionen wie die Demonstration am 13. Februar, der Beginn des Hungerstreiks in Würzburg , der Beginn des Protestzelt-Projekts am 10. Juli und dessen Ausweitung auf elf Städte in fünf deutschen Bundesländern bis zum September und zuletzt die Durchführung des Protestmarsches nach Berlin sowie der große Streik in Berlin.
In dieser Zeit haben die Proteste der Flüchtlinge und der Illegalisierten auf der europäischen Ebene in unterschiedlichster Form Früchte getragen und wichtige Veränderungen in einigen Ländern mit sich gebracht. Von Mai an begannen weitere Streiks in Dänemark, in der Türkei, in Bulgarien, in Griechenland, in Frankreich, in Holland und in Österreich.
In den beiden letztgenannten Fällen hat die Polizei die Protestcamps nieder gerissen, woraufhin der Kern des Protests jeweils in eine Kirche in Amsterdam und in Wien verlagert werden musste. Somit stellen die Solidarität und der Zusammenhalt in den Kämpfen in Deutschland, Holland und in Österreich die zur Zeit noch klar sichtbaren Punkte dieses Widerstands dar.
Während dieser langen Zeit der Auseinandersetzungen und Kämpfe mit einem ausländerfeindlichen und flüchtlingsfeindlichen System konnten wir viele Erfahrungen sammeln. Im Austausch mit den streikenden Illegalisierten in Holland sowie dem Streik und dem Protestmarsch in Österreich sind wir zu dem Ergebnis gekommen, dass eine gemeinsame kritische Analyse und das Sammeln von weiteren Ideen für die Zukunft des Flüchtlingsprotestes unabdingbar sind.
Dabei stellt das Hauptziel die Bildung von unabhängigen Räten von Flüchtlingen dar, die vollständig von protestierenden Flüchtlingen selbst organisiert sind und in jedem geographischen Fleck als solidarisches Kollektiv gemeinsam Strategien ihres Widerstands ausarbeiten und ihr Schicksal selbst in die Hand nehmen. Zu diesem Zweck organisieren und veranstalten wir diesen bundesweiten Kongress.
In diesem Sinne laden wir alle Flüchtlinge, Illegalisierte, Einwanderer/Immigrant_innen und Menschen mit Migrationshintergrund, Aktivist-innen, Studierende, Journalist_innen, Menschenrechtsaktivist_innen zu diesem Kongress ein, sich zu beteiligen und mitzuarbeiten.
Flüchtlinge, Illegalisierte und Migrant_innen haben entschieden, einen weiteren großen Schritt für ihre selbstorganisierte Unabhängigkeit und für ein Widerstandskollektiv zu tun, für die, die ?nicht von hier? sind, in der untersten Schicht der europäischen Gesellschaft, für all diejeigen, die das System mit all seinen Möglichkeiten und all seiner Macht zu negieren versucht und ihnen ihre sozialen und menschlichen Rechte abspricht.
Nach vielen Gesprächen zwischen dem Aktionskreis Flüchtlinge und weiteren aktiven Flüchtlingen wurde das erste März-Wochenende (1. bis 3.3.2013) für den Kongress ausgesucht. Wir laden alle aktiven Personen und Gruppen ein, sich anzuschließen, ob nur in Form ihrer Anwesenheit oder ihrer Mitarbeit im Ganzen oder nur in Teilen. Dieses Projekt läuft zur Zeit unter Mitarbeit vieler verschiedener Gruppen, aber eure Beteiligung an diesem Projekt ist notwendig und mit Sicherheit kann eure Aktivität der Qualität der Durchführung des Projekts dienlich sein.

Since March 19, 2012, we, the refugees, have been involved in a struggle for obtaining the most elementary human rights, such as freedom and equality, because we will no longer accept to be treated as ‚foreigners‘ and human beings of third degree, but instead as every other citizen. This era of our struggle started with a small tent in Würzburg and grew to a huge movement that has been spreading all over Europe.
This large strike has been accompanied by ups and downs which characterize the complex developments of the protest. Tragic incidents like Mohammad Rahsepar´s suicide on January 28, 2012, the beginning of the strike, the subsequent political activities like the February 13 rally, the launching of the hunger strike in Würzburg, the kick-off of the tent action project on July 10, and its expansion to eleven other cities in five federal states until September and, last but not least, the protest march to Berlin and the large strike in Berlin.
The protest of the refugees and the illegalized has borne fruits in various ways at the European level during that time, and produced important changes in several countries. Since May, strikes have been launched in Denmark, Turkey, Bulgaria, Greece, France, the Netherlands, and Austria. The police tore down the protest camps in the latter two cases, so that refugees will have to continue their protest in other places. The solidarity and mutual support among those struggling in Germany, the Netherlands, and Austria represent the continuing visible points of this resistance.
During this long time of arguments and struggle with a foreigner-hostile and refugee-hostile system, we have made many different and new experiences. The exchange with the illegalized on strike in the Netherlands and the strike and protest march in Austria have led us to the conclusion that a collective critical analysis and brainstorming for new ideas for the future of the refugee protests will be indispensable.
The main goal will be to create independent refugee councils, which will be completely organized by the refugees themselves. They will act as solidarity collectives in every geographic corner, develop strategies of their resistance and thus reclaim their own destiny. For that purpose we are organizing this national congress.
Therefore, we are thus inviting all refugees, illegalized, immigrants and people with a migration background, activists, students, journalists, and human rights activists to participate and cooperate in this congress.
Refugees, illegalized, and immigrants have decided to take another big step for their self-organized independence, and for a collective of resistance for those who ?are not from here?, for those in the lowest stratum of the European society, those who have been negated by the system with all its abundant possibilities and all its force, trying to deny them their social and human rights.
Having had numerous conversations among the organizing committee of the striking refugees and other activist refugees we have chosen the first weekend of March (1-3 March, 2013) as the date of the congress. We are inviting all activists and groups to join us, no matter if that is by simply attending the congress or by supporting us partially or wholly during its preparation. The project is currently supported by many different groups, however, your participation in it is necessary and your activities will definitely contribute to a better quality of its realization.

Nous, les réfugiés nous luttons depuis le 19. mars 2012 pour acceder aux droits élementaires de l´homme, de liberté et d`égalité, car nous ne voulons plus être traités comme des „étrangers“ et des gens de „troisième classe“, mais nous voulons être traités comme toutes les citoyennes et tous les citoyens. Notre lutte a commencé avec une petite tente á Würzburg, et a grandit jusqu´au grand mouvement, qui s´est répandu dans toute l´europe.
Cette longue grève a été accompagnée jusqu´à présence par des hauts et des bas qui caractérisent le développement complexe de la protestation. Des événements tragiques comme le suicide de Mohammad Rahsepar le 28. janvier 2012, le début de la grève et les nombreuses actions politiques s´en suivant comme la manifestation du13. fevrier 2012, la grève de la faim à Würzburg, le début du projet des camps de protestation le 10. juillet qui s´est étendu sur 11 villes dans 5 länder allemands jusqu´au mois de septembre et enfin la marche de protestation jusqu´à Berlin ainsi que la grande grève á Berlin.
Pendant cette période les protestations des refugiés et des illegalisés ont porté des fruits de qualité differente á l´ échelle européenne et ont apporté des changements importants dans quelques pays. Depuis le mois de mai d´autres gréves ont commencé au Danemark, en Turquie, en Bulgarie, en Gréce, en France, en Hollande et en Autriche.
En Hollande et en Autriche la police a évicté les camps de protestation, de ce fait nous étions forcés de deplacer le centre de la protestation dans une église á Amsterdam et à Vienne. La solidarité et la cohésion dans la lutte en allemagne, en Hollande et en Autriche sont actuellement des signes toujours clairement visibles de ce mouvement de resistance.
Pendant cette longue période de résistance et de lutte contre un systéme hostile envers les étrangers et les réfugiés nous avons eu la possibilité d´accumuler beaucoup de connaissances et d´expériences. Dans l`échange d´expériences avec les illegalisés en luttte en Hollande et avec la grève et la marche de protestation en Autriche nous sommes convaincus, qu´une analyse critique commune et des idees nouvelles pour l´avenir de la lutte des refugiés sont indispensables.
Le but central serait la formation de conseils indépendants de refugiés, complètement organisés par les réfugiés protestataires eux-mêmes et qui agissent dans chaque coin géographique comme collectifs solidaires pour developper des stratégies de resistance et qui prennent eux même leur destin en mains. C´est dans ce but que nous organisons ce congrès national.
Dans ce sens nous invitons tous les réfugiés, illegalisés, immigrant(e)s, immigres , activistes, ètudiant(e)s, journalistes, activistes des droits de l´homme á y participer et lutter ensemble avec nous.
Les refugiés, illegalisés et immigrant(e)s ont décidé de faire un autre pas pour leur propre indépendance et pour l´ organisation d´un collectif de lutte pour ceux qui ne sont pas „d´ici“, qui sont en bas de l´ echelle de la societé européenne, pour tous ceux, que le système essaye d´ignorer avec tous ses moyens et tout son pouvoir en leur refusant leurs droits sociaux et humains.
Après plusieurs entretiens entre le commitée d´organisation des réfugies en gréve et d´autres refugiés actifs, nous avons fixé la date du congrès pour le premier week end du mois de mars (1.-3. mars 2013).
Nous invitons toutes personnes et groupes actifs de se joindre à nous, soit par leur présence où leur participation entière oú partielle. Actuellement ce projet est supporté par beaucoup de groupes differents, mais votre participation au projet est indispensable et votre activité contribuera á la qualité de la réalisation de ce projet.

Desde el 19 de marzo 2012 estamos en lucha para obtener los derechos humanos elementales, en lucha por la libertad y la igualdad, puesto que no aceptaremos más un tratamiento como ?extranjeros? o personas de tercer grado sino que nos traten como todos los demás ciudadanos y ciudadanas. Esta época de nuestra lucha comenzó con una pequeña acampada en Würzburg y poco a poco se convirtió en un gran movimiento que se está expandiendo por toda Europa.
Esta huelga larga ha tenido sus altibajos, debido a los desarrollos complejos de la protesta. Incidencias trágicas como el suicidio de Mohammad Rahsepar del 28 de enero 2012, que marcó el inicio de la huelga, y las acciones políticas sucedentes como la manifestación del 13 de febrero, el comienzo de la huelga de hambre en Würzburg, el inicio del proyecto de las carpas del 10 de julio y su expansión a once ciudades en cinco estados federales de Alemania hasta septiembre, y por fin, la marcha de protesta a Berlín y la gran huelga de Berlín.
En este tiempo, la protesta de los refugiados e ilegalizados ha dado sus frutos en varias formas a nivel europeo, y al mismo tiempo, ha producido importantes cambios en algunos países. Desde el pasado mayo han empezado huelgas en Dinamarca, en Turquía, en Bulgaria, en Grecia, en Francia, en Holanda y en Austria.
En los dos últimos casos, la policía derrocó los campamentos de protesta así que los refugiados se vieron obligados a continuar su protesta en otros lugares. Esto muestra que la solidaridad y la cohesión de las luchas en Alemania, Holanda, y Austria son los puntos más visibles de esta resistencia.
Durante este tiempo largo de disputa y lucha contra un sistema xenófobo y hostil a los refugiados hemos adquirido muchas experiencias. Gracias al intercambio con los ilegalizados en huelga de Holanda y con la huelga y la marcha de protesta en Austria hemos llegado a la conclusión de que debemos hacer un análisis crítico conjunto, por lo que una lluvia de ideas será imprescindible para el futuro de la protesta de los refugiados.
El objetivo central será crear consejos independientes de los refugiados, organizados completamente por ellos mismos, que actuarán en cualquier punto geográfico, así como colectivos solidarios para elaborar estrategias comunes de resistencia y para reclamar al mismo tiempo su propio destino. Con este fin organizamos este congreso nacional.
En este sentido invitamos a todos los refugiados, ilegalizados, inmigrantes y personas de trasfondo migratorio, activistas, estudiantes, periodistas y activistas por los derechos humanos a participar en este congreso, así como para apoyar en su preparación.
Algunos refugiados, ilegalizados e inmigrantes han decidido dar un paso hacia una independencia organizada autónomamente, y hacia un colectivo de resistencia. Para todos aquellos que ?no son de aquí?, que pertenecen a la clase más baja de la sociedad europea, para todos aquellos a los que este sistema trata de negar todas sus posibilidades y toda su fuerza intentando privarles de sus derechos humanos y sociales.
Después de muchas conversaciones con el comité organizatorio de los refugiados en huelga y otros refugiados activos, decidimos organizar el congreso el primer fin de semana de marzo (del 1 al 3 de marzo 2013). Invitamos a todas las personas activistas y a todos los grupos a unirse a nosotros, sea en forma de participación en el congreso, sea en forma de apoyo en parte o en toda la preparación. Este proyecto está desarrollándose con la participación de varios grupos, pero su implicación en el proyecto será necesaria y su actividad servirá seguramente a la calidad de su realización.
