As EU leaders meet for Malta summit, NGOs call on European Commission not to support Malta proposal to suspend non-refoulement principle
Malta’s human rights NGOs have called on the European Commission to refrain from taking action on the Maltese presidency’s plans for a €200 million migration plan that has proposed the suspension of the key humanitarian principle of non-refoulement. “Anything short of an absolute and clear non-engagement will inevitably result in complicity in flouting the Union’s values and making these Europe’s darkest day,” the NGOs said in a stark warning over the Maltese plan. Im Vorfeld des Treffens der EU-Staats- und Regierungschefs auf Malta kritisieren PRO ASYL und der Paritätische Wohlfahrtsverband in einem offenen Brief an Bundeskanzlerin Merkel die derzeitige »Flüchtlingsabwehrpolitik« der Europäischen Union scharf. Die Vorschläge der EU-Kommission zur Abriegelung der sogenannten Mittelmeerroute seien ein erneuter »Tiefpunkt europäischer Flüchtlingspolitik« und zielten vorrangig auf die Auslagerung des Flüchtlingsschutzes nach Libyen und andere nordafrikanische Staaten, obwohl den Schutzsuchenden dort nachweislich Gefahr für Leib und Leben droht. Die Organisationen appellieren an Bundeskanzlerin Merkel, die Umsetzung des Kommissions-Vorschlags zu verhindern. Long before the advent of the “migration crisis,” Italy signed a series of deals with Libya’s Colonel Muammar Qadhafi designed to stop thousands of mostly African migrants from reaching the shores of Europe.
Between 2006 and 2011, Qadhafi took billions in development money and, in return, enforced Europe’s borders. Tens of thousands of refugees, asylum seekers and migrants were held in detention facilities where human rights groups reported physical abuse, torture and, in some cases, the use of lethal force.

Es war eine ungewöhnlich deutliche Warnung. Vor einer Woche sprach der maltesische Ministerpräsident Joseph Muscat vor Abgeordneten des EU-Parlaments in Straßburg. Der Sozialdemokrat aus Malta ist in diesen Tagen nicht irgendein Politiker. Sein Land hat derzeit den Vorsitz über die 28 EU-Staaten. Im Frühjahr, so erläuterte Muscat, werde die Zahl der Flüchtlinge nach Europa stark ansteigen. „Es muss schnell gehandelt werden“, drängte er. Die EU dürfte nicht wieder unvorbereitet sein. Sonst könnten die „Kernprinzipien“ der Union „ernsthaft auf die Probe gestellt werden“. Es ist Eile geboten.

Parmi ces candidats à l’émigration clandestine, 17 Camerounais, 1 Malien, 1 Guinéen, et 1 Ivoirien. Les clandestins avaient embarqué à partir de la plage d’Aïn El Turck avec l’intention de rejoindre les côtes européennes lorsqu’ils ont été interceptés par une patrouille des garde- côtes. The economy minister is allegedly caught with his pants down (while blaming cold water for his shrinking reputation) and the whole country is talking about it. I won’t compare the outcry to that of the Panama Papers revelations. For Chris Cardona’s alleged visit to a brothel in Germany has conveniently shifted attention from Malta’s shocking proposals to stretch the EU’s borders down south, all the way to the Libyan shore.

Presidency Council head Faiez Serraj has suggested NATO ships could be allowed to operate in Libyan waters if they helped the navy combat people-smugglers. He told reporters in Brussels that any “party” that seeks to work with and support the Libyan navy would be welcomed. “We have to modernise our navy flotilla and enhance its capacities” he said, “NATO or any other friendly national on a bilateral basis could extend a hand in this.” Weiterlesen »

The number of people who died trying to reach Europe by crossing the Mediterranean has reached an all-time high, and is becoming comparable to what Médecins Sans Frontières/Doctors Without Borders (MSF) is used to seeing in warzones.
The UN Migration Agency recorded at least 5,079 deaths last year – the actual number of deaths is likely to be much higher.
We have no idea how many dinghies overloaded with terrified passengers set sail from Libya in the direction of Italy each day. Nor do we know how many of them sink without trace, before they reach busy shipping lanes in the Mediterranean or call for help.

A Libyan coastguard vessel was reportedly shot at from the shore by people-smugglers as it intercepted 700 migrants off Sabratha. Naval spokesman colonel Ayoub Qassem told AFP that, as the coastguard vessel closed with the two wooden vessels onto which the migrants had been crammed, it came under fire from people-smugglers on the beach.
