English: Hello everybody, for the Refugee-Tribunal in Berlin we listed Frontex-deportation-charters 2012 and 2013. The number of charters had been growing – and Germany is mainly involved – especially as an organising country for deportations to Serbia and Kosovo, but also participating in massive deportations to Nigeria for example. 2012: 13x Nigeria Germany was involved in 29 out of 37 Frontex-charters 2013 (until beginning of June): 6x Nigeria Germany was involved in 11 out of 17 Frontex-charters 2009/2010 we had in the whole 19x Nigeria (counted in both years in the whole) – this means the number has been growing also for Nigeria because 2013 is not even the half year full and for 2012/2013 we count already 19x Nigeria.

European Commission / Proposal for Frontex’ new rules on joint operations at sea

In the past, the lack of agreement over which member states must be held responsible in cases of migrants intercepted at sea has aggravated the situation, and resulted in distress calls of boats being ignored, and lives being put at risk. In this regard, the European Commission issued a proposal for a Regulation establishing rules for the surveillance of the external sea borders in the context of operational cooperation coordinated by Frontex, the EU Borders Agency (12 April 2013). The proposal states that disembarkation should take place in the third country from which the ship departed. In cases in which this is not possible, the member state that hosts the joint operation will be the one in which disembarkation occurs. The European Commission also proposes to apply the international human rights framework and establishes that “No person shall be disembarked in, or otherwise handed over to the authorities of a country, where there is a serious risk that such person would be subjected to the death penalty, torture or other inhuman or degrading treatment or punishment or from which there is a serious risk of expulsion, removal or extradition to another country in contravention of the principle of non-refoulement”. The proposal also includes the requirement of training border guards in provisions of fundamental rights, refugee law and the international legal regime of search and rescue.

Die Agentur zur Kontrolle der EU-Außengrenzen will die griechisch-türkische Grenze per Flugzeug überwachen. Unterstützung kommt auch über die EU-Satellitenaufklärung

Das Vorhaben ist zunächst als Pilotprojekt geplant, Überwachungsflüge sollen zwischen Juli und September stattfinden. Anfallende Daten werden über eine Bodenstation verarbeitet und in Echtzeit, also ohne Verzögerung, an Frontex weitergeleitet. Der Auftragnehmer soll hierfür eine Kontrollstation bereitstellen.

Frontex needs to improve the protection of human rights at European borders
Strasbourg, 05.04.2013 – Adopting the report by Mikael Cederbratt (Sweden, EPP/CD) yesterday in Rabat, the PACE Migration Committee has recommended that Frontex improve respect and protection of human rights at European borders.This European Union agency’s task is to co-ordinate EU member States’ actions relating to the management and control of the EU’s external borders. The committee also called on Frontex to tackle a number of structural issues, including the lack of transparency of its activities, the lack of clarity regarding its responsibility and liability, and the lack of democratic scrutiny of some of its activities, particularly agreements negotiated with third countries.
